Motion to adjourn. 1 PARKS COMMISSION MINUTES I SEPT 24, 2015 MINUTES PARKS COMMISSION MEETING THURSDAY SEPTEMBER 24, 2015 - 9:15 A.M. "To enhance community pride through developing and maintaining City parks with a high standard of quality. " Members Present: Larry Nolan, Jack Gregor, Tim Stalpes, Brian Stoll Members Absent: Nancy McCaffrey, Glen Posusta Others Present: Tom Pawelk, Park Superintendent Beth Green, Administrative Assistant 1. Call to Order. Chair Larry Nolan called the meeting to order at 9:25 a.m. and declared a quorum present. 2. Approve Minutes of Regular Parks Commission Meeting July 23, 2015. TIM STALPES MOVED TO APPROVE MINUTES OF THE REGULAR PARKS COMMISSION MEETING ON JULY 23, 2015. MOTION SECONDED BY JACK GREGOR. MOTION CARRIED UNANIMOUSLY, 4 -0. 3. Consideration of adding items to the agenda. A. Memorial Bench Program: Tom Pawelk said that the program has been changed and is being downsized to just one bench style. It is powder coated black steel and is customizable with laser engraving in the metal. The bench prototype is being installed at city hall. One bench has already been ordered in Memory of Rod Dragsten and will be put along the pathway on 75 near Otter Creek Park. 4. Citizens' requests and comments. A. Riverside Cemetery: Tom Pawelk said he received a phone call from an individual thanking the City for the compassion that staff has shown to their family during their time of need. B. River Cleanup: Tom Pawelk said that this is a combined event between the City of Becker, Xcel Energy and the City. There were over 30 volunteers and they picked up all along the banks of the river from Monticello to Otsego. It has been three years since this cleanup was done and they intend to have it be an annual event going forward. Pawelk extended a thank you to Xcel Energy for their hard work and dedication. 5. Review draft concept for Hwy 25/7 1h Street corridor enhancement. Two concept designs for TH 25 & 7th Street Gateway were included in the agenda packet for review by the commission. Pawelk reviewed the designs and discussed options. The first concept shows a plaza area with spruce trees. The second concept includes trees behind the fence to provide a canopy effect. There will be a kiosk way finding area which will be replicated at 6th Street. The landscaped areas will also be irrigated. BRIAN STOLL MOVED TO APPROVE CONCEPT DESIGN #2 FOR T.H. 25 & 7' STREET GATEWAY ENHANCEMENTS. MOTION SECONDED BY TIM STALPES. MOTION CARRIED UNANIMOUSLY, 4 -0. 6. Review draft concepts for BCOL Athletic Fields. Three concept designs for the Bertram Chain of Lakes Athletic Park Master Plan were included in the agenda packet for review by the commission. Pawelk reviewed the designs as prepared by WSB & Associates and discussed the pros and cons of each options. The master plan includes the full 120 acres for the athletic park. The current grant requires basic improvements of 20 acres, including an open green space area, access road and trail connection, which must be in place by 2017 to comply with the grant requirements. BRIAN STOLL MOVED TO APPROVE CONCEPT DESIGN #3 WITH ALL THE AMENITIES AS SHOWN PLUS THE ADDITION OF TENNIS COURTS IN THE PLAN. MOTION SECONDED BY TIM STALPES. MOTION CARRIED UNANIMOUSLY, 4 -0. 7. Dog Park Committee update, Wag & Walk Festival. The Wag & Walk Festival is planned for Sunday, September 27th, from 1 -4 p.m. at Meadow Oak Park. The group has done a great job promoting the event and they are expecting 75 participants. The cost is $10 /family to walk and extra pledges are being requested and there will be prizes for the top pledge earners. In addition to the walk, there are a number of booths which will be set up with various vendors, free pet health checks, a vaccination clinic, a lure course, a pet tricks contest, pet & family photos and more. Jack Gregor asked to go on record thanking all the volunteers who have been working so diligently to put this event together in a short amount of time. 8. Review and discussion of 2016 Park Department Budget. Tom Pawelk reviewed the proposed 2016 budget and informed the commission that there will be a special meeting coming up on Monday at 6 p.m. to discuss the budget and review the budget presentations. Parks Commission members are welcome to attend the open meeting. 9. Open house at Hunter's Crossing Park. Tom Pawelk noted that with the park project nearing completion, there will be a picnic at the park on October 12th, and he will email out details to the commission. 10. General Park Updates. Updates provided on the following parks projects with no formal action taken. A. Hunters Crossing Park: Pawelk said the playground has been installed, including the concrete curbing, the patio, the shelter is up and just the sidewalk connection is remaining from Fairhill Lane to the park. The Girl Scouts will get involved now with the natural planting and kiosk identification stations. B. School Blvd /Jason Ave Pathway Projects: The majority of the project with the new trails has been completed with the restoration. There was some damage from the contractor from the root barrier but they are working with him to make repairs. C. Pathway Sealcoat Project: The project is nearly complete with just a few loose ends to be tied up. D. Shade Tree Inspection: Marked over 105 trees with Dutch Elm and all diseased trees have been removed. 11. Next regular meeting scheduled for December 3, 2015. The next Parks Commission Meeting is scheduled for December 3, 2015, at 9:15 a.m. in the Public Works Office. 12. Motion to adiourn.
