CITYOFMONTICELLO IEDC TRANSPORTATIONPROJECTUPDATES OCTOBER28,2011 TH25/CSAH11/CR14IntersectionImprovements(Mn/DOTproject) Mn/DOTcurrentlyestimatesthatworkontheirprojectwillbecompletedduringthe weekofNovember7th. CSAH75Reconstruction(WrightCountyproject) TherealignedsectionofCSAH75onthewestendoftheCityneartheMonticello NuclearGeneratingPlantwasofficiallyopenedtotrafficontheafternoonofTuesday, October25th.However,sinceonlythebasecourseofpavementwasabletobeplacedin 2011,theCountywillbepavingthewearcourseinthespringof2012whichwillrequire sometemporarylaneclosures. TheCityinstalledapedestrianunderpassunderCSAH75northwestofWestRiver Streetaspartofthisproject.Whilenoconnectingpathwaysexistatthistime,theCity hasappliedforgrantfundingthroughtheLocalTrailsProgramtoconstructthreenew connectingpathwaysegmentsthatwouldallowusersofthepedestrianunderpassto accessMontissippiRegionalPark,theballfieldsnearI-94,andtheCSAH75pathway thatterminatesatWestRiverStreet. TransportationStudiesforSecondRiverCrossinglocationandFallonAvenue Overpassalignment TheCity’stransportationconsultant,WSBandAssociates,recentlycompletedseveral transportationstudiesthatwereauthorizedbytheCityCounciltoassistindetermining thepreferredlocationforasecondrivercrossing,aswellasthepreferredalignmentfor theFallonAvenueOverpass.ThestudyresultswerediscussedwiththeTransportation AdvisoryCommitteeonSeptember22nd,andthenwiththeIEDConOctober4th. OnNovember14th theresultsofthetransportationstudieswillbepresentedtotheCity Council.Staffwillthenrequestauthorizationtomeetwiththeownersofproperties thatwouldbeimpactedbytheconstructionoftheFallonAvenueOverpassforthe purposeofgatheringtheirfeedbackwhichwillthenbesharedwiththeCityCouncil whenCouncilisaskedtoconsiderthepreferredalignmentoftheFallonAvenue OverpassatafutureCouncilmeeting.StaffwillalsorequestCouncilauthorizationto scheduleameetingwiththeMonticello-BigLakeJointTransportationCommitteeto discussthefindingsofthestudiesastheyrelatetothepreferredlocationofasecond rivercrossing,aswellastodiscussthepotentialfordevelopingacoalitiontoseek supportandfundingforasecondrivercrossing.Thiscoalitionwouldinclude representativesfromagenciesthatwouldbenefitfromalocalsecondrivercrossing including,butnotlimitedto,theMinnesotaDepartmentofTransportation,Wright County,SherburneCounty,theCitiesofBecker,BigLake,MonticelloandOtsego,and theTownshipsofBecker,BigLakeandMonticello. OnNovember17th staffwillthenpresentthefinalfindingsofthestudiestothe TransportationAdvisoryCommittee,alongwithrelevantcommentsmadebytheCity CouncilduringtheirNovember14th meeting,priortorequestingarecommendation fromtheTACfortheCityCouncil.
