1. Call to Order.
Mayor "I'hiclen called the meeting to order and declared a quorum present. Greg Kramber anti
Dan Weber lronl the Wright County Assessor's Office were present.
2. Board of Review.
C7reg Kramhcr and Dan Wcbcr explained the purpose oI` the }3oard of Rcvicw noting that it is to
deal with valuation fir taxes due and payable 1112004. They also explained the appeals pI-occss.
Brian Stumpf asked if they still physically review a quarter of the properties each year. Greg
Kramber indicated that. they do but their parcel review does not follow specific geographic

Dan Weber stated that assessed value must come in at 90%-10.5% of`what the parcel sells tor.
Based on 198 residential sales, the sales ratio was at 89.98% so they did have to increase the
values. 1'he increase o11 residential properties was 5`%~. Dan Weber reviewed the changes to other
property types. Conlnlcrcial and industrial land values incrcascd by 20°/,; 4-unit apartments
increased 15%; apartments containing S units or more increased 5`% and agricultural land incrcascd
25°/~.
There was also Borne discussoon on green acres property. Wright County has more green acres
property than most counties. In an effort to ensure that only propertoes that meet the green acres
criteria receive the green acres designation, the county next year wolf require all green acres p1•opel•ty
to reapply for green acres.
John Lrlandson came before the Board of` Review concerning the value set for the Southside Dental
Clinic on Sandberg Road. Particularly he was questioning the va1~1e established for the property he
purchased from the city. 1'he value for the 12,_500 sq. ft. parcel was set at $29,400. Mr.
l~:rlanclson felt because of the 30 fi~ot setback requirenlcnt on both Bodes and the storm sewer tllat
runs through the parcel. it is not a buildable lot. Greg Kramber reviewed the land prices for
commercial properties. He noted that sales arc averaging $7.50-$12/sq. ft and he felt this was a

good indication of what the property is worth. This property is in close proximity to TI-I 25 and the
value of $2.3.5/sq. ft. was a conservative value considering what raw land is selling for. Mr.
Erlandson reiterated that with the setback requirements and the storm sewer, only 6,000 of the
12,_500 sq. ft. should he considered usable. Greg Kraaliber stated that sethacl:s are not normally
considered when establishing value .

Brian Siurnpf informed the property owner that he has a right to appeal the valuatio-~ at the County
level. The County's Board of'Review is scl~cduled for June 17, 2003. The property owner does
have to notify the County of his intent to appeal.
[)an Weber had a number of parcels where changes in the valuation were being rccornmended and
these parcels were reviewed by the Council.
Mark Parnell, owner of Steele's Collision ai 4071 Chelsea Road West. The parcel is
approximately 7 acres and the much ol~the parcel is either road rn- waste land so it was proposes{ to
recluse the land value by one acre. In addition the building is partially completed aild they were
rccornmcnding reducing the 50°/~ completion value io 3 3`% completion value. These changes would
reduce the value from `~ 1,025,$00 to $1,464,100.

Glen Posusta asked whether the building being vacant had any impact on the valuation. Greg
Kramher stated that the value was based on the completed structure and not whether it was
occupied.
17an Wcbcr reviewed a letter received from Jay Morrell regarding parcel 155-018-003060. The
parcel is 5.4 acres and approximately 4 acres of tlae parcel is a stormwater ponding area. For that
re~:ison he was recommending that the land be valued ~.is waste land. 'I'bis would reduce the
valuation by $9,400.

<ilen Posusta questioned why the Erlandson property couldn't he handled in the same manner. It
was pointed out that the property is in a different area ol~the city and that the land values for

commercial and industrial land differ significantly.

,lay Morrell also requested a reduction in values for parcels 155-500-142209 and 15.5-500-
142203. I Ic stated that because there is no access to these properties from Tf-I 2.5 the value should
be reduced. Dan Weber physically inspected the site at~ci stated there is a gravel road to t11e
property and therefore access. He did not recommend a change in the valuation.

The property at 2502 Briar Oakes Boulevard (155-097-001 170) was reviewed as the property
owner had questioned the value. The property owner stated that. only ~.t portion ol~ the basement had
been finished. L1pon review of the property the assessor recommended a reduction in value fi-om
$290,900 to $283,500.

property as oflanuary 2, 2003 although they were later demolished. I lowcvcr, the huildings had
been gutted as of that date so the assessor was recommending a reduction in the building value of

The building value for the Workforce Center at 1 OF Vine Street (155-010-05 3130) was also
reviewed. "The assessor recommended reducing the building value by $35,000 which would result in
a building value equal to last years.
