1. Call to Order
The meeting was called to order at 6 :35 p.m.
2. Consideration of approving minutes of JuIV 18 2012 PAC Meetin

6. Consideration of adding items to the agenda
A. No Parking Signs — School Blvd & Fallon Ave:
• Requesting the Public Works Department to consider installing "No Parking"
signs to be placed at the SW corner of School Boulevard and Fallon Avenue.
B. Snowmobilers on private property:
• The Sheriff s Office will continue to look into this issue
C. Red light/stop sign violations:
• Chuck Fradella said that he would like to see better stoplight (red light)
enforcement.
7. Wright County Sheriff's Office U dates) &A Session
Lt. Sandin provided the Wright County Sheriff's Office updates. There is a snowmobile
complaint in the development south of the old Gould Brother's Chevrolet dealership that
they are looking into. There is a dog complaint on a house that has too many dogs and
they are working with the property owner on the issue. Lt. Sandin said the county
attorney wants to look in on Chatter's as many of the people leaving there are getting
DUI's and with the fights going on, they are pulling the reports to see if the alcohol levels
are too high and determine if their bartenders are over - serving. This past weekend there
was a fight at the Zoo and they didn't call the Sheriffs Office but they did receive a call
from the Hospital for the minor injuries from the fight.
Chuck Fradella commented that he has seen more squad cars monitoring traffic in town
during the day.
Brad Fyle said that with summer coming he would recommend close monitoring of the
noise ordinance with the cars driving around with the excessively loud radios /subs. This
is an issue that annoys everyone they drive by.
Lt. Sandin said Sheriff's Office is considering moving one car to cover the later bar rush
and the car vandals that happen later. The deputy is off at 10 p.m. now and they are
looking at moving the coverage to 2 a.m. to curb those issues.
Lt. Sandin said there was an attempt at Cornerstone Chevrolet a month ago to steal tires.
There have been two groups that have been arrested for tire theft from dealerships but
they haven't been able to recover any tires yet. They have been sitting in the businesses
where they have access to continue to monitor these issues. Other issues have come up
with copper theft from the old Dodge dealership, as well as the copper being stripped
from the Silver Springs Golf Course.

8. Video Camera Update (Jason R.)
Jason Roubinek said he would like the PAC to make a motion to recommend the City
Council to vote on getting bids for security cameras in the parks. There has been a lot of
vandalism in the parks and there should be a tool like that for law enforcement. There
were razor blades found in slides at some of the City parks and Jason said this poses a
safety issue for the children playing. Jason said it is his recommendation to have the City
purchase two (2) fixed cameras and one (1) portable camera. The two fixed cameras
should be placed at West Bridge Park with all the vandalism down there and the portable
camera placement can be determined by the SherrifPs Office and the Parks Department.
Jason said that FiberNet is willing to supply the lines to go to the camera and bring them
back to their Head End Building so they can store 90 days' worth of coverage (at least 60
days' worth of coverage is needed). Brad Fyle said that he likes the concept but would
like to see more information including the camera types and dollar figures before making
a recommendation to the City Council. Wayne Oberg said the city just replaced the
"swan" camera in the park on Mississippi Drive so he will look into the cost of that
camera. Wayne said that he will bring some numbers back to the next meeting. Wayne
indicated that this is a perfect time to bring this up as it is not currently budgeted for in
the 2013 budget and staff will be working on the 2014 budget. Chuck Fradella asked
about calling a special meeting once the information and dollar amounts are put together.
Brad Fyle proposed to have Wayne send out the information in an email and then the
PAC can make their recommendation from there.
9. Approval of next regular meeting date (July 17, 2013)
The next PAC meeting is scheduled for July 17, 2013 at 7:00 p.m. in the Academy Room
at the Monticello Community Center.
10. Adjournment
