BCOL Advisory Council Minutes 03-06-2015MINUTES BERTRAM CHAIN OF LADS REGIONAL PARK ADVISORY COUNCIL Friday, March 6,8:00 a.m. Bridge Room, Monticello Community Center Advisory Council Members Present: Marlyn Dibben, Jim Hayes, Kim Hewson - Garber, Jim Lindberg, Larry Nolan, Wes Olson, Scott Peterson, Pat Sawatzke, Brian Sumpf, Sandra. Theros Members Absent: Mark Daleiden, Tom Jahnke, Glen Posusta Staff Present: Kitty Baltos, Beth Green, Marc Mattice, Jeff O'Neill, Tom Pawelk Others Present: Graham Sones, Tim Hennagir, Lyle Trunnel, Duane Gates (Monticello Rotary) 1. Call to Order. Martyn Dibben called the meeting to order at 8:01 a.m. and declared a quorum present. 2. Consideration of approving minutes from January 16, 2015 meeting. Brian Stumpf noted a couple typos to the minutes which will be corrected. SCOT PETERSON MOVED TO APPROVE THE MINUTES OF THE REGULAR BCOL ADVISORY COUNCIL MEETING ON JANUARY 16, 2015. MOTION SECONDED BY JIM HAYES. MOTION CARRIED UNANIMOUSLY, 10 -0. 3. Consideration of adding to and approvina the agenda. A. North Side. B. YMCA Publications. PAT SAWATZKE MOVED TO APPROVE THE AGENDA WITH THE ADDITIONAL ITEMS AS NOTED. MOTION SECONDED BY LARRY NOLAN. MOTION CARRIED UNANIMOUSLY, 10 -0. 4. 2015 Purchase Update Regardin2 Board of Adjustment Approval. Marc Mattice stated that Angela Schumann was attending the Board of Adjustment hearing this morning to get approval for the split of the 40 acres and the a.djusa ent of the 10.52 acres to allow for a 33' wide access to the YMCA property. Mattice explained that with the closing of Phases VII and VIII, the unacquired property owned by the YMCA would be landlocked, which is not in compliance with the Wright County Ordinance. Due to this, the County requested a 33' access be provided along the 10.62 acre portion (bringing that down to 9.61 acres) as an easement was not acceptable. Mattice noted that this adjustment does not affect the grant funding and the local match will just be reduced slightly. BCOL Regional Park Advisory Council Meeting Minutes: Mauch 6, 2015 5. 2016 Legacy Grant Recommendation to Secure Local Match Funds. Marc Mattice said the grant was approved for Phase IX in the amount of $1M and the local match funding request will be brought to the City Council and County Board for approval. The total acquisition is $1.4M + appraisal and closing costs. The local match will be $200,090 + appraisal and closing costs. WES OLSON MOVED APPROVE THE GRANT FUNDING AND TO RECOMMEND THE LOCAL MATCH TO THE CITY AND COUNTY BOARDS FOR THE PHASE IX ACQUISITION. MOTION SECONDED BY LARRY NOLAN. MOTION CARRIED UNANIMOUSLY, 10 -0. 6. Natural Pla round Monticello Rotary Update. Marc Mattice informed the Advisory Council that the Rotary's grant application has been approved for the Natural Playground implementation at Bertram with $5,000 base funding from the Monticello Rotary and another $7,000 uon3 the district grant. Donations for the playground have also been received in the amount of $1,000 from the Friends of Bertram, $5,050 from the LaVallee donations, $250 from the Women of Today, and additional funds will be raised at the Rotary Fish Fry. The county is purchasing the equipment to save the sales tax for the Rotary and the Rotary will reimburse the county for the costs. County staff will grade the area and City staff will pour the concrete edging around the playground. The intent is to start the second weekend in May and have it planned out from there and completed by June 29th. Duane Gates from the Monticello Rotary said that the Rotary is looking at implementing the playground in phases. The first phase will be implemented by the end of June this year which will include the structured play environment with the climbing wall, slide and swings along with other natural play elements such as rocks and stumps. Anything they are unable to purchase with the first phase, they will look into for a second phase. Mattice noted that he is working with an Eagle Scout on creating a couple of pods off of the playground such as a "build your own fort" areas with sticks and such, etc. 7. Joint Powers Agreement. Marc Mattice noted that the draft Joint Powers Agreement between Wright County and the City of Monticello was included in the agenda packet for review. Mattice said that the County Attorney would like to add in an Operating Memoranda that covers the roles of the maintenance at the park, and he noted that the County Risk Manager has a few concerns. O'Neill said the City Attorney and staff still needs to review the agreement. The agreement will be brought back to the next Advisory Council Meeting for review. S. 2015 Outdoor Recreation Grant Submittal. Tom Pawelk said that the Athletic Complex Steering Committee will meet at the end of the month and plan to have an RFP to the City Council in April. The first phase must be in place by July 2017 to meet the grant requirements. 2 BCOL Regional Park Advisory Council Meeting Minutes: March 6, 2015 Marc Mattice explained that with the Outdoor Rec Grant, the funding currently only allows for a maximum grant award of $100,000 and the local match is substantially higher than what the city and county boards are used to seeing. Mattice said the GMRPT is working on getting better funding for that grant program. 9. Recreation Trail Grant Prouram Submittal. Marc Mattice said he had to go directly to the County Board to get approval for the recreation trail grant submittal due to the timeline with the deadline being the end of February. Mattice explained that the grant was applied for with the goal of expediting the mountain bike trail construction within the existing property boundaries as right now the trail building is done with all MORC volunteers and it is all hand work. The County Board authorized the grant application and Mattice applied for'the $150,000 grant to cover 6 miles of trails. MORC and IMBA all support the project which will be evaluated by the MN Recreational Trail %Jsers Association. That grant money can be used for motorized/non- motorized trails or a combination of the two. Marc said there is a lot of competition out there i;r uus grant anti die funding is horn the Federal Highway Administration. If the grant is approved, a contractor will be hired for the main trail work and then MORC volunteers will come in and do the finish work. The grant awards will be announced in July. 10. Si2nase — On Site and Directional. Included in the agenda packet for review was a map indicating the areas for sign placement within the park as well as the proposed direction signs to the park. Marc Mattice said that if approved, the signs will be ordered and put in place. Pat Sawatzke asked about the YMCA contributing to a portion of the signage since the directional signs will be advertising their camp. Mattice said that he will review the ground lease and the cost shares and will invoice them accordingly. Tom Pawelk asked about adding signage on Hwy 25 and 90th Street, etc. Pawelk will mark up a map showing the proposed areas and send it to Mattice. SCOTT PETERSON MOVED TO APPROVE THE PARK DIRECTONAL SIGNAGE AND STREET SIGNAGE AS INDICATED. MOTION SECONDED BY JIM HAYES. MOTION CARRIED UNANIMOUSLY, 10 -0. 11. Friends of Bertram Update. Jim Lindberg said the Snow Sculpture Event went well. There were four blocks carved and all four teams received prizes. The next Friends Event being planned is the Annual Spring Cleanup which is scheduled for Saturday, May 2, 2015 from gam -Noon. The Friends are also planning a summer celebration at the park with the opening of the natural playground. The Friends will assist with building the natural playground. BCOL Regional Park Advisory Comicil Meeting Minutes: March 6, 2015 12. Discussion of added items. A. North Side: Marc Mattice said that it will be necessary to block off the north side entrance road to the beach with barricades where the road grading began last fall as it will be too soft this spring and the road will rut up. The barricades will be removed after the freeze /thaw cycle is complete, most likely later in April. A YMCA Publications: Sandra Theros received a brochure from the YMCA advertising their summer camps but Theros noted that the information on Camp Manitou does not reference the Bertram Chain of Lakes Regional Parks. Theros noted that she recalled that being part of the agreement with the YMCA in all of their advertising. Discussed the conflict of having the next meeting on Good Friday due to area schools being on spring break and members possibly being out of town.
