I. Call meeting to order.
The meeting was called to order by Chairman Larry Nolan.
2. Consideration of approving the minutes for the regular meeting September 16. 1999.
FRAN FAIR MADE A MOTION TO APPROVE THE MINUTES OF THE
SEPTEMBER 16,1999 PARKS COMMISSION MEETING. SECONDED BY NANCY
MCCAFFREY. Motion passed unanimously. (Rick Traver absent.)
3. Consideration of adding items to the agenda.
Discussion of park dedication fees were added to the agenda.
4.
Update on soccer fields discussions.
JefT O'Neill, Deputy City Administrator, reported that he had not heard from Byron
Olson, School Athletic Director, on the joint soccer field development between the school
and the city. Mr. Olson was working on a plan to add the soccer fields on the High
School property. Mr. O'Neill added there had also been discussion with Twin City Die, a
new industry next to the school property to assist with the construction of the soccer
fields with any excess material from their site. The layout of the existing softball fields
might need to be changed to allow two full size soccer fields to be added.
Gregg Engle, Park Superintendent, reported that in the past he had worked on projects
that involved partnerships and the maintenance is usually divided. Mr. Engle gave the
example that the City's Park Department would maintain and mow the fields. The school
would paint the activity lines. Depending on the timing of the project and the budget,
city crew could assist with the grading.
The Commissioners then discussed the meeting that was held with Mike Hammer,
representative for NSP, on the development of soccer fields on NSP property. It was
agreed that staff should pursue the development of fields at the school site; however,
they did request Mr. O'Neill send a letter to Mike I Jammer thanking him for his

assistance and informing him of the decision to construct the soccer fields on school
property.
5.
Discussion on Monticcllo Village Apartments park area.
Jeff O'NciIL Deputy City Administrator, reported that the Monticello Village Apartments
will have about 60 units. This could ultimately add many families with childrcn to this
area. There is not a park in the area and the huilding fees werc reccntly changed to
include park dedication fces for multi-unit dwellings. If thc Monticello Vi lIage
Apartments does go forward the Parks Commission will necd to discuss a possible site
for a park in this area. Mr. O'Neill added at this time there have been no final plans
submitted.
6.
Update on Klein Farms 6[h Park.
.Ieff O'Ncill, Dcputy City Administrator, rcportcd that the application for thc Klcin Farms
6lh Addition prcliminary plat is on the Novcmbcr Planning Commission Agenda. The
Parks Commission had agreed to the concept of the Klein farms park area being located
at the southeast sidc of the existing Pioneer Park at the .Iune 24, 1999 mecting. It had
becn discusscd at the previous park meeting that the land was wooded and would be
added as a passive area to thc existing park and also provide a buffer to thc housing
dcvelopmcnt. Mr. O'Neill rcquested a motion stating the rccommcndation of the Park
Commission regarding the concept for the park arca.
A MOTION WAS MADE BY EARL SMITH TO ACCEPT THE NORTHEAST 3.07
ACERS, PLUS CASlt FOR REMAINING DEDICATION REQUIREMENTS, FOR
KLEIN FARMS 6111 ADDITION. THE FOLLOWING WOULD BE REQUIRED:
1. THE PLANNING COMMISSION REQUIRE A 30' PA THWA Y
ACCESS BETWEEN LOTS 6 AND 7 BLOCK 3 TO Tl-IE PARK.
2. INCLUDE A PATHWA Y EXTENSION ALONG THE NORTHERN
UPA EASEMENT.
3. REQUES'f THE CITY ENGINEER TO REQUIRE A GRADING PLAN
THAT WILL PRESERVE AS MANY TREES AS POSSIBLE.

Meeting. with Youth Hockev Association. (5:00 p.m.).
Gregg Engle, Park Superintendent, reported that he had met with the IIockey Association
and there did not seem to be a reason for the Hockey Association to attend the Parks
meeting this year. Mr. Engle added that a new Hood truck had been purchased and this
would allow the Parks Dept. to do a more elTieient job in maintaining the ice and flooding
rinks. The Hockey Association did have a maintenance day at the Fourth Street Park and
help repair and paint the side boards. The Parks Department will have access to the
Ilockey Associations equipment that is stored in the Fourth Street Warming I louse.
Mr. Engle also would be Hooding a rink at the High School and Cardinal Hills Park.
8. Update on the 8ridl2:e Park sanitary sewer and lift station bids.
The Commissioners were informed that the City Council had approved the Bridge Park
sanitary sewer and lift station bids. Construction would begin in approximately two
weeks. The head-in parking was not a part of the project due to the late start in the
season. This item will be on the agenda for the November Parks meeting.
9.
Update on Adopt~A-Park.
A. Bridge Park - Commissioner fair reported that the fall clean up for Bridge Park
had been done and there would be a hill for electric pruners.
B. Budget - Gregg Engle, Park Superintendent, and Wanda Kraemer, Administrative
Assistant, reported on a contribution of $1700 from the Monticello Rotary
towards a gazeho for the Otter Creck Park. Because this was an item in the fivc
year plan staff agreed to the Rotary's request to purchase the gazebo this year. Ms.
Kraemcr added there were sufficient funds in the Adopt-A~Park budget that were
added to the Rotory's offer and Mr. Engle ordered the gazcbo. The
Commissioners commented that the park was an asset to the area and the Rotary
involvement in the park had been very positive.
C. Certificates - Wanda Kramer, Administrative Assistant, reported that certificates
and thank you letters had been mailed to the organizations that had completed
their project in the Adopt~A-Park program.
10. Update on maintenance items. -
Gregg Engle, Park Superintendent, reported that the fall maintenance work had been
going good. The Parks Department had worked many additional hours at the Community
Center on the landscape project that had not been planned for. This had caused a slight

delay in the original schedule but with the weather holding Mr. Engle thought they would
be able to complete the rail work before the weather turns cold. The Parks Department
did still plan on completing the shelter at freeway Fields and the playground at Pioneer
Park yet this faiL Mr. Engel informed the commissioners that the Lions were still
involved with Pioneer Park. The Lions did request that the shelter at Pioneer Park
include a concession area and restroom. With the purchase of the Hood truck the crews
will be pre-Hooding the skating rinks to saturate the soil so the ground freezes and makes
a better base for the rinks.
II.

The Commissioners made a request to discuss the park dedication fees at the next
meeting.

Pursuant to Minnesota Statutes 462.358, Subdivision 2, the City Council of
Monticello shall require all developers requesting platting or replatting of land in
the city of Monticello to contribute ten percent (10%) of the final plat gross area
to be dedicated for use as either parks, playgrounds, public open space, or linear
park and trail systems or to contribute an equivalent amount of cash based on the
conditions outlined below. The form of contribution (cash or land, or any
combination thereof) and the specific area in case of land contribution shall be
decided by the City Council based upon need and conformance with approved
City plans.
The cash payment in lieu of land shall be a fixed amount established by the City
v Council based on the prevailing average cost per residential unit to acquire land
and develop parks and trails in accordance with City plans. This provision is to
also apply to residential development on unplatted property and to multi-family

A portion ofthe parks and trails cash dedication paid by subject residential areas
is intended to assist in funding collector pathways connecting such residential
areas to points of destination outside of the subject residential area according to
the City's Parks and Trails Plan. Pathways and sidewalks internal to subject
residential development areas are a portion of the basic street improvement.
I A park and trail surcharge of $lQ.O shall be paid at issuance of a building permit
/ for single family homes constructed on lots of record in existence as of
z.. September, 1999.
(C) Park dedication credit should not include a power line easement, wetland or
ponding area necessary for the drainage plan of the particular subdivision.
(D)
Land dedicated for park. purposes should be transferred to the City of Monticello
by warranty deed.

CASH CONTRIBUTION: All monies collected from cash contributions shall be placed
in a special fund from which only those public uses as listed in (1) above may be
constructed or improved or land for those same uses may be acquired.
DELA YED DEDICATION PAYMENT: Upon petition by the developer, the Council
may approve a delay in the actual dedication of the cash required in lieu of land until such
time as development occurs on the property being platted provided that a proper legal
agreement is executed guaranteeing such dedication. Delayed dedication payment shall
include eight percent (8%) interest per year.
PURCHASE OR CONDEMNATION OF LANDS: Where a proposed park, playground
or other recreational area, proposed school site, or other public ground that has been
indicated in the official map and/or master plan is located in whole or in part within a
proposed subdivision, such proposed public site shall be designated as such and should be
dedicated to the City, School District, or other proper governmental unit. If the
subdivider chooses not to dedicate an area in excess of the land required under this
section hereof for such proposed public site, the Council shall be required to act to
approve or disapprove the plat of the subdivision for a period of ninety (90) days after the
subdivider meets all the provisions of the subdivision title in order to permit the Council,
School Board, or other appropriate governmental unit to consider the proposed plat and to
take the necessary steps to acquire, through purchase or condemnation, all or part of the
public site proposed under the official map or master plan.
LOCATION AND CONFIGURATION OF DEDICATION: In such cases where the
developer is required to dedicate land area, the City Council of the City of Monticello
shall have the right to determine the geographic location and configuration of said
dedication.
