Adjourn meeting. 1 SGa— MINUTES REGULAR MEETING - MONTICELLO PARKS COM4 USSION Wednesday, May 17,1895 - 4:30 p.m. Members Present: Bruce Thielen, Fran Fair, Larry Nolan, Steve Andrews Members Absent: Roger Carlson Staff Present: Jeff 0 Neill, Roger Mack, Wanda Kraemer This meeting was a tour of all the parks in the city. The goal was to study each park for maintenance, future projects, and possible budget items. The listing below is the name of each park and comments made during the tour. 1. 4th Street Park 1. Hockey Rink needs attention, the boards around the rink are in need of repair and paint. 2. The dandelions need to be sprayed. 2. Fallon Ave Park 1. Dandelions need to be sprayed, grass sparse. 3. Mississippi Drive Park t 1. Lot only between two houses. No improvements planned. 4. River Mill Park 1. Project under construction - look at corner by off ramp for possible landscaping when entering Monticello. Seed in 1995. Budget item for 1997. 5. Battle Rapids Park 1. Area between County Road 39 and the Mississippi River No improvements planned, keep natural. 8. Outlet A 1. Under construction 2. Needs to be named 3. Reduce depth of drainage swale if possible. 4. Parking is budget item for 1997. Page 1 L Page 2 Parks Commission Minutes 5/17/95 7. Eastwood Knoll 1. Pathway only - no park - landscaped pathway with curves. 8. Meadow Oak Park 1. Water in park - will help when new storm sewer is complete 2. Pathway's need to be widened to the 6 foot width. Budget item in 1997. 3. Research possibility of completing pathway network-fiancing methods. 9. Oak Ridge - Outlet A 1. Wetland area - revegetation to be completed by developer. Internal nature trail to be developed later. 10. Briar Oakes 1. Pathway from Briar Oakes to Meadow Oakes. See item 8-3. 2. Pathway between cul-de-sacs installed by developer with second phase. 11. Little Mountain Park (Water Tower) 1. Possible future park. 2. If not a park, possible cut back on maintenance. 3. Define boundaries of City land at this location. 12. Cardinal Hills Park 1. Volleyball court looked good - basketball going in soon. 2. Check mulch around trees - too high, may kill trees. 13. Future Cardinal Hills Park 1. Pathway to future park is in place to south. 14. Klein Farm 1. Under construction - excellent park area at Klein Farms (16 acres). Page 2 15. Country Club Manor Parks Commission Minutes 5/17/95 1. Park was built with very little street access and close proximity to homes. Avoid this park design in the future. 16. Par West Park 1. Exercise equipment not used. Too many dandelions. 17. The Meadows 1. Large bank of dirt - concerns of safety & view to public, erosion problems. 2. Dandelions, park is an eyesore and a detriment to the neighborhood. 3. Drainage area needs to be maintained. 4. Enforcement of ban on ATVs in parks. 18. Balboul ( 1. Drainage pond - could be deeper to hold water all year. 19. NSP Ball Fields 1. Paving the parking lot. Budget item for future. 20. Montissippi Park 1. County Park - trail development - might be a future joint project City/County. 2. City/County could go together to buy parcel adjoining park. 21. Hillcrest Park 1. OK as is 22. Right-of-way - Road right -of --way (by compost site) 23. Bridge Park 1. Tear down brown storage building, eyesore with limited use. 24. Bridge Park - cast 1. Fran Fair doing a great job of maintaining the flowers and bushes. Page 3 Parks Commission Minutes 5/17/95 25. Ellison Park 1. Take down historical site sign from county tour a few years ago 2. Check with DNR on signs in ground not nailed to trees 3. Fix trail area around gazebo 4. Screen dumpsters 5. Remodel bathrooms 6. Veteran's Monument • should be placed between the road and the river, lining up to the gazebo but east about 30 feet. The Parks Commission discussed the tour and decided that a similar tour of the parks would be the best method for reviewing the park needs with the City Council. LARRY NOLAN MADE A MOTION TO INVITE CITY COUNCIL ON A CITY TOUR. SECONDED BY FRAN FAIR. Motion passed unanimously. Roger Carlson resigned his position on the Parks Commission due to his appointment on the HRA. The commission discussed the options of a replacement and decided to select someone from the interviews that had just been completed this spring. FRAN FAIR MADE A MOTION TO APPOINT EARL SMITH TO THE PARK COMMISSION. SECONDED BY LARRY NOLAN. Motion passed Unanimously. Due to the July budget schedule, the Commission members agreed to have a Special Meeting, Wednesday, May 31st, at 4:30 p.m. The meeting's agenda would include prioritization of projects, maintenance of parka, and comprehensive planning. There being no further discussion the meeting was adjourned. Call to ord r. The meeting was called to order by chairman Bruce Theilen. 2. Consideration of adding agenda items. Fran Fair added graffiti in Bridge Park to the agenda. 3. PaoritLation of prni e 4. Cnmprohongivp pinn d+_aeuggion. 5. Sudggt prrey ration. The Commission looked at items 3.5 with each area. The following items were discussed. a. Dandelions: After discussion it was agreed that the dandelions would be a low priority for this year. Because of tho shortage of maintenance help Roger Mack, Parks Superintendent, stated that the parks had not been sprayed this year and that accounted for the surplus of dandelions in some areas. Tho summer help would be starting soon and that would help with the maintenance. b. Tho Hockey rink at the 4th Street Park: This area needs immediate attention. Jeff O'Neill recommended contacting the President of the Hockey Association to attend the next parks meeting. Page 1 Parks Commission Minutes 6/15/95 C. Meadow Oaks pathway completion/widening/maintenance: This project was given a high priority rating. It is important to finish a pathway system that connects the Meadow Oak Development with the Middle School. There are many children riding bikes to school and the ball fields using Fallon Ave. This is a very busy road and with future development being planned in this area the traffic will only increase. The Parks Commission requested staff to get cost estimates on completing the pathway along the power line easement. The existing pathway through Meadow Oaks Development was also discussed. It is currently a six foot path and to be consistent with the new pathway system it should be widened to an eight foot path. There are large trees along this pathway that would have to be removed to widen the path. The Commission was not in total agreement that the extra two feet would be worth the loss of the trees. The Parks Commission requested staff to get cost estimates on widening the pathway and this would be discussed further at the next meeting. d. Meadow Oaks Outlet A parking/paving: The Commission was in agreement that this area should be paved because of the close proximity to the residential homes. Curb and gutter should also be installed to comply with the parking lot ordinance required. Pave NSP parking lot (baseball fields): The paving of the NSP ballfield parking lot is not a priority because; the fields are not close to residential homes, tho land is not owned by the city, and the expense of paving that large of a lot. Tear down old West Bridge warming house/concession stand: The Commission was all in agreement that the building should be removed because; the building is an eyesore to the existing park, reserving three shelters in the park "overloads' the picnic and restroom facilities, the park size is adequately covered with the two shelters that would still be there, the view of the river is obstructed, a basketball court in this area would be a needed benefit. Page 2 Parks Commission Minutes 6/15/95 FRAN FAIR MADE A MOTION TO RECOMMEND THE DEMOLITION OF THE WARMING HOUSE/CONCESSION STAND IN WEST BRIDGE PARK SECONDED BY EARL SMITH. Motion passed unanimously. Cemetery Fence: It was discussed if a fence around the Hillside Cemetery would help discourage vandalism and improve the appearance of the area. The Commission decided that fencing the area would be very costly and this would not guarantee that the vandalism would stop. 8. Water Tower site: 6. Other This would be an ideal site for a picnic area. The Commission would like to see this site preserved for a park and the possibility of purchasing more area researched. The graffiti in Bridge Park was an item that the commission would like to address. A few of the ideas brought up were; using people that are sentenced to serve use community hours to paint, a newsletter article promoting neighborhood groups to paint, increasing the penalty or community service time. Respetfully submitted, Wanda Kraemer Development Services Technician C Page 3 TO: Monticello Parks Commision June 15, 1995 FROM: Larry Nolan Subject: Monticello Chamber of Commerce Proposal I met with Cindy Johnson, John McVay and Bill Enders concerning a proposed kiosk to be located in the small park near the Chamber of Commerce Building in Downtown Monticello (see attached sketch). The kiost would be constructed of aluminum and be painted to blend in with the Monticello Logo and the existing old bridge railings. The "changeable copy" area would be available for non-profit organization use to note up -coming community events. The Chamber of Commerce (Cindy Johnson) would coordinate use of this space. The Monticello Logo, Changeable Copy and the top of the kiost would be back -lighted. The back of the three sided structure would have space available for permanent city information, such as a map of the city showing parks and major community buildings etc. The details of this would be worked out with the Parks Commission. The idea is to have a quality structure that provides information on Monticello and near term events of interest to the public driving through our community. Comprehensive Plan Workshops The City of Monticello is currently updating its Comprehensive Plan, the guide which directs the City's treatment of the new growth coming to the community. In order for this plan to truly reflect the wishes of the community rather than just the City Council and commission members, it is important that you attend a workshop on the planning activities in your neigh- borhood! You should attend only one of the ism workshops, depending on where you work or line: rIrZ7 One workshop will be conducted on the 27th of June (Tuesday) for residents and business people West of Highway 25 (Pinewood School District). .It M 29 The other workshop will be held on June 29 (Thursday) for residents and business people East of High- way 28 (Little Mountain School District). ***Both workshops will be held at the Monticello High School Board Room at 7 p.m ••• (Signs with directions to the board room will be at the entr anoes.) Some of the city-wide issues which we will talk about include: • What is the future of Monticello s downtown? • How should the City pian for its recreational facilities, like parka, trails, or community tentem? • Where should the City plan to allow, or not allow, new development? • How tan Monticello take beat advantage of its location between the Twin Cities St. Cloud, and the Mississippi River? Those meetings are one of your best opportunities to communicate your thoughts (and dreams) about the f Lure of Monticello.
