totheEDAduringafutureregularscheduledmeeting.Thepurposeofthestudywillbe
toidentifymarketdemandforvarioustypesofhousingthroughoutMonticello.Thares
notedtheremaybepossiblefundingsourcestohelppayforthestudyandWSBmaybe
abletoassistwiththeproject.
SteveJohnsonnotedthatthecurrenthousingstudywaslastcompletedinthe1990’sand
sincethentwoorthreepotentialprojectcontractorshavebeenlookingforanupdatedset
ofhousingplansbeforedeveloping.

JimTharesnotedtheEDAisseekingproposalsforaSmallAreaStudyforthe

downtown.SubmissionsaredueonNovember3 ,2016,withreviewandselectionof

finalistsbytheEDAonNovember9 .Tharesnotedthebudgetforthisplanupdate
wouldbeamaximumof$50,000.

TheIEDCaskedforclarificationontheobjectiveoftheplan.Tharesstatedthecurrent
EmbracingDowntownisoutdatedandneedstobeupdatedtoreflectthecurrentvisionof
CityStaff,CityBoards,andcitizens.SteveJohnsonalsoaddedthatmanyoftheelements
oftheexistingEmbracingDowntownPlanhavebeenincludedintheCityofMonticello’s
ComprehensivePlan.Healsomentionedthatthecontractorwouldhelptobring
developerstomarkettesttheupdatedplanforeffectiveness.
DickVanAllenaskedifthestudywouldbringopportunitiesforsmallbusinessesto
locatedowntown.Tharesstatedthatthestudywasprimarilybeingcompletedfromaland
useperspective.SteveJohnsonmentionedtheplanwouldidentifythehighestandbest
useofthelandinthedowntown.

JimTharesprovidedtheEconomicDevelopmentReporttotheIEDC.Hementioned
thefollowingprojectsandupdates:
AspenDentalhasreceivedtheirCertificateofOccupancyandisnowopenfor
business.
CampingWorldhaspurchasedthepreviousQualityRVlotandhasbegun
renovatingtheinterioroftheofficespace,whichwillbeusedforsale,retail,
andserviceoperations.TheyexpecttoopenDecember,2016andhire50
employeeswithinthefirstyearofbeingopen.
DahlheimerBeveragehasstartedtheir100,000squarefootexpansionand
havethewallstructuresinplace.
MillsFleetFarmhasbegunpouringthefootingsforthestore.Theywillbe

havingagroundbreakingceremonyonNovember9 ,2016at9:00a.m.
IRET–MonticelloCrossingshasreceivedatemporaryCertificateof
Occupancyfortheireastwingofthecomplex.Theyalsoareexpectedto
completeconstructionofthewestwinginDecember.
MonticelloPublicSchoolDistricthasreceivedtheirgradingpermitandwill
soonbereceivingtheirconstructionpermittostartbuildingthe
soccer/track/lacrossefield,footballstadium,andplaza.

SherburneStateBankishavingapreconstructionmeetingonNovember2 ,
2016withCityStaffandwillbereceivingtheirbuildingpermitssoonafter.
Washburnisworkingonremodelingtheirofficespace.
Walmartwillberenovatingtheirbuildingslightlytoincludeeducationalareas
tolearnaboutretail.Itwillbetheregionaltrainingcenterandcostaround
$400,000.
NailSalonisnowopen.
Domino’shasbeencompletingrenovationstotheexteriorandinterioroftheir
building.
