CityCouncilReport 1.WestBridgeParkIceRink-O’NeillnotedthattheCityCouncilhadvotedtofloodtheicerink butnottostaffthewarminghouseasacostsavingsmeasure. 2.PizzaRanchSACFees-O’Neilldiscussedtheissueoffundingtheoperationofwastewater treatmentplantsthroughuserfees.HenotedthattheCityhadlookedatratesinotherlocalitiesand foundthatthehookupfeeistwicewhatitisinmetroareabecauseofeconomiesofscale.Herbst indicatedthattheCityhadbeeninterestedinaregionalprojectwithBigLakeandOtsegobut neithercityhadinterestatthetime.HarrissuggestedthatAlbertvilleandOtsegomightnowbe interested.O’NeillagreedthatMonticelloshouldworkwithotherjurisdictionsforlongterm planning.HenotedthattheCityhadinitiallyheldoffwithjointplanningbecausegrowthhad reallysloweddownbutthatthismightbeagoodtimetolookintoit.Dahlheimeraskedifthere wouldbeawaytostepdowninitialaccessfeesandstepupuserfees.Henotedthatstart-upcosts arealwaysdifficultforbusinessowners.ChairmanRobertshighlightedaconcernrelatedtothe significantincreaseinthewaterrateduetothechangeintheCityformulaandaskedthatthematter beconsideredbystaff. 3.WrightCountySheriffHours-O’Neillnotedthatthehoursstayedthesame. O’NeilladditionallyprovidedbriefstatusupdatesonFiberNetMonticello,variousdevelopment projectsandthebudgetprocess.Therewassomediscussionaboutthelocaleconomy. ChamberofCommerceandIndustryReport Therewasnoreportpresented. BR&EProjectImplementationFollowUp Barnett-LivgardsummarizedthattheBR&ETaskForcehadselectedfourpotentialpriority projectstofocusonandimplementspecifictasksoverthenextfewyears.Eachgroupwasto discussanddeterminespecifictasksandgoalsperproject.Shenotedthefollowing: a.BusinessResource:TheBusinessResourcegrouphasclearobjectives,tasks,andanultimate visionaboutmarketingMonticello. b.BusinessRoundTable:TheBusinessRoundTablegroupdidseemtonotestablishaclear purposeorvision.Barnett-Livgardsuggestedthat,iftheIEDCwasnotabletoprovideany IEDCMinutes12/07/10 3 additionalguidance,itmaybebestiftheBusinessRoundTablecombinewithoneofthestronger groups. c.Transportation:TheTransportationgroupquicklyestablishedcleartasksandbeganworking withtheCityEngineertoaccomplishbothshortandlongtermtransportationimprovements.There wassomediscussionaboutvarioustrafficpriorities.HerbstindicatedthatMonticelloshould discusstheriverbridgeissuewithadjourningjurisdictions. EmbracingDowntown: TheDecember14th SteeringCommitteemeetingwaswellattendedandgoodinformationwas presentedbytheconsultingteam.McCombgroupprovidedpreliminaryfindingsfromthe marketanalysisstudy.ItistheiropinionMonticelloshouldbemarketedasthesubregional centerbetweenMapleGroveandSt.Cloud.Theyfurtherbelievedowntownshouldincludean areafromI-94totheriver.Theexactboundarylineisstillbeingexplored.McCombgroup alsostatedthatthe“duck/run”situationthatiscurrentlyhappeningindowntownneedstobe addressedandredirectedinordertoengageamoreunifieddowntownassociation. FutureMeetingDates: 1.BR&E:CommunityCommencementmeetingJanuary18,2011atnoon IEDC:1.4.11 5.CONSIDERRECOMMENDINGJONIPAWLEKTOSERVEONTHE IEDC: ReferenceandBackground: MarshallSmithfromNewRiverMedicalcontactedCityStaffrequestingthatJoni PawlekreplacehispositionontheIEDC.Mr.SmithvalueshisinvolvementontheIEDC andbelievesthehospitalshouldbeactiveonthecommittee.However,atthistime Marshallhasindicatedbothhispersonalandworkresponsibilitieshaveincreasedand thereforelimithisabilitytoparticipateontheIEDC.HehasrequestedtheIEDCconsider recommendingJoniPawlektoserveontheIEDCinordertocontinuetokeepthehospital engagedinthecommunity. Recommendation: ItisCityStaff’sopinionthatJoniPawlekwouldbeagreatadditiontotheIEDC.Joniis activelyinvolvedinthecommunity;sheisthemarketingdirectorforthehospital, recentlyservedastheChamberChair,activeontheBR&ELeadershipTeam,andhas manyconnectionstolocalbusinesses.Mrs.PawlekhasagreatknowledgeoftheCity frombotharesidentandbusinessperspective. AlternateActions: 1.MotiontorecommendtheCityCouncilapprovetheappointmentofJoniPawlek totheIEDC. 2.MotiontorecommendthattheCityCouncildenytheappointmentofJoniPawlek. 3.Motiontotableitemforfurtherinformation IEDC:1.4.11 6.CONSIDERATIONOFADOPTINGARESOLUTIONSUPPORTING ADOPTIONOFTHEMONTICELLOTRANSPORTATIONPLANAND INITATINGKEYIMPROVEMENTPROJECTS. ReferenceandBackground: TherecentresultsoftheBR&Esurveyclearlyshowedthatthebusinesscommunity viewsactionontransportationinitiativesandimprovementsasahighpriorityduetothe impactofcongestiononbusinessoperations.Ingeneralitappearsthebusiness communityismostconcernedwithtrafficcongestionconcernsonHighway25andI-94. Overthepastfewyears,theCityhasbeenworkingonaddressingcongestionchallenges includingtheclosureofRiverStreetandinstallationofimprovementstotheNE quadrant.Althoughnonewimprovementsareonthedrawingboardsoon,longerterm researchanddevelopmentofideashavebeenapriorityforstaffandCityCouncil.As partofthe2008ComprehensivePlanupdateprocess,adraftTransportationPlanwasalso completed.However,duetocomplexitiesandchallengesrelatedtoasecondriver crossingandpotentialthirdinterchange,thedraft2008TransportationPlanhasnotbeen adopted. ThecreationofaBR&Etransportationgroupisanimportantsteptocontinuingtomove keytransportationimprovementsforwardinMonticello.ItshowstheCityCouncilthe businesscommunitybelievestransportationisimportantandcriticaltothesuccessof theirenterprisesandwhichisvitaltotheeconomichealthofthecommunity.TheBR&E groupiskeyinprovidingabusinessperspectivetoelectedofficials. CityStaffandrepresentativesfromWSBwillbeattheJanuaryIEDCmeetingtoprovide indepthinformationanddiscussionregardingpasteffortsanddiscussionsandreview upcomingtransportationinitiativesandneedednextsteps.WSBhasprovidedseveral memosprovidingbackgroundinformationingeneraltermsandspecificallyasitrelatesto theFallonAvenueoverpassandsecondrivercrossing. Recommendation: ItisStaff’srecommendationtheBR&EandIEDCplaceastrongpriorityonassistingand encouragingtheCityCounciltoaddressoutstandingcomplexitiesandultimately adoptingthe2008TransportationPlan.Inordertoaccomplishthisgoal,thereareafew topics,likethesecondrivercrossing,thatmeritfurtherdiscussionandreviewbytheCity Council.TheBR&EgroupandIEDCwillbeaskedtoprovidefeedbackandsupportin resolvingoutstandingissuesandinitiatekeytransportationprojects. IEDC:1.4.11 AresolutionhasbeenpreparedforIEDCconsideration.TheIEDCshouldreviewthe resolutionandbepreparedtoconsideradoption.TheIEDCisalsoencouragedtomodify theresolutionbasedoninformationobtainedanddiscussedatthemeeting. Whilethecityresidentsandbusinessownershavebeenactiveparticipantsinthosepastprojects,the recentdevelopmentofataskforcejointlywiththeMonticelloChamberandtheIEDCisavery encouragingsteptopursuebothshortandlongtermtransportationimprovementprojectsfortheCity ofMonticello. Transportationfundingisinshortsupplyincomparisontotheneeds,however,itisthoseagencies whotakeaunifiedapproachtoplanningandadvocatingfornecessaryimprovementsthatareableto getprojectscompletedmuchsoonerandwithfundingassistance.TheIEDCisconsideringa resolutiontoencouragetheCityofMonticelloandcitycounciltoundertakeseveralnecessarylong termprojectsandtoadoptthecity’stransportationplaninto2011. InordertoaidinthediscussionfortheJanuary4th meetingyouhaveaskedmetoprovidesome generalinformationontransportationprojectsthatshouldbeinitiatedin2011.Followingaremy suggestionsforthetoppriorities: 1.FallonAvenueOverpassPreliminaryDesign TheFallonAvenueoverpassisacriticaltransportationinvestmentthatwillneedtobemade inthenearfutureasgrowthreturnstothesouthsideofthefreeway.Thesetypesofprojects involverightofwayacquisitionandapprovals/involvementofvariousgovernmentagencies andthereforetaketimetocomplete.Theattachedmemooutlinesinformationonthisproject aswellassomeshorttermactivitiesthatwearerecommendstartingin2011. December29,2010 Page2of3 G:\EconDevDirector\Boards\IEDC\IEDCAGEND\2011\January\IEDCtransportationMemofromWSB.doc H:\MEMO-MONTIEDCTransMtg122910.doc 2.SecondMississippiRiverCrossingEvaluation Theinclusionofthisprojectinthecity’stransportationplanhasgeneratedasignificant amountofconversationasitrelatestotheneedfortheproject,thepotentiallocationandhow itwouldbefunded.WebelievestronglythatthefutureoftheCityofMonticellowillrequire theadditionofsecondrivercrossingandthatitisimportantforthecitycouncil,business communityandresidentstocommenceeffortstoaddressconcernswiththispossibilityand ultimatelytodeterminethebestlocationforthisimprovement.Thecitycouncilhasinitiated aregionalgrouptodiscussthisproject,butitisfirstandmostimportantthatthecitycouncil andtheirconstituentshavealloftheirquestionsansweredregardingtheneedofthe improvementpriortoreconveningtheregionalgroup.Theattachedmemoaddressessomeof thebackgroundforthisprojectandalsosomeofthestepsthatwillbeneededrequiredmoving forward. 3.Adoptionofthe2008draftTransportationPlan ThecompletionofatransportationplanisveryimportanttothegrowthoftheCityof Monticello.OthergovernmentagenciesanddevelopersrefertotheCity’splantounderstand thelongtermvisionforthecommunityandtoplanfortheirneeds.Adoptingtheplandoes notcommitthecitycounciltocompleteanyoftheimprovements,butdoessetthestagefor conversationswithpropertyowners,agenciesanddevelopersaboutwheretheCityisheaded fromatransportationperspective.Itisacriticalelementoftherecentlyadopted comprehensiveplanandworksinconjunctionwiththeothercityutilityandparkplans. 4.TH25/CSAH75IntersectionImprovements Thecitycouncilauthorizedpreparationofalayoutin2010forthisintersectionandhasa constructionprojectscheduledforcompletionin2011fortheNEquadrantinconjunction withtheWalgreen’sdevelopment.Recentlythecitycouncilauthorizedpreparationofa federalfundingrequestforcompletionoftheremainderoftheintersection.Ifreceived,the grantwillprovidefundingforupto80%oftheconstructioncostsoftheintersection improvements.ThecitywouldstillneedtoacquiresomerightofwayintheSEquadrantof theintersectionsothatafullbuildoutoftheintersectioncouldbecompleted.Thisprojectis veryimportanttothecontinuedsuccessofthedowntownareaandwillfacilitatethetraffic movementsthroughandaroundthedowntownarea.Completionoftheseimprovementsin combinationwiththeimprovementsproposedtoCSAH11inBigLakewillsignificantly reducecongestionalongTH25intheCityofMonticello. 5.7th Street/TH25IntersectionImprovements Thecityisplanningtoundertakesomeintersectionstripingimprovementsat7th Streetand WalnutStreetbutshouldalsoevaluateandcoordinatewithpotentialstripingand/orphysical improvementstofacilitatetrafficmovementon7th StreetatTH25.TheTH25at7th Street intersectionwasidentifiedwiththecity’sdrafttransportationplanasoneofthetopsafety concerns.Theimprovementsincludetheadditionofarightturnlaneforwestbound7th Street tonorthboundTH25;evaluationoftheaccesslocationsintoHolidayandPerkin’s;and evaluationofthesignalphasesandtiming.Theseimprovementswouldimprovethesafety andoperationoftheintersection. December29,2010 Page3of3 G:\EconDevDirector\Boards\IEDC\IEDCAGEND\2011\January\IEDCtransportationMemofromWSB.doc H:\MEMO-MONTIEDCTransMtg122910.doc 6.CitywideTransportationCapitalImprovementsPlan Itisrecommendedthatin2011thecityundertaketheevaluationofalloftheproposed transportationprojectsinthecityincludingdevelopingapreliminarylayout,acostestimate andanticipateddateofconstruction.Byassemblingallofthetransportationprojectsand anticipatedneedsintoonedocumentwecanthenalsoestimatethepotentialfundingsources forthoseimprovements.Wecanusethatdocumentasatooltopursuefundingfrommultiple agencies.Thistypeoftoolhasbeenusedinothercitieswithgreatsuccessandhelpsfocusthe transportationneedsandpotentialrightofwayintoonedocument.Italsoassiststhecity councilinunderstandingfullythevariousfundingoptionsthatareavailabletoassistwith regularcompletionwiththeseimprovementprojects. Thereareotherimprovementsthatwouldbenefitfromplanningincluding7th Streetextension betweenElmStreetandMinnesotaStreetandtheOrchardRoadinterchange.Theseprojectswould beincludedinthecitywidecapitalimprovementsplan. TheprimarypurposeoftheFallonAvenueOverpassistoprovideanI-94crossinglocationservingasan alternativetoTH25andCSAH18.ResidentialdevelopmentinthesoutheastportionoftheCitywould haveeasyaccesstothiscrossing,whichwouldremoveaportionofthelocaltrafficvolumesfromboth TH25andCSAH18.ThebridgewouldconnecttheexistingFallonAvenueatChelseaRoadsouthofI- 94to7th StreetnearWashingtonAvenuenorthofI-94. DuringthedevelopmentofthenewCSAH18interchange,theFHWAandtheMinnesotaDepartmentof Transportation(Mn/DOT)indicatedthatthiswasavitallinkintheCityofMonticelloTransportation SystemandthatbeforeanyotheraccessoraccessmodificationtoI-94isconsidered,thisoverpasswould needtobecompleted.InadditiononeofthemajorgoalsoftheDraft2008MonticelloTransportation PlanwastorelievetrafficonTH25.Itwasdocumentedinthetransportationplanbasedonthelanduse modelingthattheoverpasswouldprovideareductioninprimarilylocaltripsonTH25. Thelocationoftheoverpassbecameasignificantissuewiththeconstructionof7th StreetandtheSt. Henry’sChurch.InfacttheCitymuststillacquireright-of-wayfortheoverpasslocationfromthe Church. Thepurposeofthismemorandumistooutlinethenextstepsindeterminingtheexactlocationofthe overpassandthestepsforultimateapprovalandpotentialfundingoftheimprovement.Thefollowingisa discussionofthesesteps. FallonAvenueOverpass–AlternativeDevelopmentProcess CityofMonticello December29,2010 Page2of4 1.Location,PreliminaryDesignandDocumentation: a.ItiscriticalthattheFallonAvenueprojectnotbedelayedbyanyprocessforreviewing andselectingafuturerivercrossingasidentifiedintheTransportationPlan.Therewas somediscussionofthepotentialrivercrossingbeinglocatedatWashingtonStreet.While weknowthatarivercrossingcouldimpacttheFallonAveproject,wecanevaluate trafficmovementson7thStreet,FallonAveandWashingtonStreettoofferthebest solutionfortheintersectionandroadwayalignmentswithorwithoutaRivercrossingat WashingtonStreet.Enoughstudyoftravelpatternsshouldbecompletedtodeterminethe mostappropriatealignmentofFallonAvenue,7th StreetandWashingtonStreet.Inother words,determininghowthestreetnetworkwillbelaidoutwithrespecttothetraffic demand.(i.e.isorwill7th StreetorFallonAvenuehavetheheaviestmovementsandbe theprimarymovement) b.Theimpact/relieftotheTH25trafficduetotheFallonAveoverpassneedstobe updated.Thiswillbeimportantwhenlookingatpotentialfundingcontributionsfrom Mn/DOTandjustificationtocompeteforotherFederalFundingsources. c.Right-of-Way(ROW)forthecurrentalignmentoftheFallonAvenuecrossinghasbeen previouslyidentifiedanddiscussionwithStHenry’sChurch.TheROW hasnot been purchasedbutwillneedtobeinordertocompletetheproject.Itmakessensetotryto resolvetheROWissuesothatitdoesnotimpactfuturefundingopportunities.Depending onwhatisdeterminedinitemb,thealignmentcouldberevisedandtheROWneeds altered. d.Thecurrent2030baselinetrafficmodelingindicatesthattherewouldbe11,000vehicles perday(vpd)onFallonAvenueacrossthebridge,11,000vpdon7th Streeteastofthe overpassand5,500vpdonWashingtonStreetnorthof7th Street.Thesevolumesare assumingnorivercrossingatWashingtonStreet.Additionaldatawillbedocumented showingthevehiclesplitson7th Street,WashingtonStreetandFallonAvenuewithand withoutaWashingtonStreetrivercrossing.Thiscanbecompletedwiththemodelingwe currentlyhaveorifanOrigin–Destination(OD)studywouldbecompletedaspartofthe secondrivercrossingstudy,thatdatacouldbeusedtodetermineexactlywherelocal trafficiscomingandgoingtoo.TheODstudyhasbeenrecommendedwiththesecond rivercrossingstudyandwouldprovidethemostaccuratedataandwouldbebetter acceptedbyMn/DOT,FHWAandthepublic. e.Oncethevehiclesplitshavebeendeterminedforeachroadway,alternativeswillbe preparedtoaccommodatethetrafficprojections.ThiscouldincluderealigningFallon Avenueandor7th Streetanddeterminingtheappropriatetrafficcontrol. f.ThedevelopedalternativeswillbepresentedtotheCityCouncilandthePublicfor reviewandcomment.Afinal,CityCouncilapprovedalternativewillbedeterminedand usedtopreparetheStaffApprovedLayoutthatwillbetakenthroughtheStateand Federalapprovalprocessandtoapplyforandsecurefundingfortheoverpass. 2.ApprovalProcess: a.AmeetingwillbeheldwithMn/DOTandFHWAtodiscusstheprojectandsubmittal requirementforapprovaloftheoverpass.WithnodirectaccesstoI-94anInterchange AccessRequest(IRA)fromFHWAwouldnotberequired.However,ataminimum Mn/DOTwouldrequireaStaffApprovedLayout.Thiswillrequirepreparingpreliminary FallonAvenueOverpass–AlternativeDevelopmentProcess CityofMonticello December29,2010 Page3of4 designplanstoalevelofapproximately50%.Preparingthebackgrounddocumentation andStaffApprovedLayoutwilltakeapproximately2monthstocomplete. b.Thelevelofenvironmentalreviewrequiredwilldependonthefundingsource.Iffederal fundsareusedaProjectMemorandum(PM)wouldberequired.Ifonlylocalfundsare used(CityorState),noenvironmentalreviewwouldberequired.Thistaskwouldneedto becompletedduringthebeginningofthefinaldesignphaseoftheproject. c.Onceafinalalignment(StaffApprovedLayout/preliminarydesign)includingthetraffic documentationhasbeencompletedandthedeterminationofanyothersubmittal requirementshasbeenagreedto,therequireddocumentswillbepreparedandformally submittedtoMn/DOTandFHWA.Typicallyitwilltake3to6monthstoreceive approvalfromMn/DOTandFHWAontheStaffApprovedLayout. d.FollowingsubmissionofthelayoutanddocumentationasecondmeetingwithMn/DOT andFHWAwillbeheldtodiscussanycommentsorconcerns. e.Mn/DOTandFHWAwouldthenprovidepreliminaryconcurrenceandapproval.The finalapprovalwouldbereceivedaspartoftheconstructionplanapproval. 3.Funding: a.WiththeapprovalofthelayoutanddocumentationofpotentialbenefitstotheStateand Localtransportationsystems.Fundingrequestsfortheimprovementscanbesubmitted. b.Severalfundingopportunitiesexistforthistypeofconstruction,theyinclude: GeneralAdValorem(Property)Taxes –Transportationprojectscanbefundedwith thegeneralpoolofmunicipalrevenuesraisedthroughpropertytaxes. StateAid –Citieswithpopulationsofgreaterthan5,000areeligibleforfunding assistancefromtheHighwayUserTaxDistributionFund(fundedwiththestategastax andvehicletaxes,aswellasfederaltransportationfundsthroughMn/DOT).Thesefunds areallocatedtoanetworkofMunicipalStateAid(MSA)streets.Currently,theCityof MonticelloreceivesanapportionmentperyearforimprovementstoitsMSAstreets, whicharegenerallycollectorroadways.Oncetheoverpassbridgeisconstructed,theCity willreceiveafterthefactdollarsforthenext15yearsthatamounttoapproximately20% ofthecost. FederalTransportationFunds –Theguidelinesfordirectfederalfundingfor transportationprojectsareestablishedundertheSafe,Accountable,Flexible,Efficient TransportationEquityAct(SAFETELU).ThesefundsareallocatedbytheMn/DOT District3thoughtheAreaTransportationPartnershipwhichtheCityofMonticelloisa member.Bridgestypicallydonotrateveryhighdotothehighcostpersquarefoot,so thismaynotbethebestsourceoffunding. CooperativeAgreementswithMn/DOT –Differentlevelsofgovernmentcan cooperateonplanning,implementing,andfinancingtransportationprojectswhich providebenefitstoalltheconcernedagencies.Thefinancialtermsandobligationsare generallyestablishedatthefrontendoftheprojects. TheDraft2008TransportationPlanhasnotyetbeenfinalizedsomewhatinparttoquestionsandconcerns withthefunctionandlocationoftherivercrossing.Throughtheprocessofanalyzingthetrafficconcerns onTH25duringthepreparationoftheTransportationPlan,aregionalcommitteewasestablishedthat includedrepresentativesfromtheCityofMonticello,CityofBigLake,WrightCounty,Sherburne County,MonticelloTownship,BigLakeTownshipandMn/DOT.Thiscommitteereviewedthe assumptionsandresultsoftheTH25analysis.Thecommitteewasgenerallyinagreementthatasecond rivercrossingwasneeded;howevertherewasavarietyofcommentsonthepotentialfunctionand location.
