Police Advisory Commission Minutes 07-07-2013MINUTES MONTICELLO POLICE ADVISORY COMMISSION Wednesday, July 17, 2013 — 7:00 p.m. Academy Room, Monticello Community Center Members Present: Brad Fyle, Jason Roubinek, Jim Roberts Members Absent: Brian Stumpf, Chuck Fradella Ex- Officio Representatives: Lt. Todd Sandin, Wright County Sheriff's Office Wayne Oberg, City Liaison, Finance Director 1. Call to Order The meeting was called to order at 7:00 p.m. 2. Consideration of approving minutes of the April 17, 2013 PAC Meeting JIM ROBERTS MOVED TO APPROVE THE MINUTES OF THE APRIL 17, 2013 REGULAR POLICE ADVISORY COMMISSION MEETING. MOTION SECONDED BY JASON ROUBINEK. MOTION CARRIED UNANIMOUSLY 3 -0. 3. Consideration of adding items to the agenda None. 4. Wright County Sheriffs Office Updates /O &A Session Lt. Sandin provided Sheriff's Office Updates as follows: • Riverfest: The event went over really well and there was only one arrest for disorderly conduct at the Firemen's Dance. • Parks: Summer has been good in the parks with very few problems. • Moving Cars to Later Hours: There was not an influx of juvenile calls so there was no need to move the cars to later hours as it was not warranted. The thefts in vehicles did not peak like they did last year. • Curfew: Four plain clothed officers hit curfew hard when school first got out for the month of June. There were few complaints or call -ins. • Bars: Chatters continues to be the hot spot with the Station picking up a little bit. They are trying to control their own people and doing what they can. It's not overbearing for the Sheriff's Office, just known that these two places will be monitored on the weekends. PAC —July 17, 2013 Page 1 of 3 • Traffic: Traffic tickets are up and calls are down from last year. The one major complaint is the loud exhaust from motorcycles accelerating at traffic lights. This is being monitored and will be addressed at the next City Council Meeting. • Faceb000k: The Sheriff's Office has started a Facebook page. There is a push for the public to contact the Sheriff's Office directly rather than the mayor /council members. This is another avenue for the public to comment, input, make complaints, etc. • Public Nuisances: The city has an ordinance that covers public nuisance (loud parties) where landlords will be given a notice after a property they own has had three sheriff's office calls. In the past it has been hard for the city to follow up on this as the deputies may not know if the property they've been called to is a rental. The Sheriff's Office is now working together with the city and has been provided a list of rentals in Monticello. Currently there are a few addresses have had multiple calls and are being watched. The city will be sending out the notices as soon as the property is in violation. This is a civil fine which may eventually turn into an eviction. 5. Video camera pricing. Wayne Oberg spoke to Mark Pultuskar of FiberNet about pricing and setup for video surveillance cameras in the parks. The cost of the cameras are approximately $2,000 /each. The data storage is a cost of $3,000 and the FiberNet connection is $30 /month. These costs do not include the installation of the cameras. Two cameras can be tied into one connection so both Bridge Parks could have coverage for $30 /month. Wayne said they are going through the budget process now and he may be able to put in the funds for this but he is unclear where the City Council stands on this issue. Another option is to improve the lighting and there are funds being placed in the CIP for 2014 to improve the lighting along the pathway. PAC members agreed that after the initial purchase and installation, the cost of $30 /month is offset by the good that it can do for the city in helping alleviate vandalism, theft, and security if a child were to go missing. Wayne will ask Mark to get more concrete numbers and check into this further. Lt. Sandin indicated that there may be various grants available for the purchase of the cameras as well as for the additional pathway lighting. Wright County has some public safety grants and the city's speed trailer was purchased with grant money from Wright County. There may also be federal grants available with the presence of homeland security due to the power plant here in Monticello. Wayne said that he will do some research on the grants and find out what funds may be available. 6. Discussion of Added Items. Scared Straight Program: This is an informational program for parents to bring their children in for tours of the jail to show them that this is a behavioral consequence. Lt.
