FiberNet Advisory Board Minutes 10-12-2010MINUTES FIBERNET MONTICELLO ADVISORY BOARD MEETING Tuesday, October 12, 2010 — 6 p.m. Present: Clint Herbst, Glen Posusta, Wayne Mayer, Jon Morphew, Jeff O'Neill (non- voting), Don Patten (non- voting) Guests: Dennis Sullivan, Lynne Dahl - Fleming, Scott Zettervall, Sandy Suchy 1. Call to Order The meeting was called to order at 6 p.m. by Chair Clint Herbst at the FiberNet Business Offices. 2. Additions to Agenda Sponsorships for NAIFC (national ice fishing) qualifier tournament Sandy Suchy, Chamber Director explained that she is soliciting sponsorships for NAIFC qualifier tournament to be held in January 2011. $12,000 is needed to bring this event in to town each year, with a possible 3 year commitment for a total of 5 days in town each year (commitment can be cancelled if not successful). Glen Posusta felt this would be a good way to get the FiberNet name out in the public. Jeff O'Neill noted that he had also passed this information on to other city departments (MCC, Liquor Store). Wayne Mayer asked about the ways that FiberNet would be recognized as a sponsor to local residents. Sandy listed a number of media exposures and noted that the NAIFC provides a press package and would work directly with the Chamber on this event. Sandy offered FiberNet first chance at being the exclusive local telecommunications sponsor. GLEN POSUSTA MOVED FOR FIBERNET MONTICELLO TO SERVE AS A GOLD SPONSOR AT $1000. JON MORPHEW SECONDED THE MOTION. MOTION CARRIED 4 -0. 3. Approval of Meeting Minutes GLEN POSUSTA MOVED TO APPROVE THE MINUTES FROM SEPTEMBER 7, 2010 AS CORRECTED. JON MORPHEW SECONDED THE MOTION. MOTION CARRIED 4 -0. 4. Update on Advisory Board membership Jeff O'Neill noted that there have been no applicants at this time to fill the vacant position on the FiberNet Advisory Board. However, he invited Dennis Sullivan to the meeting to check it out and see if he was interested. Scott Zettervall from Big Lake also was in attendance and may be interested. Clint Herbst suggested leaving it open to the end of the month and have them submit applications. This will be brought back to the November meeting. FiberNet Advisory Board Minutes — October 12, 2010 5. Discuss goals relative to development of local origination programming capabilities and identify next steps or a process for accomplishing the goal Jeff O'Neill mentioned that this was brought up at the last meeting. As requested by the FNM Advisory Board, the MHS homecoming game was taped by Sherburne Wright Cable Commission's Production Manager and is being shown on Charter and FiberNet Channel 12. Jon Morphew asked if more games would be taped. Jeff O'Neill said that the Cable Commission is interested in taping other athletic events between schools within the commission's viewing area. More information on local programming will be included on future agendas. 6. Construction Update Don Patten presented the update: Construction is on target to be completed yet this season. However, there are a number of drops requested to be completed yet this year, which may delay construction. Looking ahead to next year, Don Patten suggested that the Board give some thought to whether drops will still be provided free next year or set up some conditions for new drops. He thought it might be a good idea to only provide a free drop if there is a commitment for taking service. Don Patten noted that there are over 1700 billed accounts on 896 customer statements, and they are very much on track with the business plan. 7. Business Acquisition Update, including inner - ducting Brett Demarais reported on status of non - residential accounts and is currently working in recruiting business customers in the downtown area. They are getting signed authorizations from business owners for access across their property. They are also planning on putting in inner -duct cabling in this area so that they can blow in the fiber during the winter months. FNM is very successful with business recruiting and establishing drops and services. Most businesses have been waiting for FNM to contact them. Brett noted that he is also working with apartment buildings to establish drops and work on setting up the cabling they need. A discussion ensued about building code requirements for wiring in buildings. It was suggested by Brett that a minimum of CATS wiring be recommended. 8. Lawsuit update Jeff O'Neill noted that several depositions have taken place to date. It will probably be next May 2011 before any resolution would be considered in court. 9. Report on Presentation to National Association of Telecommunications Officers and Advisors (NATOA) FiberNet Advisory Board Minutes — October 12, 2010 Jeff O'Neill talked about his experience at the NATOA conference in Washington DC at the end of September. He noted that the City of Monticello will be looked at in the future as a model for development of a municipal broadband system. We are unique in building a system through bonding and with our own initiative. Jeff O'Neill noted that the time will come that the City may need to charge for services to recoup expenses for speaking visits and providing advice to other organizations and entities. Jon Morphew suggested that we look into setting up a "sister" organization to FNM that would provide consultant services for a fee. Jeff O'Neill noted that there are other a few groups out there that are providing similar services and Monticello could probably model after those. Glen Posusta asked if there are future plans to build out into other areas after the FNM system is fully built out. Clint Herbst said that he feels it is premature to talk about that at this time. Wayne Mayer noted also that we need to concentrate on a full build out in Monticello and satisfy the bond holders. 10. Consideration of City Video Content Distribution Schedules via Internet Jeff O'Neill explained the various data that is collected by the City via video taping and would be available to distribute to the public in various means. Jeff O'Neill mentioned some of the discussions including allowance of videostreaming via internet. This could be restricted to just FiberNet, available to all customers regardless of service provider, and /or make it available with scheduled release for FiberNet customers first. Lynn Dahl spoke on behalf of the Monticello Downtown Business Association and requested consideration of videostreaming the Council meetings and other public events on the internet for everyone to access. Clint Herbst spoke in favor of allowing all of the public content to be streamed as soon as possible after a meeting. Wayne Mayer said he would like the public informational meetings streamed right away, but suggested that other events might be restricted. Clint Herbst asked Jeff O'Neill to put together some information on distributing public meetings and events via internet streaming. Glen Posusta mentioned that he would like to see the FNM website updated; he felt that it is kind of stale and could use an update. Don Patten will bring back a plan and information to the next FNM Advisory meeting. 11. Next meeting Scheduled for November 9th 12. Other Lynn Dahl asked about the possibility of video taping or video conferencing at FiberNet facilities. She understood that may be available at some time for businesses. Don Patten explained that they have an area currently set up in the office for conferencing and they had one business that used the room for a meeting. Wayne Mayer noted that he received a phone call from Josh Dickinson. He had authorized a drop and had a unit installed on his house without any contact from FiberNet. He is not satisfied with the location and would like someone to contact him. Brett Demarais will follow up. Don Patten reported that he had followed up on the potholing numbers. He estimates that approximately 20 were in residential properties and over 90 in public streets or right -of- ways. 13. Adjourn GLEN POSUSTA MOVED TO ADJOURN THE MEETING AT 7:15 P.M.
