A RESOLUTION OF THE MONTICELLO CITE' COUNCIL APPROVING A
PRELIMINARY AND FINAL PLAT CONSOLIDATING THE LOTS COMPRISING
TIME HI GH SCHOOL CAMPUS INTO A SINGLE DEVELOPMENT PARCEL:
LOT 1, BLOCK 1, MONTICELLO HIGH SCHOOL ADDITION
WHEREAS, the Monticello School District has submitted an application for approval of a.
Preliminary and Final Plat to consolidate the various lots of record into a single development
parcel on the subject property; and
WHEREAS, the property in question is guided for institutional uses under the "Places for
Community" category in the Monticello Comprehensive Plan; and
WHEREAS, the property in question is proposed to be zoned PUD, Planning Unit Development
District to accommodate the shared buildings and uses on the new platted parcel; and
WHEREAS, the proposed plat will accommodate flexibility from the otherwise applicable
regulations to allow a development project consistent with the requirements of the Monticello
Comprehensive Plan; and
WHEREAS, the proposed project will meet the goals and policies of the Monticello
Comprehensive Plan, as well as the Zoning Ordinance encouraging a combination of school uses
on the subject property; and
WHEREAS, the Planning Commission held a public hearing on June 7, 2016 on the application
and the applicant and members of the public were provided the opportunity to present
information to the Planning Commission; and
WHEREAS, the City Council has considered all of the comments and the staff report, which are
incorporated by reference into the resolution; and
WHEREAS, the City Council of the City of Monticello hereby makes the following Findings of
Fact in relation to the recommendation of approval:
1. The proposed project complies with the intent of the use of Planned Unit Development in
that the flexibility offered under PUD is utilized to further the objectives for the area.
within the City Comprehensive Plan.
2. With conditions, the proposed plat meets all applicable requirements of the City's Zoning
Ordinance.
3. Except as otherwise allowed per PUD flexibility, all applicable requirements
performance standards of the City's Zoning and Subdivision Ordinances will be satisfied.
4. The addition of building area to the high school and campus is consistent with the City's
development objectives.
5. The school project contributes to a reasonable expectation and density of land use on the
property.
6. The plat and PUD better accommodate the use of shared spaces and facilities.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Monticello,
Minnesota:
The Monticello City Council hereby approves the Monticello High School Addition Preliminary
and Final Plat as recommended by the Planning Commission, subject to compliance with related
codes and regulations for such use, and the following conditions:
1. Verification of compliance with Lighting ordinance requirements on high school site.
2. Substitution of tree planting requirement with perennial plantings as shown in the
approved landscaping plan.
3. Compliance with the terms of the City Engineer's letter dated June 1, 2016.
4. Approval and recording of the plat, and compliance with the requirements of Wright
County as related to the plat documents.
5. Approval and compliance with the terms of the PUD governing the uses and
development of site.
6. Execution of a Development Agreement at the time of the second phase of the PUD
relating to site plan and athletic field improvements.
7. Conditions recommended by other City staff or the Planning Commission.
