MEETING MINUTES
FEBRUARY 16, 2016

1. Meeting called to order at 4:29 pm by Darren Paumen.
2. Consideration of appointing a Co -Chair for 2016. MOTION by Daren Paumen to appoint Heath Bird as Co-
Chair for 2016, SECOND by Brian Stumpf. MOTION PASSES unanimously.
3. Consideration of adding items to the agenda. No items added.
4. Consideration of approving the minutes of the January 19, 2016 regular meeting. MOTION by Darren
Paumen to approve the minutes as submitted. SECONDED by Brian Stumpf. MOTION PASSES
unanimously.
5. Update Items: Items discussed by the Board noting, 7% decline in daily visits 2016 to 2015.
6. Old Business:
a. Special Permit for alcohol use at Xcel Ball Fields. Permit was approved by City Council on February
8, 2016. Next step is to seek either an organization to run the concessions or bring in vending.
b. Friendship Island transition to year round program. We officially found out that we will be unable
to bus out students to Pinewood since we are within their walking range. We can charter a bus
and add the cost to the program.
c. Southwest corner. MCC. Measurements of the space were not gotten. They will be available at
the next meeting for discussion of a possible amenity.
7. Discussion or repair /improvement in the pool. Staff update the Board on the problems with the water
staining the pool and attempts to fix that problem. If able to be fixed, the Board discussed moving
forward with re -doing the Diamond Brite surface and replacing the play structure. The Board requested
continued follow up on this as the process progresses.
8. Discussion on possibility of merging MCC Advisory Board and Parks Commission and setting a joint
meeting date and time. Brian Stumpf led the discussion on the possible merge and the hope for greater
efficiencies with Council, Board members and staff. The Board were supportive of the idea. Kitty Baltos
and Tom Pawelk will look at how other communities operate and bring that information back to a future
Board meeting.

MANAGER'S UPDATE
APRIL, 2016
Director -Kitty Baltos:
• 1 have made a decision that hopefully won't be too difficult for me to keep, I have taken the regular
insurance as well as membership review off of Sara's plate. My ultimate goal is to give her more time to
do more programming. As I've mentioned before, I believe this is the best way for us to increase revenue
without always having to raise membership and daily rates. I will be bringing a request to hire another
staff person specifically for programming, for 2017. So I really only need to hold on for about eight or
nine months!
• We had an incident in our pool with our chemical pumps which caused two employees to have to seek
medical treatment. It was a mechanical failure and we've addressed the problem and put new
procedures in place to ensure safer practices. We did have an OSHA inquiry. They are requesting
information on the incident and what we have done to make sure it doesn't happen again. Fortunately
the two employees are both okay. That is the most important thing.
Program & Operations Coordinator -Sara Cahill:
Friendship Island registration opened April 4 and as I expected it is filling up quickly. I had our main
teacher, Amanda, help me with some of the administrative work. We also have an intern from St. Cloud
State who will be able to help with some administrative tasks and preparing the Prairie Center
building. Several existing and returning staff have expressed interest in working Friendship Island again
this summer.
• Pickleball is really getting quite popular now that more snowbirds are returning. They play in the gym on
Tuesday and Friday mornings, 8:00- 10:30am. There is room for 3 courts but we still try to maintain an
open gym so if anyone wants to play basketball, etc, the pickleball players know they cannot have a third
net up. I explained to the pickleball group that in the summer we will only be able to accommodate
pickleball on Tuesdays due to Friendship Island needing the gym space in the morning.
• We have 17 Farmers' Market vendors and can accept 4 more. We hosted the MN Farmers' Market
Association conference here in March and it was a good opportunity to get some necessary training right
at home. We hired a lead Guest Service, Kari Bryant, who is really interested in working the market as the
manager, I think she will do great!
Event Coordinator - Tricia Menth:
Cleaning out the rest of what is at the ballfield concession stand. I went out yesterday to take an
inventory of what is left. A lot of big items. Trying to figure out a spot for the double fridge in the
catering kitchen. The caterers would love it. We still have the large double freezer, single kegmeister, 3
stainless tables, nacho warmer, soup warmer, microwave, pizza oven and safe. I miss the excitement of
preparing the ballfield concession stand to open because then you knew summer was almost here.
Leanne has taken leagues to just Monday night since did not have enough teams for both Monday and
Tues but will use one field on Mondays for kickball. Many are excited to have that and hoping in the fall
and possible next year to have a night just for that.
With the cooler weather our rooms have still been busy with bday parties, family parties, people gearing
up for grad parties. Park rentals have also started getting busy now with a couple nice days. Nice to have
the new gazebo being done at Otter Creek. That will make a couple brides very happy.
Been busy assisting the custodial dept with room set ups /tear downs and trying to help keep the rooms
clean.
Pipeline Supply had another successful trade show. They know the routine and come in and do their
thing. They are an organized company and very efficient. Look forward to having them here each and
every year. Mn Cities Stormwater had their annual meeting here also. Another customer that comes
every year and this year when I was helping him setup Randy said "feels like home every time I come
here ". I told him that is the best compliment I could hear. We also had one reception in the Miss room,
one chapel wedding this coming weekend and also have a lock in this Friday with St Peters Lutheran
church.
Sara and I are busy interviewing staff for GS and also to be used for Friendship Island. Nice that we can
cross train staff to fill in where needed. Still in need of climbing wall staff. First time in 16 years we have
not been able to offer the wall to day time groups.
Doesn't look like much on a piece of paper what March /April has brought to the table but it has been a
very busy couple months. It's so nice to see the Comm Ctr so busy and also be busy behind the scenes.
The days and weeks seem to fly by here.
Aquatic Director - Corinne Mitchell:
• May 6th Summer Swim Lessons will be available
• Elk River and Buffalo pools are down for the summer for maintenance. Therefore I am expecting to have
more demand for lessons. I am hoping to run 6 classes during lessons times.
• Setting up Summer In- Service with trainer Lily Lantto for the first part of June
• I am also nervous about not having enough teachers for next school year. I have contacted a Water
Safety Instructor Trainer to see about offering a class here in July.
• I am anxious for Mick (custodian) to be back from medical leave so he can start the de staining process.
SUGGESTION BOX ITEMS
APRIL 2016
Main Hallway Suggestion Box:
• 1 love everything about this place. With that said, the new wristbands are quite a disappointment. They are
irritating on my wrist and they look very cheap. Please replace with the old plastic ones. Thanks
• Please get more food options.
• Kids fitness classes. Outdoor add a running class to monthly schedule for the season.
• Cleaner pool. We are de- staining as often as we are able. Full time overnight custodian out on medical leave.
• Please have swimming lesson registration after current classes end so we know what level to register for.
Thanks. We try, sometimes the timing with holidays, etc don't give us enough time. We try to let people and
particularly staff know so they can talk to the parents. We need to be a little more proactive on this.
• Your pool is very dirty. There is mold in showers not coming back. No mold, rust. We are de- staining.
• It would be real nice if you had a lift in pools for people in wheelchairs.
• 4/6/16 — Lassana was on the gym floor screaming his head off again. This is very offensive! Kitty please do
something about this! (2 comments in the box, same person) I gave this information to Lassana and he was
going to do a betterjob of containing his enthusiasm.
• Please consider buying/purchasing a Rogue Fitness GHD rack also known as a Glute Hamstring Developer rack. It
performs major fitness functions that the lower back rack upstairs cannot provide. Also a heavy bag and speed
bag.
• Some of the rims and nets are broken. New nets at the least would be very nice. Also, if possible, bringing the
volleyball nets back would be great. VB net is broken, we don't want one back here.
Southwest corner of the building:
• Expand the area into one of the following
• Sauna
• Racquet ball courts
• Gym, matt area (gymnastics, wrestling, boxing, etc)
No outdoor facility that can only be used four months out of the year. If you build something "outdoors" just
make it a nice green space.
• Waterpark and splash pad
• Tennis Court, pool table and ping pong table.
• An Indoor soccer field for a community team.
• In place of skate park, indoor maze /climbing area like Maple Grove CC Maple Maze. Good for all ages up to
early teens.
Fitness Center Suggestion Box:
• The gym is great! Everyone, including the employees are so welcoming!
• The TV in front of machine C -11 doesn't get a signal, the Tv in front of machine C -9 doesn't get cable, the TV in
front of C -20 doesn't get cable. Put a not on box, Box checked monthly, if there is an item that needs immediate
attention please tell front desk or a manager.
• Need bathroom upstairs.
• The plastic wristbands are so much better— please go back. O Hate the cheap paper. We have a membership,
we pay for the plastic.
• Please clean the drinking fountain, it's disgusting. Thank you O
AGENDA ITEMS: Staff report:
5. Old Busines:
5a. Pool staining and progress: It has been slow going in the pool and in the locker room. The chemical that
is used is best used when the facility is closed. Our overnight custodian has been out on leave for six
weeks. He is due back next week, yayll We have one custodian who did de- staining overnight one night
of the week but worked in the locker rooms as he was able to get in there.
We had the water softener maintenance work done. It was not working properly and therefore allowing
the iron or manganese particles through the filtering system. Now that the system has been repaired,
we're going to check its efficiency.
Once Mick gets back in, we'll have him work on the staining issues nightly.
5b. Merging MCC and Park Boards: There was further discussion at the last Park's Commission meeting. It
was decided that it is probably too premature to combine the two Boards at this time. It will be reviewed
again if the City creates a Park and Recreation department that would oversee the community center and
the parks.
5c. Ball Field Concessions: After the February Council decision that allows our MCC Adult League members to
bring in their own beer on league nights, we were officially out of the Ball Field concession business. On
March 211t the Youth Baseball association Board met to discuss taking this on, however, at this time they
did not feel they had the ability or volunteers to do it for 2016.
We are in the process of finding a new home for all of the equipment that we had out there; commercial
double door freezer, commercial double door refrigerator, three stainless steel tables, and a nacho
cheese warmer. Most likely the only item we cannot use here is the freezer. We'll be checking with the
liquor store to see if it is something they can use. Otherwise we will sell it.
