Pathway - The $30,000 for the pathway extension from Eastwood Knoll to
County Road 118 was discussed. Jeff ONeill, Assistant Administrator,
stated he had anticipated this section of pathway would be included the
Federal ICTE Grant that had been applied for. However, the City did not
receive this grant so it would be time to continue with a design. The
Commissioners recommended staff to have the City Engineer design this link
of the pathway and complete it this year. An eaiement will be needed from
Resurrection Church for the section of pathway through the church site.
Pathway Maintenance - The Commissioners discussed the damage from
snowmobiles to the pathway along County Road 75 from Prairie Road to W.
River Street. The decision if the pathway should be kept open all winter has
not been reviewed this year.
Trees - Roger Mack stated trees would be planted in the park along the
freeway yet this year.

Chairman Thielen called the meeting to order.
2. Consideration of approving minutes for Special Meeting May 23. 1996.
Steve Andrews corrected, Item q9, to read all city parks not just Ellsion park
should be studied to determine saturation levels.
COMMISSIONER ANDREWS MADE A MOTION TO APPROVE THE
CORRECTED MINUTES OF THE MAY 23, 1996 MEETING. SECONDED BY
FRAN FAIR. Motion passed unanimously.
3. Consid raion of adding pgendn items_
Discussion on the shade tree ordinance was added.
CUpdate on the NSP park land.
Discussion on a park area for the Lions.
Commissioner Andrews was appointed to the HRA and because the City
Ordinance states a person cannot serve on two commissions Andrews resigned
from the Parks Conunission. Chairman Thielen thanked Coumussioner
Andrews for his service. The position will be advertised in the Monticello Times
and Shopper.
5. Futurp Park d v lopn=.
Jeff O'Neill reported the commission should begin to brainstorm for the 1997
budget and also a capital improvement plan for the next three to five years. The
City has grown 18% in the last five years and staging for park planning and
mnintenanco is not keeping up with the growth pace. .
The Commissioners decided to do an individual site inspection at each of the
parks and bring their comments to the next meeting. Also the summary of the
1995 parks tour will be used. Because of the time involved for this item a

6. Design of the Prairie Wect Park.
Jeff O'Neill, Assistant Administrator, explained that the Prairie West
Subdivision park was changed from the first review of the Parks Commission.
The park meets the dedication required by the City but was not as large as
originally shown.
Chairman Thielen expressed concern the project was moving too fast and the
Parks Commission should have been consulted.
After discussing the issue the parks commission made the following
recommendations. FRAN FAIR MADE A RECOMMENDATION, SECONDED
BY LARRY NOLAN, THAT THE PLANNING COMMISSION SHOULD
REQUIRE THE PARK AREA INCLUDE BOTH THE EAST AND WEST SIDES
OF OTTER CREEK AS ORIGINALLY INDICATED AT THE 5/23/96 PARKS
MEETING. MOTION PASSED UNANIMOUSLY.
7. Added items
A. The revised tree ordinance should be placed on the Council agenda
in July.
B. Chairman Thielen, Wright County Parks Director, reported Wright
County is continuing to work with NSP on researching the
possibilities of buying land to develop a trail system through the
NSP land connecting to Montissippi Park.
C. The sub -committee gave the Lions a book showing costs of park
structures and playground equipment and also, information on the
procedures for adopting a park. The Commission will wait to hear
from the Lions.

To Whom It May Concern:
This letter is to introduce myself for consideration to serve on the Parks Commission.
Also enclosed iG my resume which will provide you with some background information about
myself.
1 have lived in Monticello for four years and have a wife. Karen, and a three month old
daughter, Maree. My reasons for wishing to become member of the Parks Commission are
threefold.
C1. To become actively involved in the community.
2. Interested in the future of our park system because of my new
daughter.
3. Believe a city's parks help to unite the community and makes a
statement as to it's concern for the community.
The qualities t hat 1 believe 1 would bring to the Parks Commission include: creativity,
promotion skills, and a love for landscaping and outdoor work.

a Consideration of river bank clearing in Bridge Park. (J.S.)
At a recent Community Partners Meeting, the City was severely criticized by a
member of the community for not keeping the embankments open in West
Bridge Park so that users have a clear view of the river. Over the years, the
City Public Works Department, has kept this area relatively free of litter, but
clearing was very limited.
The slopes on West Bridge Park to the river are somewhat steep and the terrain
is rugged. West Bridge Park contains activities for families with young children
(i.e., the "tot lot"). The growth on the embankment has served as a buffer area
so that it is not enticing to walk down the steep embankment to the river. The
growth has also helped to stabilize the embankment and we have had few
problems with erosion on this embankment because of condense growth. In
East Bridge Park, the Minnesota Department of Transportation found it
necessary to heavily rip -rap the entire embankment when it was clear cut and
reshaped during the new bridge construction.
The City Public Works Department would like some direction as to how the
embankment should be maintained. We have some stringent controls upon us
due to the Wild and Scenic River Requirements of the DNR, but I'm sure some
minor cleanup could be done a regular basis. We could meet with the DNR to
work out the details in this regard, however, I am concerned that the more we
open this up, the more it becomes attractive for youngsters to wander through
down to the River. We may have to look at a chain link fence along the top of
the embankment should we open it up. Consequently, the City Public Works
Department asks that the Board debate this issue and offer some insight or
direction as to how to proceed.
R ALTERNATIVE ACTIONS:
1. The first altemative would be to continue as we have been with litter
pickup and very minor brushing.
2. The second alternative would be to open the area up more, as much as is
allowed by the DNR and can be done without danger of erosion and
possibly installing a chain link fence.
3. The third alternativo may be considered after discussion of the Park
CBoard.

There has been some cleanup of the area from volunteers in West Bridge Park,
and City crews have also done some brushing. It may be best for the Park
Board to take a look at this and see if its current state should be the standard
for the future, improved upon or whatever. As Public Works Director, I would
hope that the Park Board can come up with a recommendation that would
satisfy the needs of the public to view the river, but would not represent a
hazard as an attractive nuisance so we get young people wandering down to the
river bank.
