1) Call to order
Martyn Dibben called the meeting to order at 8:00 a.m.
2) Consideration of approving the August 3, 2012 Meeting Minutes

3) Consideration of adding to and approving agenda
SANDRA MOVED TO APPROVE THE SEPTEMBER 7, 2012 AGENDA. MOTION
SECONDED BY GLEN POSUSTA. MOTION CARRIED UNANIMOUSLY.
Martyn Dibben said that Kitty Baltos asked Don Abresch to speak to the BCOL
Advisory Council about a possible future event. Item 5 on the agenda will be moved
up before item 4.
5) Program and Events (Broadway Cycle Triathlon, and others)
Kitty Baltos introduced Don Abresch, the owner of Broadway Cycle in Monticello. Kitty said
that they have been talking about a triathlon for some time now and last week Don approached
Kitty about the idea. It would involve a % mile swim utilizing the space that is not currently
owned by the city /county so would need to be granted access by the YMCA, about a 7 1/2 mile
mountain bike course, and a 5K run (about 3.5 miles). The proposed date would be some time
next August. Don said that at this time this is just in the idea stage and nothing has been planned
or implemented. He said they want to present the idea to see if there's interest and then to get
approval to start planning. He said they want to have a strong community involvement in the
event with a local hometown feel. They would start this as a small event with 125 — 200

participants and could put a cap of 200 participants for the first year. Don said that the event
would start at the beach with the swim, next would be the bike course and then finally the
running course. Martyn Dibben asked if the bike trail would be outside of the park and Don said
that the course is in the park on the existing trails that their club has been maintaining. Kitty said
they thought about leaving the park for the bike course but that the transition would be too
difficult to maintain. Don said there are approximately 15 miles of trails within the park that
their cycling club has marked. He said they have a relationship with the YMCA and that they
have been riding in the park and helping out for years. He said he's not asking permission to
host the race just permission to get started and if the BCOL Advisory Council thinks there's
merit then they will proceed and update regularly. He said he doesn't want to make contacts if
it's not a possibility. Martyn said that he doesn't see a problem with the race as long as it doesn't
break the ordinance within the park. Pat Sawatzke inquired as to whether Broadway Cycle was
promoting this event for profit or if they would be sponsoring it. The reasoning is that the
ordinance references what is allowed and who the user group is. Don said that if they get the go
ahead the plan is to set this up as a non -profit and there will be sponsors for the event with
booths at the event. He said that Broadway Cycle will participate as a sponsor. Marc Mattice
noted that as a club they already maintain the mountain bike trails out there. Marc would like to
see them formally adopt the bike trails for maintenance. If size is an issue, Kitty said that as long
as the event covers the costs they could put a cap on the number of entrants. Don said that
typically you start the races small and then build from there for future events.
GLEN POSUSTA MOVED TO APPROVE MOVING FORWARD WITH
INVESTIGATING THE POSSIBILITY OF THE FIRST ANNUAL TRIATHLON AT
BERTRAM CHAIN OF LAKES REGIONAL PARK NEXT AUGUST. MOTION
SECONDED BY ROSE THELEN. MOTION CARRIED UNANIMOUSLY.
Don said that he will start the basic flow chart and work with Kitty to provide updates as needed
or requested.
Martyn asked Kitty if there were other programs or events she wanted to add. Kitty said that yes
they are looking at other community events such as a non - competitive trail run, a pumpkin roll
and other programs to get people out on the trails running and utilizing the park. Kitty said that
there have been three kayak events and out of those three, only one was successful. She said in
speaking with Dan at Clearwater Outfitters that it is clear that they need to add more
paddleboards as right now they only have five paddleboards and those are becoming very
popular (they are the boards you stand on and paddle similar to a surf board). With the lakes
being protected, they are relatively calm and the paddleboards work really well. She said the
Monticello Community Center will continue to look into these types of simple yet fun events to
promote the park and encourage people to get out and utilize the park, bringing more interest to
the park.
4) Gene Emmanuel, resignation, and new appointment
Martyn Dibben informed the council that Gene Emmanuel sent in an official resignation as he
wishes to move onto other things at this point. Martyn said that Gene was thanked for his time
and service and offered the opportunity to come back at any point. The Monticello Parks
Commission needs to reappoint a member to fill Gene's vacancy. Tom Pawelk said at the next
Parks Commission meeting he will put it on the agenda and see if someone will step up to

volunteer to fill the BCOL Advisory Council vacancy.
Marc Mattice interjected stating there was a gentleman present who would like to
address the council. Martyn Dibben opened the floor for public comment. Ray
Stumpf introduced himself to the BCOL Advisory Council. He said that he loves
Bertram Lake and has been out fishing four or five times. He wished to thank
everybody for getting the landing open on Bertram Lake. He said it's beautiful out
there and deer everywhere and he would like to see it stay just the way it is. He said
it's very peaceful with no motors to distract the wildlife. Rose Thelen informed Ray
about the Friends of Bertram Committee and will talk to him following the meeting to
get him the information about joining the committee. Martyn thanked Ray for coming
to the meeting.
6) YMCA Day Camp — 2012 attendance numbers
Marc Mattice said that the YMCA provided the County with attendance numbers for this season
as compared to last season. They've been trying to increase the number of Wright County
residents participating in the camps. There were a total of 968 campers for the season and out of
that, 13.8% were Wright County residents coming from all over Wright County. In 2010 there
were 10% from Wright County so there is an increase. For the specialty camps, 19 Wright
County residents participated in the horse camp with a total of 213 participants; and 4 kids from
Wright County participated in the mini bike camp as well as the water sports camp.
Discussion on the YMCA future construction. It was noted that the YMCA is supposed to
come to the BCOL Advisory Council prior to any building. Further, the City needs to work
closely with the YMCA in planning the utilities, including electrical. It was agreed that now is a
good time for the YMCA to meet with the council and go over their plans.
7) Phase 4 acquisition and other funding update
Marc Mattice stated that the Wright County Surveyor's Office has started the survey this
week. They will be divvying up the purchase agreement the MOU and the shared use
lease agreement to be implemented in the next acquisition. The updates will be made and
then brought to the negotiations team by the end of the month for the Phase 4 acquisition.
The Phase 5 acquisition is the ballfield acquisition for 2013. Angela Schumann said the
Monticello City Council approved the local match for Parcel 1 in the athletic complex
area. The next step is to gain county approval on the local match. Then they'll have to do
an appraisal and a review appraisal for the federal grant dollars. This is the NW corner of
the property. The deadline is December 31, 2014 to acquire that parcel. Parcel 2 and a
portion of parcel 8 will be the next request. That application is due March 2013. Marc is
applying for the balance of Parcel 8, the top part of Parcel 7 and the balance of Parcel 5.
The second application is kind of a placeholder for Parcels 4 and 3. Those applications
are due at the end of September. Marc said that next Tuesday there will be a public
hearing at the county for those grants prior to submittal.
Pat Sawatzke said that he is part of the funding committee and they are trying to establish
a fund for the disbursement of the Legacy Funds. The county was getting 14% and having

to share that with the metro. Last year Pat said the county got 20% and was able to keep
the full amount. He said the funding committee has met for the past five months and has
now been able to secure 20.15% for the county. Pat said the breakdown is 40/40/20 with
half taken off of that. The DNR 40% portion is almost all distributed outstate as the
majority of the state parks are exclusively in greater Minnesota with only two state parks
in the seven county metro area. Considering that, Pat said it's almost like the county is
getting 60% when adding the DNR portion to the county's portion. Pat said this Legacy
Funding will be presented to the governor and the legislature and it's hopeful that there
will be a unanimous consensus of the group. Once approved at the state level, that is a 5
year consensus agreement.
8) Friends Update
Angela Schumann said that the Friends of Bertram Committee are meeting after this
meeting. Angela said they lost momentum over the summer but their goal is to reconfirm
and recapture the purpose of the group. Kitty Baltos will also be getting involved with the
committee with the various Community Center programs as indicated earlier.
9) Work Plan Progress, view areas of interest
Marc Mattice took the council on a walking tour of the park.
10) Next Meeting scheduled for Friday, October 5, 2012
Next meeting will be held on Friday, October 5, 2012 at 8 a.m. at Monticello City Hall.
