BCOL Advisory Council Minutes 10-05-2012MINUTES B]ERTRAM CHAIN OF LAKES REGIONAL PARK ADVISORY COUNCIL IFriday,Octolber 5, 2012 8:00 a.m. Bertram Chain of Lakes Regional Park South Side, New Parking Lot Advisory Council Members Present: Wes Olson, Pete Stupar, Glen Posusta, Marlyn Dibben, Tom Jahnke, Lyle Trunnel, Pat Sawatzke, Jim Hayes, Larry Nolan, Jim Lindberg Advisory Council Members Absent: Clint Herbst, Sandra Theros, Rose Thelen Staff Present: Marc Mattice, Kitty Baltos, Kelsey Beaumaster, Jeff O'Neill Others Present: Mark Olson, Brian Kirk (YMCA), Kathy Marker (YMCA), Graham Sones (SGA Group) 1) Call to order Martyn Dibben called the meeting to order at 8:00 a.m. 2) Consideration of approving the September 7, 2012 Meeting Minutes WES OLSON MOVED TO APPROVE THE SEPTEMBER 7, 2012MEETING.MOTION SECONDED BY PETE STUPAR.MOTION CARRIED UNANIMOUSLY. 3) Consideration of adding to and approving agenda WES OLSON MOVED TO APPROVE THE OCTOBER 5, 2012 AGENDA. MOTION SECONDED BY JIM LINDBERG MOTION CARRIED UNANIMOUSLY. 4) Appointment of Larry Nolan to Advisory Board Larry Nolan is the Monticello Parks Commission appointee to replace Gene Emmanuel. Larry introduced himself as a member of the community for nearly 40 years. He said he is an active user of the parks in Monticello. He's been actively supporting the Bertram Chain of Lakes Park since the idea came forward and he is happy to serve on the board. PAT SAWATZKE MOVED TO APPROVE THE APPOINTMENT OF LARRY NOLAN TO THE BCOL ADVISORY ACOUNCIL. MOTION SECONDED BY JIM LINDBERG. MOTION CARRIED UNANIMOUSLY. 5) Advisory Board/Friends Group Event Kitty Baltos explained that the Friends wanted to become more involved with the programming at for park related activities. They have met and discussed possible ideas. At the Farmers Bernath Regional Park Advisory Council: Oct 5, 2012 Market a Friends representative will be present to hand out informational brochures. Some of the Friends members signed up to participate in different events and they will continue to work on them as they move into next year. Kitty said that Sandra Theros came up with the idea about getting the Friends together with the BCOL Advisory Council. They sent out invitations for a barbeque at the park on October 13'b at 3 o'clock. They will meet at the south side of the park with the Friends providing hot dogs/brats and everyone bringing a dish to share. This will be a chance for the two groups to meet and they will play yard games, walk the trails and see the facility. 6) Athletic Complex Planning Kitty Baltos said that Angela Schumann had shared an informational handout on the athletic complex planning with the group. Kitty said that staff is planning to meet on 10 /11 to begin outlining the scope and timeline for this planning effort. One of the primary points of discussion will be to begin the community outreach and how to best direct those efforts. They will be meeting with Monticello River Eagles (the soccer club) on 10/18 to discuss the project and understand their role in supporting the complex plan and development. 7) Programs and Events Covered by Kitty Baltos in Item 5, Advisory Board/Friends Group Event. 8) Transparency and Web Site Discussion Marc Mattice said that the County Board held a public hearing last month. Public comments included, public not thinking the project was transparent in the actions being taken at the BCOL Regional Park project. Marc asked the BCOL Advisory Council for their input on what should be posted on the websites. The three websites highlighting the BCOL are the City of Monticello, Wright County and the Friends of Bertram. The consensus is for the Friends to maintain their website and link back to the City and the County. The City should be the main page for all BCOL Advisory Council information such as agendas, minutes, grants, project costs, etc., as well as providing links to the County site and the Friends site. The County website will highlight the park, its amenities and a map, and include links to the City site and the Friends site. The links should be clearly marked so when they are clicked, the visitor knows where they are going and also include the ability to clearly navigate back. 9) Fee Schedule Discussion Marc Mattice said that park user fees were brought up during the County Board meeting last month. Currently there are no costs for users of the park. The only exception to that is when there are group camp -outs at the park (such as the girl scouts/boy scouts) where the group is asked to do a community service project at the park for a couple of hours. BCOL Park is typically run the same way as other regional parks and there are no annual 2 Bertram Regional Park Advisory Council: Oct 5, 2012 user fees or parking fees. Marc asked for advice on whether or not fees should be charged for park use at BCOL or fees for particular activities. The consensus agreed that the park should not be run any differently than the other Wright County Parks. As the BCOL Park development moves forward it should be under the same guidelines as the other Wright County Park fees, once the park is fully functional. Those fees may include camping fees, dump station fees, shelter reservation fees, etc. Marc said that at full development the county contribution for general operation & maintenance at BCOL would be $130,000 and that could be off -set with camping fees in five years. The current fee for camping in Wright County parks is $22 /night to camp (with $5 going into an improvement fund for that specific park). 10) Friends Update KittyBaltos said the Friends are working with the Community Center for different programming ideas. The Friends are going to be at the Halloween Kiddy Parade on 10/27 from 10 — noon (this typically draws 400 -600 kids). The Friends have allocated $1,000 of a $2,000 anonymous donation towards an information kiosk at the south entrance of the BCOL Park. Additionally, $500 of that donation will be put towards informational brochures and trail maps for the kiosk. Marc Mattice said they will be building that kiosk over the winter and will include a bench there as well. The Friends will be meeting after today's BCOL Advisory Council meeting. 11) YMCA Update "New Manitou" Brian Kirk presented the most current comprehensive camp plan for the YMCA. Brian said that this is the same material that the Township, County and the OAA (Orderly Annexation) reviewed for the conditional use permit application. Brian said they want to make sure they're on track with what the long term goals are for the park. Main points of discussion included: - YMCA Buildings • Marc Mattice would prefer low maintenance buildings • Pat Sawatzke said he would prefer comparable buildings to Anoka County • New Buildings will have a 20 -30 year life expectancy • With the 99 year lease agreement the YMCA will have the commitment to ensure the quality and construction of the buildings are maintained • Planning metal lap siding, with cohesive color consistent with Wright County park buildings 3 Bertram Regional Park Advisory Council: Oct 5, 2012 - Parking Lot • Future parking area allowing for 5 -6 buses coming in and 50 -60 parents dropping off children • North of parking area will be the RV dump station Shared Use Buildings o Building #1 — Trailhead Building — later development ■ Reception area ■ Offices ■ Storm shelter ■ County use in fall/winter • Warming house • Weekend cross country ski rental • Weekend Snow shoe rental • Cost of building to be split: Pat Sawatzke said that the county expectation is that for shared use buildings the county would cover the cost of winterizing the building, insulation, furnace, etc. but not covering %2 the cost of the building YMCA Investment o $750,000 - $1,700,000 ■ $750,000 would get their baseline camp for 300 kids ■ Additional investments to create a premier camp including: • Zero depth splash pad feature for 4 — 8 year olds • Zip line feature strung between towers • Archery range • Arts & crafts building • Swimming beach • Fishing Pier • Nature pavilion/open air shelters Sewer System • Flush Toilets vs. Biffy's • Holding tanks vs. septic system • Expandable sewer system vs. build to size - Security 0 8 Kayaks were stolen this year o Beef up locks and/or install cameras - Utilities - Legacy funding dictates buried utilities rather than overhead M Bertram Regional Park Advisory Council: Oct 5, 2012 - Cost Sharing o What means are in place to identify the cost sharing between the park system and the YMCA • County Park Use Committee /County Negotiations Board • YMCA is utilizing the same consultant as the County for their plans TOM JANKE MOVED THAT THE PARK USE COMMITTEE MEET AND REPORT BACK AT THE NEXT BCOL MEETING TO IDENTIFY THE COST SHARING FOR THE PROPOSED DEVELOPMENT BY THE YMCA, REVIEW OF THIS DEVELOPMENT AND RECOMMENDATION. MOTION SECONDED BY WES OLSON. MOTION CARRIED UNANIMOUSLY. The YMCA currently operates and manages what they own and Wright County manages and operates what they own and the facilities they have within. As it progresses and more land is acquired there will be areas that are set aside for the YMCA and other areas open the public. The Park Use Committee will meet at the Community Center at 8 a.m. 10/25/12. Brian Kirk from the YMCA will be in attendance to present their plans for review and recommendation by the committee. 12) Other None. 13) Next Meeting scheduled for Friday, November 2, 2012 The next meeting is scheduled for Friday, November 2, 2012, at 8 a.m. in the Bridge Room at the Monticello Community Center. 14) Adjourn THE CHAIR ADJOURNED THE MEETING.
