1. Call to Order
Chair Brad Fyle called the meeting to order at 7:02 p.m. and declared a quorum present.
2. Consideration of approving minutes of April 16, 2014 PAC Meeting
Correction to Item 7. Wright County Sheriff's Office Updates /Q &A Session. In the first
paragraph delete "enforces" and change to "investigation ".

REGULAR POLICE ADVISORY COMMISSION MEETING WITH THE
CORRECTION AS NOTED. MOTION SECONDED BY JIM ROBERTS. MOTION
CARRIED UNANIMOUSLY 4 -0.
3. Consideration of adding items to the agenda
A. Wright County Sheriff Contract Hours.
4. Introduction of new PAC Member, Elizabeth Cooper.
Brad Fyle said that Elizabeth Cooper has been appointed to the PAC by the City Council.
Elizabeth was unable to attend tonight's meeting.
5. Wright County Sheriffs Office Updates /Q &A Session.
Lt. Sandin said that things have gotten very busy lately and traffic enforcement with the
deputies in town has dropped significantly other than when the traffic division is in town
doing saturations. There is a grant through the state for Towards Zero Death (TZD) for
seatbelts, texting, etc. The traffic violations and speeding tickets have come from the
traffic division doing the saturations. The traffic division is a separate unit coming into
town and this unit is outside of the contracted deputies in Monticello. The deputies
assigned to Monticello are busy taking calls and do not have time for traffic control.

Lt. Sandin said there has been a band of thieves in town stealing and hitting homes and
then they're turning things over quickly but nothing on Craigslist so they are having
trouble tracking them.
Jim Roberts noted that the calls for service are up in the first quarter compared to last
year and he would like the City Council to see that the increased contract hours are
necessary. Lt. Sandin said that their work product is suffering as they don't have enough
time to perform as they had in the past because there are a stack of other calls waiting.
Wayne Oberg explained that the preliminary levy is set in September with the final
approved in December so if the additional contract hours (4 hours) are to be added in, a
recommendation by the PAC will be necessary. Wayne explained that he will present a
status quo budget, which is where things are at now, and his recommendation is 2.1%,
then there will be a laundry list of items, including the law enforcement hour increase,
and the Council can pick and choose which items they want to fund in the budget with
the tax levy. If the council wants to add the hours they will have to drop something off or
raise the tax levy an additional I% to cover the hours.
JIM ROBERTS MOVED TO RESTORE THE WRIGHT COUNTY SHERIFF'S
OFFICE CONTRACT TO THE ORIGINAL CONTRACT HOURS APPROVED IN
THE 2013 CONTRACT WITH THE CITY BASED ON THE INCREASED CALL
LOAD IN THE 1sT QUARTER OF 2014. MOTION SECONDED BY JASON
ROUBINEK. MOTION CARRIED UNANIMOUSLY, 4 -0.
6. Discussion of added items.
None.
7. Approval of next regular meeting date (October 15, 2014).

ON OCTOBER 15, 2014, AT MONTICELLO CITY HALL AT 7 P.M. MOTION
SECONDED BY JIM ROBERTS. MOTION CARRIED UNANIMOUSLY 4 -0.
8. Adiournment.
