MONTICELLO POLICE ADVISORY COMMISSION
Wednesday, January 15, 2014 — 7:00 p.m.

1. Call to Order
Chair Brad Fyle called the meeting to order at 7:00 p.m. and declared a quorum present.
2. Consideration of approving minutes of October 9, 2013 PAC Meeting
Tom Perrault noted that the minutes from October 9th should reflect that the four -hour
cut in police hours should be for the period from 6pm -1Opm (not 6pm -6am).

CORRECTION NOTED ABOVE. MOTION SECONDED BY BRAD FYLE.
MOTION CARRIED UNANIMOUSLY 2 -0; ABSTAINED TOM PERRAULT.
3. Consideration of adding items to the agenda
None.
4. Wright County Sheriffs Office Updates /Q &A Session
Lt. Todd Sandin said that the year -end sheriff's office report will be completed in
February. The report will be forwarded to the PAC when it is received.
Lt. Sandin shared a listing of deputies working in Monticello and provided background
information on the deputies including total years of service and total years working
specifically in Monticello. There is one deputy working the day shift who is new to
Monticello and two deputies working the night shift who are new to Monticello;
however, all have several years of service with the Wright County Sheriff's Office.
Lt. Sandin that the Wright County Sheriff's Office is fully staffed now for the first time
in quite a few years. He noted that Wright County has joined with NEOGOV to accept

online employment applications. With the new online application process the county is
now receiving more than double the number of applications typically received for current
job openings.
Lt. Sandin stated that the Sheriff wanted to inform the PAC that there will be an open
house (with jail tours) at the new Wright County Law Enforcement Center ( WCLEC) on
Friday, June 6, 2014, from 10am -2pm. The WCLEC is located at 3800 Braddock
Avenue NE in Buffalo.
Lt. Sandin stated that a City staff member and representatives from the Wright County
Sheriff's Office met with the owner and the bar manager at Chatter's. The discussion
went well and the calls from Chatter's have gone down. Lt. Sandin noted that while there
are still a few DUI's from there, they are fewer in number and the alcohol level of the
drivers is lower. Lt. Sandin said that the law states that it is illegal to serve an obviously
intoxicated person; however, it is one of those laws that is difficult to enforce. The
liability of the bar seems to be the key factor in getting the bartenders to adhere to this.
Lt. Sandin noted that recently there have been issues with theft at the Monticello
Community Center. MCC patrons that leave their belongings unlocked have been
targeted and the majority of items being stolen are wallets, cell phones, i -pods, etc. The
Sheriff's Office is working with the MCC for positioning of the security cameras and
educating the patrons on locking their belongings. Lockers are available to rent at the
MCC for only a quarter and if lockers are used, this would deter much of the crime.
Wayne Oberg noted that he has seen signs placed at the MCC about securing your items.
Lt. Sandin said that they are in the process of identifying the thieves.
Brad Fyle noted that he would like to have the Sheriff's Office encourage the officer on
duty in Monticello to introduce him or herself at future Police Advisory Council
meetings.
5. Video camera update /safety grants
Jason Roubinek said he is in the process of researching available grants through the
Department of Homeland Security. He has not found specific grants available yet. He
said that when grants are available, he will need assistance with writing the grant
applications. Lt. Sandin said they get grand funding for "Safe & Sober" and those funds
get dispersed throughout the county but he is not aware of grants available specifically
for equipment through the county. Tom Perrault said he went for training in grant writing
over 15 years ago. Tom said there is training in the cities for grant writing for a minimal
fee. Lt. Sandin said that he will check at the county level for resources with grant
writing. Wayne Oberg noted that it will be important to check the specific stipulations of
the grants; for instance, if there is match funding, the grant application may need to go
through the City Council for approval prior to grant submittal as they may or may not
want to match the funds depending upon the match percentage. Further research on grant
funding will be done and brought to the next PAC meeting for discussion.

THE MONTICELLO COMMUNITY CENTER. MOTION SECONDED BY TOM
PERRAULT. MOTION CARRIED UNANIMOUSLY 3 -0.
8. Adjournment
