Regular meeting of the Village of Monticello Planning Commission
was held this time and date at the Village Hall.
Members present: Mr. Robert Davis, Chairman; Mr. Larry Flake, Mr.
Lloyd Schnelle, Mr. Dale Lungwits, Mr. Grant Schleif, Mr. Fred Topel.
Absent: Mr. Donald Hustler. Ex -officio members present: Council-
man William Sandberg. Mr. Charles Tooker, (Beckman & Swenson
Planners) village planner was present.
Meeting was called to order at 2015 hours this date by Mr. Davis.
He.stated that this was the second meeting with Mr. Tooker on the
701 Planning that is currently in progress. At this point Mr.
Davis, Planning Commission Chairman, turped the meeting over to
Mr. Tooker, Village Planner.
Mr. Tooker discussed three parts of planning which were as follows:
Monticello Business District, Comprehensive Planning, Existing
Land Use. He stated he wanted the Planning Commission to state
where they wanted the strong emphasis put in their planning. The
Planning Commission stated they wanted to review the subject matter
at another meeting. Mr. Davis stated that a special Planning Com-
mission meeting would be held at 8:00 P. Y. January 20, 1071, to
Cdecide what area they wanted the strong emphasis nut in planning.
The Planning Commissi�n discussed the development of the downtown
area like was accomoliehed in Montevideo, Minnesota. Mr. Tooker
stated that they could aoDly for that urogram if they desired.
He explained briefly how the program funded. It was reouested that
Mr. Tooker state the renuired stens in writing to get this particular
type program initiated. It further reouested that a group from the
village should visit Montevideo to look over the remodeling of their
downtown area and meet with their city fathers.
The Planning Commission discussed the Municipal Hearing, on annexation.
It was felt that Gary Pringle should have assistance in handling the
hearings. Further it was felt that it would be better if Mr. Mel -
chert would handle all the hearings and procedures pertaining to
annexation. Motion by Mr. Dale Lungwitt that it was the Planning
Commission's recommendation that Mr. Paul Melchert represent the
Village in all hearing and procedures pertaining to annexation.
Motion seconded by Yr. tarry Flake. Carried.
It was also discussed that there would be some vacancies coming up
on the Planning Commission. Father Gearty and Mr. Madsen's names
were mentioned to fill these vacancies that will be coming. However,
it was decided to oostpone any decision on selecting new members.
Mr. Davis stated that there would be a meeting with Mr. Tooker the
