5. Public Hearing: Consideration of a preliminary plat for Carcone Addition (formerly
Monticello Ford). Applicant: Chrysler Financial (NAC)
REFERENCE AND BACKGROUND
Jacob Holdings, a parent/financial company of Denny Hecker, is seeking preliminary plat
of nineteen (19) properties located north of Chelsea Road, south of Interstate 94, east of
Marvin Road and west of Highway 25. These properties, referred to as the Carcone
Addition, are comprised of West Metro Buick Pontiac GMC, the former Monticello Ford,
the former Dunlo Motors (currently West Metro expansion site), and the former
Monticello Ford sales/storage lot. The submitted preliminary plat indicates that the
current 19 properties are proposed to be consolidated into four (4) properties.
The properties are located in the B-3, Highway Business District and total approximately
14.17 acres. It should be noted that the Playhouse Child Care property located within this
vicinity is not included in this preliminary plat.
Previous applications have been processed with these properties throughout the past ten
years including, but not limited to;
Planned unit development (PUD) approval,
Conditional use permits (CUP) for outdoor sales and car wash,
Variances to the sign ordinance, minimum building size requirements for auto
sales, allow directional signage in the right-of-way
PUD amendments to allow off-site auto sales/storage lot, larger electronic
signage, expansion of auto sales/storage lot
Interim use permit (IUP) to accommodate temporary automobile display and
storage
IUP amendment for temporary automobile storage
For the purposes of this preliminary plat, each proposed property is listed below with
various development review criteria analyzed for each. In all cases, any existing internal
drainage and utility easements shall be vacated to accommodate the proposed preliminary
plat. This vacation is intended to be processed in a parallel action concurrent with the
Final Plat.
The proposed application indicates reestablishing one (1) thirty (30) foot drainage and
utility corridor running east/west through Lot 2, Block 2 between Lot 1, Block 2 and the
Playhouse Child Care facility and any easements at the property lines.
In the material that follows, a summary of the site conditions on each of the four
proposed parcels is provided. Following that, a consolidation of the issues to address as
part of the Plat request is included as a part of the Alternative Actions section of the
report.

ALTERNATIVE ACTIONS
Decision 1. Preliminary Plat for Carcone Addition and Amendment to Planned Unit
Development approval.
1. Motion to recommend approval of Preliminary Plat of the Carcone Addition for Lots 1
and 2 of Block 1 and Lots 1 and 2 of Block 2, along with an amendment to the Planned
Unit Development permits for the subject parcels, with one of the following options.
Each of the approval options would include the incorporation of the conditions listed in
Exhibit Z.
a. Approve preliminary plat and PUD amendment, and bring all signage into
compliance, as well as the previously required buffering adjacent to the Daycare
building as noted above.
b. Approve the preliminary plat and PUD amendment, incorporating all of the
existing signage and current site conditions into the revised PUD approval.
c. Approve the preliminary plat and PUD amendment, requiring compliance with
signage and site conditions as enumerated by the Planning Commission following the
public hearing.
2. Motion to recommend denial of the preliminary plat of the Carcone Addition for Lots 1
and 2 of Block 1 and Lots 1 and 2 of Block 2, due findings to be identified following the
public hearing.
STAFF RECOMMENDATIONS
Planning staff recommends approval of the Preliminary Plat and PUD Amendment under Option
1.a. above, specifying that existing signage be brought into conformance with the current sign
regulations, and reinstatement of the required landscaped buffer between the Sandberg Road
expansion site of West Metro and the Daycare building. It appears from staff’s review of the
available file information that a significant amount of signage has been added to the site,
including temporary signage, that was not part of any previous PUD approval.
Since the time of the last approval, the City has revised its Sign regulations to increase flexibility
for business signage in the area. As such, the removal of temporary signage and a current banner
would be very close to meeting the current requirements. It should be noted that these estimates
are based on the staff’s analysis of the available submissions by the applicant, which do not

include detailed site plan conditions nor detailed architectural dimensions. Planning staff’s
recommendation includes the incorporation of the additional conditions stated in Exhibit Z.
The Planning Commission should choose between Options 1.a., 1.b., or 1.c. if a recommendation
of approval is the preferred course of action. If Option 1.c. is chosen, a specific list as to which
improvements are or are not required should be made.
If a denial recommendation is forthcoming under Option 2, the Planning Commission should
specify its Findings of Fact supporting the denial recommendation.

Carcone Addition Preliminary Plat and Planned Unit Development Amendment
1. The applicant enters into a Development Agreement specifying the current and approved
conditions relating to site plans, signage, and other details mentioned in the staff reports.
2. Conditions of the City Engineering staff are incorporated into the approval.
3. Previous approvals for Planned Unit Development, Conditional Use Permits, and other

Recommendation to approve PUD Amendment and Interim Use Permit to accommodate
temporary automobile display and storage consistent with the survey dated April 27, 2000 and
consistent with the following:
Interim Use Permit will be valid through September 30, 2005, at which time it will
terminate and all use of the property will be required to come into full compliance with
the zoning ordinance in effect at that time. The subject site is Lots 9 and 10, Block 3, Lot
1, Block1 and Outlots A and B of Plaza Partners Addition.
The storage area to the west (back) of the day care property may be surfaced with a
gravel or crushed concrete base. The extent of this area shall be no more than 200 feet
north of the existing paved storage lot on Lot 8, Block 3 of Plaza Partners Addition. The
applicant shall plant a row of 8 evergreen trees along the boundary with the rear lot line
of the day care building to screen this area from the neighboring use, and the gravel
surface shall extend to no closer than 10 feet from the lot of the day care center
property.
No parking storage, or display shall be allowed in any area of the subject site that is not
either paved or surfaced with gravel in accordance with the approved plans.
The applicant shall submit a lighting plan for City review and approval, prior to use of the
property for storage, display or parking.
Violation of the terms of the Interim Use Permit shall affect the original PUD approval,
but shall be cause for revocation of the Interim Use on the subject site.
The site shall be graded in conformance with City standards as determined by the City
Engineer.

Requesting: 36’ pylon sign incorporated into an approved PUD – not necessary – same
size replacement.
Proposed sign is higher and larger than the sign approved under the original PUD. Under the
PUD, the sign plan the pylon sign advertising used cars was allowed to remain. The sign that is
being proposed is to replace the used car pylon sign is larger and higher than the used car sign.
Unfortunately, we do not have a precise record of the actual dimensions of the used car sign.
The sign request calls for 38’ sign as measured from the road – 32’ allowed by code.
With regard to compliance with the PUD, the terms of the PUD have been met with one
exception. The electronic reader board was elevated above the permitted height to its current
level without City permit. Staff believes that the reader board height was increased because the
display lot lights interfered with the view of the sign.

BACKGROUND
The Planning Commission is asked to recommend appointment of two Commissioners to
the Selection and Steering Committee for the downtown planning project. Please note
that these two members would ideally serve on both the Selection Committee
(responsible for interview and appointment of candidate firms) and Steering Committee
(guiding the process).
The time commitment will likely be at least one meeting per month for approximately
one year, depending on final scope and timeline.
The RFP for Downtown planning was released on April 1st, 2010. The final RFP
document is attached. As noted on the agenda, the Planning Commission is asked to

7. Consideration of an update on the Monticello Zoning Ordinance Revision. (AS)
REFERENCE & BACKGROUND
The Commission is asked to hear and provide direction on the following events as related
to the Zoning Ordinance Revision.
April 16th: Chamber of Commerce Government Affairs Review
April 20th: Monticello Neighborhood Tour
This tour is to provide the Commission with additional background for
final comments as related to the Performance/Finishing Standards and
District chapters of the revision.
May 4th: Steering Committee meeting
Group will discuss and provide MFRA with final comments.
June 1st: Public Workshop
Public review of the draft code. Regularly scheduled Planning
Commission meeting.
June 14th: Joint Planning Commission/Council Workshop (Prior to Council mtg)
Planned Unit Development Workshop
Planning Commission and Council will review the draft document in
summary after public comments have been reviewed and incorporated.
Final recommendations for changes to be made. Segments requiring
additional work to be removed.
July 6th: Public Hearing 1
July 20th: Public Hearing 2 and Recommendation for Adoption

8. Community Development Director’s Update. (AS)
Bertram Chain of Lakes
On March 22nd, 2010, the City Council authorized two important items related to the
Bertram Chain of Lakes. For 2010, the Council authorized a $167,000 match for a Metro
Greenways grant award. We have received notice that in addition to the original funding
of approximately $249,000, the City and County are receiving an additional award of
$250,000 from Metro Greenways for a total of $599,000 to be used for acquisition no
later than June 30th, 2010.
For 2011-2012, the Council approved submittal of an application to the Legislative &
Citizens Commission on Minnesota’s Resources. In that application, the City and County
are requesting the balance of funds for total project completion/acquisition.
Mark your calendar for May 18th and June 12th. May 18th is the date for review and
comment on the concept master plan for the park. That event will occur at 7:00 at MCC.
June 12th is the Bertram Family Fund Day at the park. Similar to last year there will be
swimming, hiking, fishing and a free lunch!
Remember to visit www.friendsofbertramlakes.org. You can become a project supporter
as a Friend of Bertram Lakes.
Housing Report
The Community Development and Building Department are working on a summary that
will provide the Planning Commission and City Council with baseline information on the
City’s current housing inventory. This report is being completed in pieces as time allows
and is anticipated to receive its first review by the Planning Commission in May.
Development Notes
Staff continues to work with property owners and developers on major redevelopment
and revitalization concept plans in the downtown area. One of these proposals includes
the joint workshop to be held on Monday evening. Commission will be kept up-to-date
on each of these projects as they move forward.
Business Expansion Incentive Program
City staff met with task force members Clint Herbst and Susie Wojchouski regarding the
preliminary structure of a business expansion incentive program. The task force was
generally supportive of the program. They noted that although the amount of fees to be
considered for waiver are often less than 1% of total project costs, the idea behind the
program is provide another cooperative incentive tool, but this tool would be specific to
existing Monticello businesses. Council can expect to consider the program and a
potential first candidate in April.
