REGULAR MEETING - MONTICELLO PARRS COMMISSION
Wednesday, March 18, 1992 - 7:00 p.m.

Nolan, Roger Carlson
Members Absent: None
3. Consideration of minutes of the regular meeting of the
Monticello Parks Commission held Wednesday, February 19, 1992.
Larry Nolan suggested that approval of the meeting minutes be
postponed until the next meeting to provide the Parks
Commission members with sufficient time to review the accuracy
of the meeting minutes.
4. Consideration of recommendinq that the City of Monticello
conduct a community -wide recreation needs studir.
Steve Frank of St. Cloud State University was present to
discuss with the Parks Commission the potential of developing
a community recreation needs survey. Consideration of
development of the community -wide survey stems from the need
to develop information regarding the community recreation
needs. In order for the coalition of communities to move
forward In defining a plan outlining cooperative efforts, it
would appear that a solid base of information regarding
community needs should be established. The community survey
would be one method by which the area could define recreation
needs of the community.
Steve Frank was in attendance to discuss with the Parks
Commission the potential methods by which the community could
be surveyed. Discussion focused on development of a telephone
survey. Following is a general description of a survey design
that would likely provide the information that would result in
the survey meeting its goal.
It was determined that the survey area should include the
school district boundaries and should not include areas of
Becker or Big Lake Township outside of the boundary area. It
was noted that city and township responses to the survey can
be tabulated independently. The size of the survey sample
should be 500 residents in the city and 300 residents in the
township. This size of a survey will provide a large enough
sample to give an accurate representation of the community
opinions and would be large enough to allow for analysis of
smaller data groups. The telephone survey would be conducted
in late April or early May.

The survey design would be completed by Steve Frank of
St. Cloud State Survey with input from the coalition.
Approximately 30 questions would be asked. Three or four of
the questions would be open-ended. The rest of the questions
would be structured. Steve Frank indicated that the survey
would be accurate within 4%. The cost of the survey would be
approximately $9,600. The information conta!ned within the
survey would be valid for a period of four to five years.
After discussion, a motion was made by Bruce Thielen and
seconded by Larry Nolan to recommend that the City cooperate
with the potential community coalition by contributing at
least one-half of the cost to survey the overall recreational
needs of the community. The purpose of the survey would be to
generate data that would help the coalition to develop park
and recreation development priorities. Motion carried
unanimously.
5. Consideration of landscapinq plan for city Property leased bn
the Chamber of Commerce.
Roger Mac]. reviewed a sketch plan that he had prepared. Parka
Commission reviewed the plan and suggested that the plan be
slightly modified to Include a circular garden area which
could be ava!lable for flower planting. Other miscellaneous
ideas were also suggested, which were recorded on Roger's
sketch plan.
There being no further business, the meeting was adjourned.
