PARKS COMMISSION MEETING

1. Call to Order.
Chair Larry Nolan called the meeting to order at 9:15 a.m. and declared a quorum
present.
2. Approve Minutes of Regular Parks Commission Meeting May 28, 2015.

SECONDED BY TIM STALPES. MOTION CARRIED UNANIMOUSLY, 5 -0.
3. Consideration of adding items to the agenda.
A. Splash Pad: Nancy McCaffrey said that she was contacted by a member of
the Monticello Lions Club who indicated interest in possibly locating a splash
pad at Pioneer Park. The Lions member said they would like to start the
conversation with the Parks Commission and the City Council following their
Brewfest event as they may look at donating a portion of those proceeds
towards a splash pad project in the next couple of years.
B. Blazin' Thru Bertram Run: Kitty Baltos said the run was moved to
Saturday, September 5th this year as the LaVallee family had another event to
attend on the second weekend in September. The run will start at 9am from
the amphitheater near the old chalet at the 9910 Briarwood Avenue park
entrance. Baltos noted that this year she and Dave Wik started a series of
three runs and this will be the final run so prizes will be awarded to the
winners of the series following the run.

4. Citizens requests and comments.
Tom Pawelk said he received a thank you from Monticello Rotary for the help
with the installation and the grand opening of the natural theme playground.
Nancy McCaffrey said that she has had comments from visitors at East Bridge
Park about really loving the park and all the Parks Department does to keep the
parks beautiful, including the wood surround around the portable restrooms.
5. Discussion of 2016 ballfield concession stand operation.
Kitty Baltos, Community Center Director discussed the concessions at the
ballfields and said that she and Tom Pawelk have been talking about options for
keeping the concession stand open. Baltos noted that last year concession sales
came in at a loss of $4,000 - $5,000. There were vending machines last year but
they were vandalized so they were not replaced as there isn't a way to secure the
machines. In looking at the budget it was determined that the MCC cannot
supplement the loss so for this season the concessions are only open for the adult
games and not for the youth games.
Baltos said that historically in the state, softball numbers are down and it appears
those numbers won't rise to where they were in the late 80's. Teams are down
from a high of 36 teams and two nights of full play to 8 teams and one night of
play. They are hoping to see more teams coming back as they have a new league
manager who is very proactive.
Baltos said they are trying to figure out what to do next year as they won't be able
to cover the expenses with having the stand open only one night /week. The costs
include staffing, food, electricity, a food service license, and IT services. If there
are no concessions, vending machines could be put in the concession area and
when the park is not being used they would be secure. That could be made
accessible to coaches, the league manager, etc.
Baltos noted that a big thing for adult leagues is having beer for the games.
Monticello's ordinance does not allow for beer to be brought into the ballfields.
However, another possibility may be to lease the concession stand to the teams so
they can sell beer. This practice was done in the past and may or may not work.
Pawelk said that he is going to research the practices of other cities with their
ballfield concessions and bring that information back to the next meeting. Pawelk
noted the importance being the planning for the Bertram Athletic Complex is
under way so what we do now will set precedence in the future.
6. Dog Park Committee Update.
Nancy McCaffrey said that the committee is planning a fall dog walk and are
promoting it as the Wag & Walk Festival. The special event permit has been

applied for and the walk will be held on Sunday, September 27, from 1 -4pm, at
Meadow Oak Park. There is a 1.5 mile course around the pathway leading back
to the park that will be taken as well as a short course going thru the development
and back to the park which is approximately 8/10 of a mile. Other events being
planned include a costume contest, talent show, lure course, pet look -alike
contest, Wright County K -9 demonstration, and more. The group is hoping to
have vendors on site and will be looking for volunteers and sponsors. The group
will have a booth set up at Runnings on Saturday, July 25t , and will hand out
treat bags and information. Fundraising donations are currently at just over
$1,200. McCaffrey said that she has spoken to a Monticello Lion about making a
donation or sponsoring an event, and while they are in support of the cause, their
focus right now is on their upcoming Brewfest event. She will follow up with the
Lion's following Brewfest.
Jack Gregor said that he has been working with fence companies and so far has
not had any luck on getting the fence donated. He reached out to a national
company and they felt the Monticello area was not their demographics. Gregor
said he is going to refocus on local people. He's also working on gathering local
sponsors to donate which would include a $5,000 donation for naming rights to
the park, $2,500 for naming rights of the small or large dog area, and $1,000 for
naming rights of the double gated entry area.
7. Review and discussion of 2016 Park Department Budget.
Tom Pawelk reviewed the proposed 2016 Park Budget worksheets with the
Commission and noted that the proposed budget has been submitted to the finance
director and it is a 6% increase from last year.
Capital Improvement Highlights include:
• BCOL Ballfields ($200,000): First phase to meet the minimum
requirements of the grant.
• Ellison Veteran's Memorial Project ($12,000): Landscaping project needs
to be updated.
• Par West Play Equipment ($15,000): There's no play value to the current
system as the demographics included younger children now.
• Musical Instruments ($6,300): To be installed in West Bridge Park.
Larry Nolan asked Pawelk to let the Commission know when they have the
budget meeting with the Council.

EMPLOYEE FOR THE PARKS DEPARTMENT FOR 2016. MOTION
SECONDED BY BRIAN STOLL. MOTION CARRIED UNANIMOUSLY, 5 -0.
8. General Park Updates.
Tom Pawelk reviewed the following park updates with no action being taken at
this time:
• Riverfest update.
• Vandalism at West Bridge and Pioneer Parks is an ongoing issue and
Pawelk will once again look into asking the City Council to authorize
security cameras at those parks.
• Hunters Crossing playground is nearing completion.
• School Blvd/Jason Ave Pathways have been milled. Approximately 350'
of root barrier will be installed on the south side and since the contractor is
here Pawelk said he is going to see if they can install 460' of root barrier
along the Jason Ave pathway as well.
• The Monticello Lions donated three kiosks to the Parks Department which
will be installed at various locations.
• The annual Dutch Elm inspections will start next week and the inspectors
will keep an eye on Emerald Ash Boer. Pawelk noted that the DNR is
monitoring traps they have set at a few different locations in Monticello.
• Groveland Park has gotten a facelift. The Monticello High School football
players came out to the park to donate their time and a lot was
accomplished.
• There have been quite a few storms lately causing tree damage so the
department is working on a number of storm damage chipping requests.
• The Ellison Park climbing wall is still on the docket for replacement to be
covered by the insurance company. Rather than install another climbing
wall, the consensus is to put in a play structure (geared towards ages 2 -5)
which will be cohesive with the current play structure near the log shelter.
The cost is slightly higher than the climbing wall and Pawelk noted the
City Council authorized the price difference for the new play structure.

• The BCOL RFP Meeting is Friday, August 7th, at 8 o'clock at city hall.
Pawelk said he will email more details and ask the Commission to attend.
• Pawelk said that next week Quarry Church will be putting on Camp Live
at Pioneer Park.
9. Next regular meetiniz scheduled for September 24, 2015.
The next regular Parks Commission Meeting is scheduled for Sept 24, 2015, at
9:15 a.m. in the Public Works Office.
