SPECIAL MEETING — MONTICELLO CITY COUNCIL
Monday, April 25, 2016 — 5 p.m.

Present: Brian Stumpf, Charlotte Gabler, Lloyd Hilgart, Tom Perrault, Glen Posusta
Absent: None
Others: Jeff O'Neill, City staff: Rachel Leonard, Wayne Oberg, Angela Schumann,
Shibani Bisson, and Tom Moores. Others present: Chuck Rickart, WSB, and
Brett Weiss, WSB.
1. Call to Order
Mayor Brian Stumpf called the special meeting to order at 5 p.m.
2. 95t" Street Extension
Chuck Rickart, WSB, presented an overview of the 95t" Street Extension. The
presentation addressed the following: Initial project concerns; Current traffic analysis;
Traffic volumes; and Future traffic projections. There was discussion among City
Council members and WSB staff on individuals that would actually use 95"' Street
instead of Gillard Avenue if extended. Much is left to human behavior and Gillard
Avenue is a more direct route.
Preliminary 95"' Street Roadway Alignment options and pedestrian connections were
discussed. Part of this discussion was the construction of a potential noise wall with the
expansion of I-94. Two options for roadway alignments and the noise wall were
displayed. It was noted that the preliminary roadway and trail construction cost is
estimated to be approximately $1.1 million, which does not include right of way or
easement acquisition or the noise wall cost. The noise wall cost is estimated to range
from $500,000 - $750,000.
The next item discussed was the Gillard Avenue at CR 39 Intersection. It was
encouraged that improvements should be considered here with or without the 95"' Street
Extension. The safety improvement options were then discussed. There was a citizen in
the audience that noted how fast individuals drive on Gillard and the number of accidents
that have taken place. The City Council discussed the options. They expressed their
concern for safety.
Some of the mentioned WSB recommendations were:
- Work with Wright County on short term improvements at the intersection of
Gillard Avenue and CR 39.
- Complete the feasibility report for 95"' Street.

Glen Posusta moved to pursue consideration of extending 9511' Street in 2017 and to
complete the feasibility study and to proceed with WSB completing a design memo
addressing the improvements on CR 39 and Gillard Avenue. Lloyd Hilgart
seconded the motion. Motion carried 4-1; Charlotte Gabler voted against. She feels
that this should be budgeted in approximately 3-5 years out.
3. Flashing Yellow Arrows at Major Intersections
Shibani Bisson, WSB, presented on implementing flashing yellow arrows at major
intersections, discussions with Wright County and MnDOT, and reviewed the costs and
funding. Chuck Rickart provided a recap of the advantage of having flashing yellow
arrows. The City Council was in general support and discussed the areas they thought
would be most benefitted.
Glen Posusta moved approval of installing flashing yellow arrows all along Trunk
Highway 25 and the intersection of CSAH 75 and Elm Street. Charlotte Gabler
seconded the motion. Motion carried unanimously.
