MONTICELLO COMMUNITY CENTER (MCC) ADVISORY BOARD MEETING
Tuesday, April 15, 2014
4:30 p.m. West Prairie Conference Room

1. Meeting called to order.
Chair Sandra Theros called the meeting to order at 4:34 p.m.
2. Consideration of adding items to the agenda.
A. Bertram Update: Sandra Theros noted that there is a lot of work to be done in order
to get the closing to go through in June for the next land acquisition. The beach will
be owned with that purchase. There are discussions going on about whether or not
the beach is able to be open or not this year. There are safety issues and many other
factors that may inhibit opening the beach this summer. Clint Herbst noted that
people are excited to get out there to use the beach. Suggested doing a quiet opening
of the beach.
3. Consideration of approving minutes of the March 18, 2014 regular meeting.

4. Update Items.
A. Usage update through March 2014:
The complete usage summary worksheet through March 2014 was included in the
agenda packet to the Advisory Board.
Kitty Baltos reported that the usage is slightly down this month; however, overall the
usage is up from the same time last year.
Kitty noted that she will be advertising with Groupon within two weeks. The coupon
will be for a family of 4 to use the waterpark at a discounted rate of $14. The hope is
that they come, they really like it and they come back and bring their family and
friends. It's a great advertising tool and does not cost the MCC anything. Kitty

explained that they commit to 1,000 tickets in the agreement. Discussed giving the
patrons a flyer when they come in with the Groupon pass so they are aware of all of
the amenities available at the MCC.
B. Financial update I" Quarter 2014:
The March 2014 financial statements were distributed and reviewed. Kitty noted
that they have not seen any benefits to date from last year's improvement project.
Kitty said she is going to contact Xcel Energy to discuss this with them as they paid
rebates because everything was updated to high efficiency and LED lighting but so
far no savings in energy bills have been seen.
The replacement of the gym floor should be covered by the National Guard. It is in
their agreement that they cover 10% of all capital improvements. They did not
commit to the improvements last year so Kitty noted that the Finance Director is
approaching them to cover the full cost of the gym floor replacement.
C. Manager's Update March 2014:
The complete Manager's Monthly Update was included in the agenda packet to the
Advisory Board.
Sandra Theros inquired about the status of the stairwell carpet replacement. Kitty
Baltos said that Brian Weldon is in the process of obtaining quotes for replacement
with carpet or replacement with rubber. Will determine what material to use on the
stairs after the quotes are received and reviewed.
D. Suggestion Box Items:
A complete list of suggestion box items was included in the agenda packet to the
Advisory Board.
Kitty Baltos reviewed the suggestions. A couple suggestions requested additional
childcare workers on staff. Kitty explained that she always has two childcare
employees on staff, however, she received a complaint because someone didn't show
up for their shift and the childcare area was left with one worker only. The worker
did not call for help or backup even though she was directed to do so if needed. The
childcare area was extremely busy that day and a parent contacted Kitty to complain
about it. Jennifer Bethke suggested putting in a "nanny" camera so that staff at the
front desk can see what's going on in the childcare area to avoid these types of issues
in the future.
5. Discussion on Security Camera upgrade for MCC.
Kitty Baltos noted that the problems started with the thefts this year and then there were
some juvenile incidents. The cameras are ten years old and the images captured are
rather grainy and not very clear. Upgraded high definition cameras are needed for overall

safety and security. Kitty obtained pricing from the IT person; he recommended (10)
cameras for replacement at an approximate cost of $11,000. The cameras for
replacement suggested are 3 at the gym, 2 at the front desk, 2 at the locker room hallway
and one at each door. There are currently a total of 16 cameras in the MCC. She is going
to obtain additional quotes. The larger cost is for the server being able to record the
camera data. There is an option to use FiberNet servers and then have the ability to
record what is needed at a particular time. Kitty said the funds have not been budgeted
for this year so she is going to look into a more phased approach to upgrading the
cameras.
6. Discussion on direction for 2015 Capital Improvement Projects.
Kitty Baltos noted the needs for improvement in the MCC that could be included in the
Capital Improvement Budget. Improvement ideas include:
• Adding a sauna: Kitty noted that Brian Weldon said that it would work well in
the alcove area by the custodial closet.
• Add on to indoor play area.
• Replace meeting room partitions in the Bridge Room and the Mississippi Room:
Kitty said the current partitions are falling apart and they are not sound proofed so
they've been limited on booking one room and not the other to allow for privacy.
• Replace or enhance current play structure in the pool. Kitty said they would like
to put a new toy in the pool but there really isn't any room so maybe would take
out the old structure and replace.
• New roof over the gym and/or meeting rooms.
• Improve cooling capabilities in new fitness center: Kitty said this is a high
priority issue to improve the cooling in the fitness center because it's too hot and
there isn't enough air flow. Sandra noted that when the area was all enclosed
during construction it was cooler up there. Kitty will look into extending the
walls or putting up a temporary fix and see if it makes a difference.
• Permanent home for Friendship Island: Kitty said that people are asking for
Friendship Island to be year round. Kitty said it would be before and after school.
Will look into options available with existing City owned buildings.
• Restructure water slide; plan to reglaze in 2015, at a cost of around $35,000;
buying new may be too cost prohibitive.
• Sandra Theros mentioned a splash park: Clint Herbst said the YMCA is planning
to implement a splash park at Bertram and there would be a cost to residents to
use it after camp hours. Jennifer Bethke said it should be considered to speak
with the YMCA about offering a "free day" to MCC members like once /month or
once /week.

Clint suggested that Kitty contact the Lions Club about donating an amount per
year to help pay for a splash pad here at the MCC.
Kitty asked the Advisory Council to consider prioritizing the improvement items. Kitty
said that she will try and get some tentative numbers and get a jump on things for
budgeting which will start in June.
