Adjourn MINUTES BERTRAM CHAIN OF LAKES REGIONAL PARK ADVISORY COUNCIL Friday, November 2, 2012 8:00 a.m. Bridge Room, Monticello Community Center Advisory Council Members Present: Pat Sawatzke, Jim Hayes, Jim Lindberg, Rose Thelen, Sandra Theros, Wes Olson, Larry Nolan, Clint Herbst, Glen Posusta, Martyn Dibben Advisory Council Members Absent: Pete Stupar, Tom Jahnke, Lyle Trunnel Staff Present: Angela Schumann, Marc Mattice, Stacy Marquardt, Jeff O'Neill, Kitty Baltos Others Present: Graham Sones; GGA Group, Kelsey Beaumaster; Intern City of Monticello 1) Call to order Martyn Dibben called the meeting to order at 8:00 a.m. 2) Consideration of approving the October 5, 2012 Meeting Minutes GLEN POSUTSA MOVED TO APPROVE THE OCTOBER 5, 2012 MEETING MINUTES. MOTION SECONDED BYLARRY NOLAMMOTION CARRIED UNANIMOUSLY. 3) Consideration of adding to and approving agenda CLINT HERBST MOVED TO APPROVE THE NOVEMBER 2, 2012 AGENDA. MOTION SECONDED BYWES OLSON. MOTION CARRIED UNANIMOUSLY. 4) Park Use Committee recommendation for cost sharing with YMCA Marc Mattice said the Park Use Committee met with representatives from the YMCA on October 25, 2012. Marc said the discussion centered on the scope, infrastructure, roads, parking, wells, sewer, utilities, drainage and grading, as well as buildings. The trailhead and bath house were the main two buildings that were seen as possible shared use and shared cost buildings. The other items would be the responsibility of the YMCA. Some things we need to work on together are the infrastructure related activities such as roads, parking, utilities, etc., how that's going to service them as well as us. Some site amenities were discussed such as fishing piers. The recommendation by the Park Use Committee was to have staff from the YMCA and staff from the BCOL Advisory Council bring back a plan for shared use on how these facilities will be developed and operated, what uses would be at each, what entity would have those types of usage, a funding breakdown of what the costs would be for infrastructure improvements, buildings, and associated costs, review of electrical service, phone data needs, roads, etc. Pat Sawatzke said there is a difference of ideas between the YMCA and the County on how things will be funded and the cost sharing. Marc said he thinks this board should take formal action on Bertram Regional Park Advisory Council: Nov 2, 2012 the recommendation from the park use committee which was to have staff work with the YMCA on developing a plan on how this is all going to be operated, what uses there will be, looking at the infrastructure, buildings, and bring back to Parks Use and then to this group for recommendation. Wes Olson volunteered to assist with consulting on electrical service needs and cost analysis. An issue that was discussed is the YMCA indicating that they want to include a series of zip lines throughout the park, outside of their 10 to 12 acres. This is a further down the road issue but it was indicated that they will need to keep that within their boundaries. PAT SAWATZKE MOVED TO HAVE BCOL ADVISORY COUNCIL STAFF WORK WITH THE YMCA ON A PROPOSAL AND BRING BACK TO THE PARK USE COMMITTEE AND THEN BACK TO THE BCOL ADVISORY COUNCIL AS A RECOMMENDATION. MOTION SECONDED BY SANDRA THEROS. MOTION CARRIED UNANIMOUSLY. 5) Athletic Field and WSA Update Jeff O'Neill said the MYSA is having their vote tomorrow, so we'll know whether they approve to pursue this site for their main office and headquarters for their organization. The meeting will be at the Minneapolis Convention Center and Jeff said that he will be in attendance. Wes Olson asked Jeff to provide the BCOL members with an email indicating the results of the vote. Angela Schumann said that they have to wait for the county board to take action on the match before they can move any further on Parcel 1. She said they will be applying for the same grant for parcel 2 and the balance of parcel 8 and then if successful, they'll start talking about the RFQ or RFP for planning for the athletic complex at that point. 6) Friends Update Angela Schumann sent out an email this week to the entire Friends group. She said there's a core group that's been at every event doing all of the volunteer work and they're kind of tapped out at this point. They are trying to re- group, with sending an email out to the entire Friends network, which is quite large, and develop a core leadership circle to reinvigorate the organization, and figure out how to expand their volunteer base. There are a series of scheduled events that members of that core group have already signed up to help captain and they are working with the MCC on those events. Angela said they're going to try to shoot for December to bring that full group together and create an application process with people who want to be involved in the core leadership circle and commit to meet monthly. Currently, there are over 100 people registered in the Friends email database, with the core team consisting of about 10 individuals. 2 Bertram Regional Park Advisory Council: Nov 2, 2012 7) Program Planning Kitty Baltos said there are no new updates at this point. They have been discussing ideas but no real planning at this point. They will work together with the Friends as they re- group. 8) Winter Usage and Maintenance (trails, grooming, plowing lake access) Marc Mattice asked the advisory council what type of usage they want to see at the park this winter. He said that he would like to groom cross country ski trails and plow the parking lot to the gazebo and down to the lake access. They will not plow into the lakeshore but people will be able to walk to the lake, bring in their fish houses, etc. Kitty Baltos said that one of their planned events this winter is for a moonlight ski so having the trails groomed would be beneficial. The snow shoe trails will not be groomed but would be separate and signed as such because they don't want them on the ski trails. Wes Olson inquired about the existing green pole shed that's there and what the long range vision is for that building. Marc Mattice said that the building is not listed in the master plan one way or another. He said they occasionally store equipment in there from time to time but not on a regular basis. Wes wanted to know if the advisory council would be open to Monticello Lions adopting that building, cleaning it up, doing repairs, signing it as the Monticello Lions Shelter so that they could have their monthly meetings out there in the summertime. Then the shelter would then be available for other groups to use as well. Marc said this past summer they had five groups out there that used that building, so it would be worth pursuing. Wes said that he will bring it up to the Lions at their next meeting to see if they're interested. Discussion regarding the shared usage on the north side with lake access in 2014, in regard to the Monticello Chamber event, the annual Frostbite Challenge. For 2013 the event is being held on Pelican Lake in Monticello Township. With the DNR restoration project to lower the lake levels at Pelican and return it to its natural wetland in the Spring of 2013, the Chamber would like to move the annual Frostbite Challenge to Bertram Lake for 2014. Marc Mattice said they should have notice back on the grants the first part of January so they will know more after that in regard to the beach access. Some concerns were brought up about hunting in the park as gun shots have been heard out there. Marc Mattice indicated that it is illegal to hunt in the parkland but that it is difficult to control and they may need to look at stepping up patrol out there due to deer hunting. Clint Herbst said that a sign should be posted warning park users to wear orange if they're out there hiking during hunting season. Angela Schumann asked about working with the YMCA to post "No Hunting" signs out there. Marc said they will look into putting a notice in the newspaper, and they will post "Park Ordinance in Effect" signs out there.
