Financing —A Preliminary Look
WSB prepared initial cost analysis for full build -out
Divided into two tiers:
Base play: Includes fields, parking, storm -water management, ADA- required facilities, general seating,
electrical conduit, irrigation and wells
Amenity level: Includes concession buildings, lighting, playgrounds, scoreboards, more advanced wayfinding
and landscaping, trail connections (may include paving)
Estimated phased build -out based on current budgeting:
First phase: $3 million to be constructed in 2019 (uses 2017, 2018 and 2019 funding sources)
Can be pushed up in time if Council elects to levy additional funds beyond that identified
Playable 2020
Subsequent phases: $700,000 base /year
Can be carried over year -to -year to create larger project
Flexibility - City can choose to complete another phase of development, or may elect to go back to
completed base play phase(s) to upgrade selected amenities
