MINUTES
BERTRAM CHAIN OF LAKES REGIONAL PARK ADVISORY COUNCIL
Friday, October 7,2016,8:00 a.m.

Members Present: Martyn Dibben, Jim Hayes, Tom Jahnke, Jim Lindberg, Larry Nolan, Scott

1. Call to Order.
Chair Martyn Dibben called the meeting to order at 8:05 a.m. and declared a quorum present.
2. Consideration of approving minutes from August 26, 2016 meeting.

3. Consideration of adding to and approving the agenda.
LARRY NOLANMOVED TO APPROVE THE AGENDA AS PRESENTED. MOTION
SECONDED BY SANDRA THEROS. MOTION CARRIED UNANIMOUSLY, 10 -0.
4. Proiect Updates.
Marc Mattice provided updates on the following projects:
a. Four Season Rental Chalet: Mattice said that Larson Building has started construction on
the new rental chalet and it is all framed up and the windows are in. The mechanical and
electrical rough -ins will start next week. All exterior work should be completed by the end
of October and then will start on the interior finishing work. The electrical lines will be
buried the week of the 17th. Mattice said the contractor is very detailed and he has been
very impressed with his ability.
b. Remaining Purchases - Status: Mattice said the final 40.89 acres will be brought to the
City Council for approval to close in 2016. The purchase agreements are complete and
will be sent to the County Board for approval in late October. The goal is to close by the
end of November.

North Access and Parking Area: Mattice said that the project is running about a week
behind scheduled due to the rain. The project should be complete by the end of October
including the final aggregate base and dormant seeding in the ditch areas.
d. Athletic Field Construction: The 20 -acre field was graded and seeded by the Monticello
Parks Department in August and the turf is growing in nicely. The field will be ready for
play in the spring of 2017. Monticello Parks Superintendent Tom Pawelk will be meeting
with the school district and the athletic associations to go over scheduling and field use for
next year.
5. Athletic Field Master Plan — Recommendation for acceptance.
The Master Plan for the Athletic Complex was distributed for review and discussion and Angela
Schumann said that this is the plan the BCOLAC has already seen previously and is the plan that
is moving forward at this time. The plan along with the feasibility report will be brought to the
City Council in November. Schumann noted that this is really just a formality as the council has
had a chance to look at the phasing and some of the cost estimates. The hold -up was the split of
the 27 acres and now that that's complete things can move forward. The phasing plan will begin
from north to south, starting on the 27 -acre city owned parcel first in response to a need heard from
the youth baseball to get those fields up and running. After the Parks Commission has reviewed
the feasibility and phasing plan, the formal motion will be brought to the BCOLAC in November.
6. Innovative Readiness Training Program Grant — Athletic Field Grading.
Marc Mattice explained that the City of Monticello submitted an application to the Department of
Defense which pairs military resources with local projects. The application is to join with the
National Guard for the grading of the athletic complex. If the application is approved the National
Guard will come out and grade everything in all the phases. Both the County and the YMCA
submitted letters supporting the application. Schumann explained that the Department of Defense
views this as an opportunity to join with communities for projects that they might do in an actual
military application, and this is their chance to prepare for that exercise here at home.
7. Bertram Chain of Lakes Activity Update:
a. Monticello High School Cross Country Invite: This was the first year the cross
country invite was held at Bertram. A total of 973 runners finished the race and there
were 1200 spectators in the park. The event went well and the schools commented back
that they really enjoyed the course and look forward to future events in the park.
b. Annual Phillip LaVallee Trail Run: The trail run used the same course as the cross
country run. There were around 200 runners and the event went very well.
Crow River District Boy Scout Fall Camporee: There were 187 boy scouts for the
weekend Friday and Saturday night two weeks ago. The event went well and they plan
to hold it as an annual event.

d. Home School Group: Today there is a Monticello home school group at the park that
reserved the YMCA space, including the ropes course, canoes and kayaks.
8. Friends of Bertram Update.
Jim Lindberg said the next Friends meeting is October 21St. Now that all the land is purchased,
Lindberg said that next spring they will focus on cleaning on the north side, the area along
County Road 39, and a little bit by the old farmstead.
9. Discussion of Added Items.

10. Schedule Next Meeting — November 4, 2016.
The next regular BCOLAC Meeting will be held on November 4, 2016, at Sam in the Bridge
Room at the Monticello Community Center.
