MONTICELLO PLANNING COMMISSION

1. Call to order.
Chairman Dragsten called the meeting to order and declared a quorum of the Commission.
2. Citizen comments
NONE.
3. Public Hearing — Consideration of a reauest for Preliminary Plat and a Conditional Use Permit for
Development Stage Planned Unit Development approval for a multi -tenant office complex.
Applicant: Quad Development
Community Development Coordinator Schumann reported that staff had presented the full report
regarding this item at the regular meeting on October 6`h, and that the full report had been included in
the packet for the evening's meeting. Schumann explained that the public hearing was being held as a
special meeting in order to meet publication requirements. She noted that she could answer any
questions that the Commission might have on the report and indicated that the applicant was available
for questions.
Chairman Dragsten opened the public hearing.
Chairman Dragsten inquired why the plan showed areas of heavy duty pavement.
Tom Moorse of HTG Architects spoke on behalf of the applicant. Moorse explained that the heavy
duty pavement was to account for areas that may be traveled by delivery vehicles.
Dragsten inquired whether the condo units would be leased or sold. Moorse responded that the units
have currently been arranged as lease units, but have the potential to be sold later.
Dragsten noted that the applicants plans are short five of the required parking stalls and inquired
whether any of the other Commissioners had any problem with that shortage. Dragsten also sought
input from the other Commissioners on whether they had any comments on the amount of signage,
referencing the two monument signs proposed for the project.
Commissioner Voight stated that he would rather the two monument signs than one larger pylon sign.
Schumann confirmed that although the square footage was a slightly over allowable amount, the
is height of the signs was significantly lower than what is allowed by code.
Chairman Dragsten asked Moorse if the applicant has seen and is agreeable to the list of conditions
proposed.
iMoorse stated that they had met with staff and intend to comply with the conditions.
Voight noted that the plans showed that the applicant needed permission from the adjacent property
owner to complete some of the construction work. Voight asked if that permission had been received.
Moorse stated that they are still working on securing that approval, but they are confident they will get
it.
MOTION BY COMMISSIONER VOIGHT TO MOTION TO APPROVE THE
DEVELOPMENT STAGE PLANNED UNIT DEVELOPMENT AND PRELIMINARY
PLAT, BASED ON A FINDING THAT THE PROPOSED USE IS CONSISTENT WITH
THE PERFORMANCE STANDARDS OF THE B-4 DISTRICT AND IN CHARACTER
WITH THE SURROUNDING AREA, SUBJECT TO THE CONDITIONS OUTLINED IN
EXHIBIT Z.
MOTION SECONDED BY COMMISSIONER GABLER. MOTION CARRIED, 5-0.
4. Public Hearing — Consideration of a reauest for Amendment to Conditional Use Permit for Joint
Parking, Joint Access and Drive -Through and a Conditional Use Permit for Comprehensive Sign Plan
for Warnert Retail. Applicant: Alpha Develoument
Schumann reported that the applicant had requested tabling of this item due to a change in the
proposed construction timeline.

CONDITIONAL USE PERMIT FOR JOINT PARKING, JOINT ACCESS AND DRIVE THROUGH
AND A CONDITIONAL USE PERMIT FOR COMPREHENSIVE SIGN PLAN FOR WARNERT
RETAIL.
