We pledged to the people of Monticollo that we would have a government which had the involvment of the community. We established the committee system, And recognizing it's shortcomi.ngs,nnd in many cases our errors it still worked. Recall the list of the ac- complishments; few of which would have been possible without the co-operation and assistance of our com- missi.onss 1. Annexation has been accomplished. 2. The Fourth Street issue and water hook-up Charge with tise Public Schools line been amiably and fni.rl.y settled. 3. A system of government has been established where commissions and the council will make_ nece r11U decisions when all the facts have been presenteQ-- 9. Last, -and perhaps the most important is the co-operation and mutual respect that has de- veloped between the council and other govern- mental bodies in this community. I pledge that this will continue for 1975 and beyond. GOALS AND OBJECTIVES FOR 1971 First, as Mayor of Monticello, I want to welcome the S new residents of the city who were annexed during 1974. We are glad to have you and will do every- thing we can to provide you with services as they are needed and when it is feasible. Ilm particularly pleased that we have a now member on the council who is from the newly annexed area and anticipate the contributions he will make to the council. To many people I'm sure our 1975 budget seems high compared to 1974, but I assure you it is a responsible, prudent budget. We have budgeted for services and personnel that will assure the high qunlity of life we enjoy now will continue in the years to come. We appreciate the tax base that NBP in providing for our community and we will do everything we can to use these funds in a responsible manner. We expect to work closely with this giant neighbor and the good people this utility has brougllb to our community. Review of 1974 Page 3 for our proposals for 1975= I propose that a new civic center be constructed during 1975 that will include new city offices, and u combination Senior -Citizens and Teen -Age Center. This could also be utilized as a meet- ing place for many other organizations. Our facilities today are totally inadequate and in the interests of efficiency must be relocated. 2 The city requires a new maintenance building for its equipment. Snow plows, tractors, etc., must be stored inside to achieve efficiency and I propose such a.faci.lity. be built. The location to be recommended by our planning commission and Ly planner. 3:- propose that -our present city liquor store be sold to a private-enterprizo.as a going business for the on -solo portion of the liquor business. .This sato ,would include the building and the fixturgs. I also propose we build a new off- sale,facility on an appropriate eitc with no .loss and probably an improvement to the revenues the city now roeoives from the liquor business'. propose that .the present city hall be converted into a Piro hall. X. would like to express to the fire department the appreciation of a U the -people: in this community for their fine protection. When ,that whistle, blows at 2100 A. We will support you and we congratulate you on your success in making Monticello a Si-Centennial cCmmunity. 8. �Yroquest that our Housing'and Redevelopment ommission continue and expand their efforts in getting suitable housing for our residents,, particularly the elderly. We recognize the importance of this program, but another site must be found so city business can be conducted. A small, remodeling of our present facilities is necessary to achieve efficient city ice work. - �OD- Ooposo a new department of Public works, where departments except offico'��emcrged into one. X m sure that all taxpayers and employees of the city are anxious to have every economy exercised and this is one way to accomplish the fact. Every employee of the city will be required to work where needed, regardless of job classification. All city employees will be responsible to the city administrator and he will supervise all city jobs and be responsible only to the council and the, cople. 21. he council has passed a resolution that the city administrator not only has responsibility but, also, the authority that must accompany it. lie will ,,-have that responsibility and authority. � The services of 'a trained city administrator are kcssential to the operation of this municipality. We are attempting to find this individual, but in the meantime we have s competent fiscal officer in Mr: Bary Wieber, who will be aseuming the res- ponsibilities of acting city administrator. We have confidence in the ability of this man and intend to support his. \1 Review of 1974 Pa 13• onight every council member has before him.a copy of ordinances from a suburban Minneapolis community. They have experienced many of the problems we will experience in the coming years and Have found these ordinances workable. I propose these ordinances be studied and within three months time we consider that these ord- inances, with modifications where necessary, be enacted in place of our obsolete ordinances. 14. I propose that within 30 days a planner be retained and an engineering firm hired for the development of our newly annexed area. Planning and engineering are essential to planned develop- ment and in no way do I want people to say in 20 years that we had the opportunity but "blew it." The taxes of the residents of the old city of Monticello will be reduced by 20% to 25% in '1975. The newly annexed areas taxes will increase by a small amount, but that increase will be more than compensated for The free garbage pickup alone. Everyone is benefiting! �- The people by lowered taxes and p�anned growth. Our major taxpayer, NSP, by working with them and planning for the future so the overall expense will be leas. The decisions and actions we take now and in the next V ew years will influence the lives of thn people in this community for the forsecable Futuro. We must be humble because of those responsibilities, but also bold in our actions. We ask for the support of the entire obmwnity to make Monticello a "great place to live." At this time I would instruct the city fiscal offi.ccr to make my cheek as Mayor for the year 1975 payable to the Christian Service Committee.
