97,150squarefeetwiththecreationoffivenewjobsfollowingtheexpansion.
Tharesthenexplainedaboutasmallareastudythatwillbecompletedforthe
downtownarea;Blocks34and52,amongothers,willbeincludedinthestudy.
HenotedthatBlock34hasenvironmentalcontaminationissuesandisinthe
processofastudyandassessment.
Tharesalsomentionedresidentiallandsaleswereapprovedattwolocations:413
West4th Streetand1022WestRiverStreet.TheEDAalsoapprovedthesaleof

JimTharesprovidedanupdateonbehalfofthePlanningCommission.Thares
statedtwopublichearingswillbeheldincluding:theMonticelloHighSchool
CampusadditionsandarequestforamendmenttotheMonticelloZoning
Ordinancepertainingtonativelandscapes.
Aspecialmeetingwillalsobeheldpriortotheregularlyscheduledmeetingto
conductinterviewsforthePlanningCommission.

JeffO’NeillsummarizedtheCityCouncilmeetingsheldonAugust8th and
August22nd.
TheHwy.25Coalitionhasagreedtoallocate$150,000tostudyHighway10and
Interstate94forrivercrossingimprovements.Arequestforproposalwillbe
advertisedsoon.O’NeillalsostatedthattheCityofMonticello’sNorthwest
CorridorRiverCrossingwillbeonholduntilthebestpointofcrossingcanbe
determined.
O’NeillthenmentionedtheCityCouncilauthorizedafacilityneedsstudyforthe
MonticelloFireDepartment.
HealsoexplainedtheoverpassalongFallonAvenuenearSt.Henry’sCatholic
Churchismovingalong.
O’NeillencouragedIEDCmemberstovisittheBertramChainofLakes.Henoted
thatirrigationwasaconcern,butwiththeamountofrainthathasoccurred,the
areawiththenewgrassishealthyandofftoanicestart.
Lastly,hementionedthatIRETApartmentshavecompletedthefirstphaseof
constructionandarefillingupwithtenants.
d.ChamberofCommerceandIndustry
MarcyAndersonprovidedanupdatedonbehalfoftheMonticelloChamberof
CommerceandIndustry.Shenotedtheyarepreparingforthe2016Chamber
DowntownTrickorTreatEvent,whichisscheduledforOctober27th,2016.
AndersonthenstatedtheChamberLunchwillbeheldonSeptember20th and
participantswillbehearingfromWrightCountyLawEnforcement.Inthepast,
thiseventhashadhighattendance.
AndersonalsostatedHybridMartialArtsLLChasjoinedtheChamber.
5.ConsiderationofallowinglimitedoutsidestorageinOtterCreekBusinessPark
JimTharesprovidedbackgroundonallowingoutdoorstorageinOtterCreekBusiness
Park.Currently,theparkhasrestrictivecovenantsprohibitingoutdoorstorage.TheEDA
directedstafftoseekfeedbackfromtheIEDCregardingtheirsupport/concernsforthe
possibilityofallowinglimitedamountsofoutsidestorageinthecovenants.
TheconsiderationstemsfromarequestbyGroebner,Inc.toexplorethepossibilityof
buildinganewfacilityinOtterCreekBusinessPark,iftheycanobtainpermissionfor
limitedoutsidestorage.Theconcernisbalancingtheconceptofbeingmoreflexibleand
allowingoutsidestorageversustheoriginalvisionofaParkfeaturingcomplete
restrictionsagainstoutsidestorage.
DonRobertsexpressedsupportforflexingthecovenantsandfeltafewofthe
recommendationswereinneedofreviewforthedegreeofrestrictiveness.He
encouragedstafftoreviewsomeofthesestandards.

JacobThunanderupdatedtheIEDContheprogressofthe2016IndustryoftheYear.He
notedthatnominationsweredueonSeptember1st,2016.TheCityreceivednominations
forJME,VectorToolManufacturing,andWSI.TheIEDCsubcommitteeiscurrently
waitingtoreceivewrittensurveysfromeachofthebusinessesandwillbescheduling
toursfortheIEDCmemberstoparticipatein.
TheIndustryoftheYeareventisscheduledforOctober5th,2016at7a.m.inthe
MississippiRoomoftheMonticelloCommunityCenter.
SteveJohnsoncalledforaspecialmeetingtobescheduledonSeptember26th at7a.m.
Thismeetingwillbetovoteforthe2016IndustryoftheYearfinalist.

Program-FirstTimeHomebuyerLendingProgram(VerbalReport)
JimTharesdiscussedtheMinnesotaCitiesParticipationProgram(MCPP)asitrelatesto
WrightCounty.HenotedMCPPisbothaprogramandafundingsourceforfirst-time
homebuyers.TheMCPPisadministeredbytheMinnesotaHousingFinanceAgency.For
2016,WrightCountyreceivedanallocationof$2,262,463andhasexceededthisamount
by$1,681,977.TheoversubscribingbyWrightCounty(23loansasof7-31-2016)isnot
anissueasMHFAusesotheravailablefundstocontinuetomaketheloanstoborrowers
(theprogramhaschangedfromthepastyears,soineffectitdoesnotrunshortof
funding).Theirnichemarketislowandmoderateincomehouseholdswantingto
purchasetheirfirsthomes.Thefirstpointofcontactisthroughthelocalfinancial
institutionsinthecommunity.ThatcanbefoundontheMHFAwebsiteviaazipcode
searchorbycallingthelocalfinancialinstitutions.
MariLouMcCormicmentionedthatRiverWoodBankparticipatesintheprogramand
sheisinvolvedinteachingthefirst-timehome-buyerclassessponsoredbyWright
CountyCommunityAction(WCCA).Unfortunately,duetoalackofparticipation,
severalrecentsessionshavebeencancelled.ItwasaskediftheCityofMonticellocould
placetheinformationontheCitynewsletteroritswebsitetohelpmarkettheprogram.

CMJTS ’ OJT Program ?
Your business is reimbursed for the cost of training a new
employee —up to 50% of the new employee’s wage for the
length of the contract.
You do the training and the employee does the learning. Your
new hire learns skills unique to your business and industry.
CMJTS refers candidates to you who have been professionally
evaluated . You may also refer candidates to CMJTS for OJT
eligibility.

Incumbent Worker Training Program
Business -driven program designed to provide direct financial
assistance to train current employees and improve economic
competitiveness of regional businesses.
The program will provide reimbursements to eligible
businesses for specific training costs accrued during the
course of training.
The program is intended to offset a portion, via
reimbursement, of the businesses’ costs to training and
upgrade the skills of its incumbent workers.

The Registered Apprenticeship program offers access to
1,000 career areas, including these top occupations:

Youth Apprenticeship
Youth Apprenticeship takes career exploration to the next level
and allows high school students an opportunity to learn highly
technical skills from a trained worksite mentor and get paid .
Students spend a designated amount of time learning the skill
from the mentor and are then allowed to progress on their
own until they reach the industry standard for that skill.
It is the goal of youth apprenticeship to expose students to a
wide variety of workplace departments and maximize their
career exposure.
