MONTICELLO TRASNPORTATION ADVISORY COMMITTEE
Special Meeting, Thursday, February 12, 2015 — 7:30 a.m.
Academy Room, Monticello Community Center
Members Present: Luke Dahlheimer, Brad Fyle, Lloyd Hilgart, Don Roberts, Bill Tapper
Members Absent: Rich Harris, Brian St-=pf
Other Attendees: Jeff O'Neill, City Administrator; Angela Schumann, Community

1. Call to Order.
The meeting was called to order at 7:30 a.m.
2. Approval of minutes.
A. January 8, 2015 Regular Meeting:
BILL TAPPER MOVED TO APPROVE THE MINUTES OF THE REGULAR TAC
MEETING ON JANUARY S, 2015. MOTION SECONDED BY LUKE
DAHLHEIMER. MOTION CARRIED UNANIMOUSLY, 5 -0.
B. January 22, 2015 Special Meeting:
LUKE DAHLHEIMER MOVED TO APPROVE THE MINUTES OF THE SPECIAL
TAC MEETING ON JANUARY 22, 2015. MOTION SECONDED BY LLOYD
HILGART. MOTION CARRIED, 4 -0; ABSTAINED, BILL TAPPER.
3. Consideration of adding items to the agenda.
It should be noted that Mayor Stumpf was absent from the meeting as he was attending
the Transportation Day at the State Capitol.
4. Fallon Avenue Overpass.
Jeff O'Neill noted that at the last TAC Meeting the design options for the Fallon Avenue
Overpass were reviewed and it was determined that at this meeting the TAC would look
at the criteria for evaluating and rating the different design options. A design option will
not be selected today but rather to identify the main. criteria we are looking for when a
design option is recommended to the City Council.

A. Evaluation Criteria: Chuck Rickart distributed the proposed evaluation criteria and
reviewed with the group. Modifications and additions will be incorporated into an
updated listing.
B. Alternative Discussion: Prior to the next meeting staff will meet to rate each
alternative using the updated criteria.
5. Other project updates
A. TH 25 at CSAH 75: Chuck Rickart noted that the project is on schedule.
B. Third Interchange. The consensus of the TAC is to move forward on identifying
fixture interchanges despite the proposed solar project at the old Silver Springs Golf
Course site on CSAH 39 West.
C. TH 25 Corridor Coalition: At the next meeting the plan is to identify the mission
statement for the coalition, set strategic goals and identify funding programs
supporting ongoing operations of the coalition.
6. Approve next meeting date and time.
Due to a scheduling conflict at city hall, the next Regular TAC Meeting is being
rescheduled from March 12 to March 5, 2015 at 7:30 a.m. in the Academy Room at
Monticello City Hall.
