Steve Johnson called the meeting to order at 7 a.m.
2. Approve Minutes
DICK VAN ALLEN MOVED TO APPROVE THE MINUTES OF THE SEPTEMBER
1ST, 2015 IEDC MEETING. DON ROBERTS SECONDED THE MOTION. MOTION
CARRIED 11-0.
3. Consideration of adding items to the agenda
Career Day (Jim Johnson)
4. Reports
a. Economic Development Report:
EDA/HRA Levy – On September 14th, City Council authorized a special benefit
levy (HRA levy) and approved an EDA budget for fiscal year 2016.
Breweries – On September 28th, City Council amended the liquor license
ordinance to allow for brew pubs, brewer taprooms and microdistilleries. Council
also directed the Planning Commission to conduct a public hearing to amend the
zoning ordinance related to those uses.
b. TAC:
Staff provided updates and responded to questions related to the following projects:

c. City Council: Staff and Council representatives provided project and issue updates
and responded to questions.
d. Chamber of Commerce & Industry: Chamber Director Marcy Anderson reported
on current events, projects and issues.
5. Consideration of 2015 Industry of the Year Selection and Award
Vector Tool and Bondhus Corporation were both nominated for the 2015 Industry of the
Year award. Both industries provided information in response to survey questions and
offered facility tours. The IEDC discussed the qualifications of each nominated industry
prior to voting. Bondhus Corporation received the most votes.
BILL TAPPER MOVED TO AWARD THE 2015 INDUSTRY OF THE YEAR AWARD
TO BONDHUS CORPORATION. DICK VAN ALLEN SECONDED THE MOTION.
MOTION CARRIED 11-0.
6. Consideration of recommendation for appointment of an IEDC member
representative
IEDC subcommittee members Joni Pawelk and Don Roberts reported that they had
interviewed Don Tomann of UMC for the remaining board position on September 17th.
Pawelk noted that Tomann is interested in engaging and representing the manufacturing
community. Roberts indicated that Tomann has a passion for education and suggested
that he would be an active IEDC participant. Both recommended appointment.
DON ROBERTS MOVED TO RECOMMEND THAT THE CITY COUNCIL RATIFY
THE APPOINTMENT OF DON TOMANN TO THE MONTICELLO IEDC. MARY
BARGER SECONDED THE MOTION. MOTION CARRIED 11-0.
7. Consideration to reschedule November IEDC regular meeting
Angela Schumann asked for direction related to the date of the November IEDC meeting
given the Industry of the Year event is scheduled for October 21st and the school district
election is scheduled for November 2nd.

8. Table Topic – Wright Technical Center Apprentice Program
Wright Technical Center staffer Mark Lee provided an overview of the Center’s
Apprentice Program. He highlighted the following aspects of the program and responded
to comments and questions.
OSHA regulations have been prohibitive.
Apprenticeship program through the State
Focused on high school exposure
Not a job shadow; students work a variety of departments
450 hour minimum; paid position with credit
Variety of industry “levels”
Students interview with the industry
“Real” experience for students as employees
Juniors/Seniors involved
Can develop internships in-lieu
Parent education/Career Day
Early education of kids and parents
Sophomores will be attending career day
Matching kids with career path
Impacts other areas of their K-12 education; finding relevance of classwork

TheIEDCwillnotethattheCityCouncilhadpreviouslymovedforwardwithamendmentto
theCityCodetoallowbreweries,taprooms,andmicrodistilleries.Atthistime,thePlanning
Commissionisconsideringcompanionamendmentstothezoningordinanceasrelatedtoland
useprovisionstoallowsuchusesindesignateddistricts.
BCOLAthleticPark
TheCityCouncilapprovedtheattachedconceptplanfortheathleticpark,withsomeminor
modifications,onOctober12th,2015.Thedevelopmentandapprovalofaconceptplanwas
thefirsttaskintheplanningprocessfortheathleticpark.Theexercisereevaluatedthe
conceptplandevelopedin2008,usingcurrentdata,athletictrendinformation,anddirect
feedbackofareaathleticgroups.WithCouncil’sapproval,theconceptplanisnowmoving
forwardtodevelopmentofamasterplanwithmoredetail,aphasingplan,andafeasibility
reporttoincludeconstructioncostestimatesandprojectionsofoperationsandmaintenance.
Masterplaninformationisanticipatedtobepresentedtothepublicforcommentinlate
November.
