MONTICELLO POLICE ADVISORY COMMISSION
Wednesday, October 15, 2014 — 7:00 p.m.

1. Call to Order
Chair Brad Fyle called the meeting to order at 7:06 p.m. and declared a quorum present.
2. Consideration of approving minutes of July 16, 2014 PAC Meeting
BRAD FYLE MOVED TO APPROVE THE MINUTES OF THE JULY 16, 2014
REGULAR POLICE ADVISORY COMMISSION MEETING. MOTION SECONDED
BY JIM ROBERTS. MOTION CARRIED UNANIMOUSLY, 3 -0.
3. Consideration of adding items to the agenda
A. Speed limit signage on 7th Street West (between Target & Perkins).
B. 2015 Budget.
4. Wright County Sheriffs Office Updates /Q &A Session.
Sgt. Anderson distributed a graph indicating calls for service by hour January thru
September 2014, and total calls for service in 2013; showing the peak hours for calls.
Anderson said the Sheriff's Office would like to see the 4 hours /day (that was eliminated
last year) added back into the contract to help cover those peak times as they are not able
to provide as much service to the citizens as they should be providing.
Tom Perrault said that he was looking for more detail as to particular days of the week
when there are more calls. Anderson said that is very hard to determine as the calls vary
from day to day; however, the peak times daily are from 2 -6 p.m. Anderson said the
disadvantage seems to be that they're not able to stay ahead of the calls or to have the
time to do the follow -ups and give the citizen complaints the time they deserve. The
department would like to continue to build a rapport with the citizens in Monticello. If
the additional hours are approved by the City Council, they could be implemented as
soon as January 1, 2015.

Wayne Oberg noted that Part I & II crimes are down overall since 2009. Anderson said
that while that may be true, the overall amount of calls have increased, traffic calls have
increased and crashes have increased and will continue to increase if there is not time to
do speed enforcements.
Oberg suggested looking at other alternatives to increasing the hours such as splitting the
additional 4 hours /day with Clearwater or possibly splitting days of the week with
Clearwater for the additional coverage to offset the cost of the increase. Anderson said
that he believes the Sheriff's Office will only look at billing four hour blocks so that
should be discussed with Cpt. Anselment and he encouraged anyone with questions or
concerns to contact Cpt. Anselment. Anderson also noted that by splitting hours,
ultimately one city would be shorted due to drive time, calls, and /or break times. Jim
Roberts said that in his opinion there would be too much drive time between the two
cities and he doesn't want to pay for drive time but rather for actual police services.
Roberts said the bottom line is the population continues to grow in Monticello, the
businesses continue to grow and more people continue to drive through town and it
doesn't make sense to have services cut and for the City of Monticello to move backward
in terms of public safety. He said that he moved out to Monticello and part of that was
due to the reputation with the Sheriff's Office and the crime rate and he would hate for
Monticello to become known as a place where criminals can get away with illegal
activities easily. Roberts said that he doesn't want to be a victim of a crime just to save a
few bucks; and he will make himself available to anyone on the Council to explain why
he is pushing for reinstating the hours of service with the Sheriff's Office.
Oberg inquired as to when the 3rd Quarter Report would be available and Anderson said
that it may not be available before the meeting to set the budget in December. Oberg said
that he will try to rush that as it would be good to have that information prior to that
meeting. Oberg said the next open forum preliminary budget meeting is the 4th Monday
in November. That is the meeting before the adoption of the final budget and that is the
meeting when he will have the final budget numbers put together. Oberg said he will
make a recommendation to the council after he has had various conversations with
council members and then it is up to them to decide. Oberg noted that it more than likely
will be an uphill battle at this time to add those hours back in.
6. Discussion of added items.
A. Speed limit sign age on 7th Street West (between Target & Perkins): Brad Fyle said
that a resident brought to his attention that there are different speed limit signs on
both sides of 7th Street and whether or not it should be signed as 35MPH on both
sides of the road. Fyle asked Wayne Oberg to have the Public Works Department to
check into this.
B. 2015 Budget: Wayne Oberg said the budget will be adopted the second Monday in
December.

JANUARY 21, 2015, AT MONTICELLO CITY HALL AT 7 P.M. MOTION
SECONDED BY TOM PERRAULT. MOTION CARRIED UNANIMOUSLY, 3 -0.
8. Adjournment.
