BCOL Advisory Council Minutes 06-05-2015MINUTES BERTRAM CHAIN OF LAVES REGIONAL PARK ADVISORY COUNCIL Friday, June 5,2015,8:00 a.m. North Entrance of Bertram Park 9842 Briarwood Avenue NE, Monticello Advisory Council Members Present: Mark Daleiden, Martyn Dibben, Jim Hayes, Kim Hewson- Garber, Tom Jahnke, Jim Lindberg, Larry Nolan, Wes Olson, Pat Sawatzke, Glen Posusta, Brian Sumpf, Sandra Theros Members Absent: Scott Peterson Staff Present: Kitty Baltos, Beth Green, Brad Harrington, Marc Mattice, Jeff O'Neill, Torn Pawelk, Angela Schumann, WC Parks Intern, Rachel 1. Call to Order. Martyn Dibben caned the meeting to order at 8:15 a.m. and declared a quorum present. 2. Consideration of approving minutes from May 1, 2015 meeting. MARK DALEIDEN MOVED TO APPROVE THE MINUTES FROM THE REGULAR MEETING ON MAY 1, 2015. MOTION SECONDED BY LARRY NOLAN. MOTION CARRIED UNANIMOUSLY, 12 -0. 3. Consideration of adding to and approving the agenda. None. 4. Tree Replacement/Restitution YMCA. Marc Mattice said that the YMCA's subcontractor trees by paying for the cost of the replacement Monticello Park Superintendent Tom PaweIk wiI replanting. The trees will be 4" in diameter. 5. Review Request for Special Use. has agreed to remediate for three damaged trees and planting the trees. Mattice and 1 select the trees and choose the site for Marc Mattice informed the Advisory Council that he has received a request to have a wedding at the park next summer as well as the wedding reception with camping and alcohol. The requestor has informed Mattice that she grew up in the area, attended camp at the park and the park holds a special place in her heart. If approved, the requestor would like to donate funds to complete a special project in the park. Mattice said that informed the requestor that the Wright County Park Ordinance does not allow for alcohol in the park system and there is no overnight camping at this time. If approved by the Advisory Council, the requestor would need to apply for a special event permit to be reviewed and approved by the Wright County Board. BCOL Regional Park Advisory Council Meeting Minutes: June 5, 2015 After extensive discussion, the Advisory Council was in consensus that the BCOL Regional Park is not yet set up for park rentals and overnight camping, and there is not a fee structure in place for park rentals. More research should be done to see what other park facilities are doing and what would be needed as far as staff, cleanup, etc. Furthermore, if this request were approved, it would set precedence for others wanting to have events with alcohol, etc. and it was agreed that this is not the mission of the park. KIM HEWSON- GARBER MOVED TO APPROVE THE WEDDING CEREMONY IN THE PARK ONLY PROVIDED THE REQUESTOR FOLLOWS THE WRIGHT COUNTY PARK ORDINANCE BUT TO NOT ALLOW THE RECEPTION, OVERNIGHT CAMPING, OR ALCOHOL WITHIN THE BERTRAM CHAIN OF LAKES REGIONAL PARK. MOTION SECONDED BY MARK DALEIDEN. MOTION CARRIED UNANIMOUSLY, 12 -0. b. Athletic Field RFP. Angela Schumann said that the City received four proposals and the Steering Committee has reviewed the proposals and narrowed it down to three eandidates for interviewing. The interviews will take place on Thursday, June 11th, and that will be an open meeting at the Monticello Community Center. After interviews the committee will be a recommendation to the Monticello City Council for approval. 7. Water Control Structure on First Lake. Marc Mattice explained that First Lake is the last lake of the chain of lakes. The structure at the lake which controls the water level is a spillway and the history of the structure includes it being removed in 1983 and then reinstalled. This structure has since washed out and the water level on First Lake is 2' below the OHWL (Ordinary High Water Level). Mattice said that the County and City do not yet own this property so are unable to make any corrections at this time. However, he has been in contact with the MN DNR Division of Waters and they have indicated that they will work with the County and City to make the appropriate repairs to the structure once the land is owned. 8. Friends of Bertram Update. Jim Lindberg said that the Friends of Bertram will attend the 20th Anniversary Walk & Roll Celebration in Monticello. The Friends booth will be in East Bridge Park. There will be a new brochure for distribution which lists the summer activities and programming in the park by the MCC. Lindberg also stated that the Friends have been assisting the Rotary, City and County with the natural theme playground at the park and will be in attendance at the grand opening of the playground on June 27th from 9am -llm. A ribbon cutting ceremony is planned at 9:30am that day, and snacks and refreshments will be served. 9. Discussion of added items. MARK DALEIDEN MOVED TO CANCEL THE JULY 3, 2015 REGULAR MEETING AND RESUME THE REGULAR MEETING SCHEDULE ON AUGUST 7, 2015 AT 8 A.M. IN THE BRIDGE ROOM AT THE MONTICELLO COMMUNITY CENTER.
