5. INDUSTRY OF THE YEAR AWARD & INDUSTRIAL RECOGNITION EVENT
REFERENCE & BACKGROUND:
The EDA approved a $400.00 budget for the Industry of the Year event at their regular August
meeting. The EDA does not desire to coordinate or determine the industry of the year. This
opportunity and responsibility would be under the prevue of the IEDC.
Industry of the Year:
1. Enclosed in this report is the proposed
criteria used by the Chamber with a fei
industry of the year criteria. This is similar to the
additional components added from other award
resources. Please review. If you have any additional criteria you would like to add please
bring them forward at the meeting. The purpose of the industry of the year award is not to get
so detailed with the criteria that we lose sight of what we are trying to accomplish, which is to
simply recognize an industry business in Monticello for being a good citizen, providing jobs
and tax base, and being involved in the community. Staff will be requesting final approval at
the meeting.
2. Please nominate an industry using the attached form and hand to Economic Director at the
meeting. A list of industries in Monticello has also been included for your review. Staff would
suggest looking first at the sponsors of the Monticello BR &E (Xcel Energy, Dahlheimer
Beverage, Cargill, Karlsburger, Standard Iron, IRT).
3. Staff will be asking for 2 -3 volunteers to participate on a task force to assist in selecting an
industry of the year and provide ideas for a great manufacturing appreciation event.
Manufacturing Appreciation Breakfast:
*Staff is proposing the following format. Please provide additional insight as to how we can really
draw attention and interest from industries to want to attend.
1. Held at the community center at 730am — 8:30am.
2. Proposing the following dates:
*Tuesday, October 19, 2010(least preferred date as the LEAD classes start on the 20t)
*Wednesday, October 27, 2010
*Thursday, October 28, 2010
*Other dates ? ??
Breakfast to be served / round table style
4. Don Roberts, IEDC Chair welcoming everyone and introduce Mayor Herbst.
5. Mayor Herbst update on city activity and allow for Q &A
6. Speakers / Format?
a. Potentially invite local bank presidents to talk about any anticipated upcoming
banking changes and discuss what they are seeing from their clients and the banking
world in general ??
b. Speaker from Positively MN. The state has many different loan opportunities. We
could have someone come and speak about these opportunities.
IEDC 9.7.10
c. Exporting discussion. We could have someone from the SBA speak to the
manufactures about exporting options.
Staff is looking for specific input from the IEDC as to what topics or speakers should be included
into the appreciation event.
RECOMMENDATION:
City Staff is requesting the IEDC approve the Industry of the Year Criteria, appoint 2 -3 members to
serve on an award Task Force, and establish an event date.
ACTION:
1. Motion to approve Industry of the Year Award criteria as noted.
2. Motion denying moving forward with an Industry of the Year Award and recognition event.
3. Motion to table for further discussion.

COMMITTEE AND ECONOMIC DEVELOPMENT AUTHORITY
INDUSTRY OF THE YEAR AWARD
Purpose:
The IEDC and EDA desire to recognize industries within Monticello that exhibit business
excellence, innovation, community involvement, high level of customer and employee relations,
and driver of economic growth. The Industry of the Year award will be given to one business
each year at an industry recognition event.

consumer.
Businesses in Monticello that meet the definition of industry are eligible. The company must be
established for at least five years. Upon receiving an award, said business will not be eligible for
at least three years.
Process:
The IEDC will nominate three businesses in August of each year to be considered for the
Industry of the Year. Staff and two members of the IEDC will conduct an on -site interview with
each nominee. At the September IEDC meeting, the Committee will vote to select one business
to receive the Industry of the Year award. The IEDC will forward the nomination to the EDA.
The EDA will determine the final candidate based on a majority vote.
Criteria for Evaluation:
- Business excellence: Successful business practices, i.e., marketing and promotion of
business ethics; promotion of employee growth and development; contribution to its
industry; and research and development.

Economic Development Director Updates:
EDA:
At their August meeting, the EDA authorized initiating a L.E.A.D (Learn, Educate, Act,
Develop) leadership training course. The EDA will subsidize a portion of the registration fee
for existing businesses who participate in the eight month training course. The training course
is being provided as a direct result of the BR &E survey. The business community stated an
interest in providing local leadership training. In partnership with North Hennepin
Community College, we have devised a very price conservative yet effective course. If you or
any one of your employees desires to attend please fill out the attached registration fonn. This
is a great price for the course content being provided. As a price comparison, all non
Monticello businesses will be required to pay $149 /session per individual (which equates to
$1,192 for all 8 classes). Monticello businesses will only pay $495 for the entire course per
person (limited to 20 subsidized participants).
Planning Commission: See attached agenda.
Wright County Economic Development Partnership
Wright County will be hosting their annual golf tournament on September 13, 2010 at Wild
Marsh Golf Course in Buffalo. Please contact the partnership if you would like to participate.
They can be reached at 763.477.3000 or nlabinena,whe.org.
I -94 Corridor Coalition:
The I -94 Corridor Coalition will be attending the October IEDC meeting to update the City on
current lobbying efforts
BR &E:
Please marls your calendars for September 28, 2010 from 7:30am — 12:OOpm at the New
River Medical center for the BR &E Taskforce Retreat. This is a critical meeting for all
Task Force members to attend. Results of the survey will be presented along with identifying
viable projects to initiate to continue to strengthen Monticello's business economy. It is
anticipated the agenda will follow the format below:
Inquiries:
Staff has had the opportunity to respond to several inquiries in the past month. Most of the
inquiry requests relate to users desiring existing vacant building space. Staff has had the
opportunity to connect several brokers with local building owners.
Recently through the Shovel Ready process, City Staff was made aware of an opportunity to
submit a proposal to a fairly large user that would create many higher paying jobs. It is staffs
understanding all proposals will be presented to the client by the State in early fall.
Industrial Marketing / Venues:
Earlier this year, the EDA made the decision to focus marketing dollars on Staff attending
conferences instead of billboards and mass marketing campaigns. In light of this direction, the
EDA decided it would be good for Monticello to branch out of the State. Therefore, the
Economic Development Director will be attending a CoreNet Global (national association for
Real Estate industry leaders) Summit on September 191h — 21st
Business Communications & Initiatives:
The Fall Business Insider issue will begin production in September. Staff will be asking for
IEDC input.
A new site selector focused website for Monticello is almost complete. Staff is optimistic the
site will be launched by the end of September.
Transportation:
MNDOT is proposing to start the State Highway 25 mill and overlay project on Tuesday,
September 7, 2010.
The River Street reconstruction project and 3'd Street parking lot project continues to be on
schedule and is anticipated to be completed by the end of September.
Embracing Downtown:
The City Council and EDA have provided the necessary approvals to move forward with the
Embracing Downtown project. A contract has been signed and a kick off meeting is
anticipated to occur by mid September.
Future Meeting Dates:
1. IEDC: October 5, 2010 (Strategic Goal Setting and Work Plan Meeting)
2. EDA: September 8, 2010
3. BR &E: September 28, 2010 Task Force Retreat

Re: Mn /DOT Trunk Highway 25 Pavement Preservation Project
Dear Property Owner:
September 1, 2010
On Tuesday, September 7, 2010 the Minnesota Department of Transportation (Mn/DOT)
tentatively plans to begin construction on a pavement preservation project on Trunk Highway 25
between Interstate 94 and the Mississippi River. The project includes removing the top 3- inches
of bituminous pavement and replacing it with 3- inches of new pavement. Any existing curb and
gutter in poor condition will also be removed and replaced, as will all pedestrian curb ramps
along the corridor, bringing them into compliance with the most recent Americans with
Disabilities Act (ADA) guidelines. Work will also be performed on the existing signal systems
along the corridor. The project has a scheduled completion date of October 15, 2010.
In an effort to minimize impacts to businesses and traffic along the corridor, Mn/DOT will be
performing the vast majority of their work at night, primarily between 7 pm and 6 am. Mn/DOT
also intends to maintain two -way traffic on TH 25 throughout the project, though this will require
limiting traffic to one lane in each direction at various times. Mn/DOT will also do their best to
maintain access to all properties, local streets and pedestrian facilities along the corridor during
constriction. However, there may be short periods of time when access will be limited or
restricted but these times will be kept to a minimum.
If you have any questions regarding this project you can contact Mn/DOT's Constriction
Engineer, Micky Klasen, at 320 - 223 -6535.
Sincerely,
CITY OT MONTICELLO
