REGULAR MEETING - MONTICELLO PLANNING COMMISSION
Tuesday, February 9, 1988 - 7:30 p.m.
Members Present: Richard Carlson, Richard Martie, Cindy Lemm.

The meeting was called to order by Chairperson Richard Carlson at
7:32 p.m.
2.
Motion was rade by Richard Martie, seconded by Cindy Lemm, to approve the
minutes of the regular meeting held December 8, 1987. Motion carried
unanimously with Joyce Dowling absent.
3.
Motion was made by Richard Martie, seconded by Cindy Lemm, to acknowledge
the meeting notes taken of the regular meeting held January 12, 1988.
Motion carried unanimously with Joyce Dowling absent.
4.
Public Hearing - A variance request to allow a proposed residential lot,
when platted, to have less than the minimum lot frontage on a public
right-ot-way. Applicant, Charles Ritze.
Zoning Administrator, Gary Anderson, indicated to Planning Commission
members that Mr. Ritze was back before them with a variance request to

have less than the minimum lot frontage on a public right-of-way. As
indicated on the enclosed preliminary plat site plan, Mr. Rit=e currently
has 15 feet of frontage on a public right-of-way. Chairperson Richard
Carlson then opened the meeting for input from the public. Mr. Randy
Yager, son of abutting property owner Reinhold Yager, questioned why the
need for a minimum amount of lot frontage. Zoning Administrator Anderson
indicated to Mr. Yager the intent of it was to allow sufficient room to
acennnodate a driveway And the rpmnvnl of snow so that when snow is
removed from the driveway it is placed onto one's own property.
Mr. Yager alto indicated that Mr. Ritze has not talked to his father,
Reinhold Yager, to discuss some sort of possible exchange of land or a
monetary amount for the land which is needed for the total frontage on a
public right-of-way. With no further input from the public, Chairperson
Richard Carlson closed the public hearing and entertained for any
additional comments from Planning Commioaion members.
With no further input from the Planning Commission menders, motion was
made by Richard Martie, seconded by Cindy Lemm, to deny the variance
request to allow a proposed residential lot, when platted, to have leas
than the minimum lot frontage on a public right-of-way. Motion carried
unanimously with Joyce Dowling absent. Reason for denial: Commission
members failed to see any undue hardship created by ouch a variance
request and there simply is not sufficient lot frontage on a public
right-of-way.

5. Tabled request for a preliminary plat review of a proposed new
subdivision plat. Applicant, Charles Ritze.
Zoning Administrator Anderson indicated to Planning Commission members
that with the previous public hearing and the variance request by
Mr. Ritze being denied, there is no further action needed on this
preliminary plat request.
Public Rearing - A conditional use request to allow as a home occupation
a beauty shop in an R-1 (single family residential) zone. Applicant,
Karla Dickey.
Karla Dickey was present to propose a conditional use request to be
allowed as a home occupation a beauty shop to be operated out of her
single family residential home. Chairperson Richard Carlson opened the
meeting for any input from the public. With no input from the public, he
turned it back to any discussion amongst the Planning Commission
members. A question was raised by Commission member Richard Martie if
Mrs. Dickey was aware of the conditions which go along with a home
occupation. Mrs. Dickey indicated she was aware of the conditions that
go along with the home occupation section of the ordinance. Chairperson
Richard Carlson questioned how many of these home occupation beauty shop
businesses we currently have in the city. Zoning Administrator Anderson
indicated that since he has come here in 1983 there has only been one
issued and that was this past September of 1987 to Mrs. Hoerschler, with
the other one being approximately one block from her residence an
existing beauty shop operated out of a house. If this one was approved,
we would have a total of three that have been allowed to exist as a home
occupation only under a conditional use.
With no further discussion, Chairperson Richard Carlson entertained for a
motion. Motion by Richard Martin, seconded by Cindy Lemm, to approve the
conditional use request to allow as a home occupation a beauty shop in an
R-1 (single family residential) zone. Motion carried unanimously with
Joyce Dowling absent.
7. Public Hearing - A conditional use request to allow construction of more
than one building on an unpiatted lot. A conditional use regLuest to
allow construction of an arrtment building in excess of the maximum
number of units allowed. Applicant, David Hornig.
Mr. David Hornig was present to propose his conditional use requests, the
first one to allow construction of more than one apartment building on an
unplatted lot, and the second to allow an apartment building to be
constructed in excess of the maximum number of units allowed. Mr. Hornig
indicated that under phase one, which would be approximately the nothorly
one-half of this unplatted tract of land, he is proposing to construct
one 36 -unit elderly housing project and one subsidized family housing
project. The second phase proposes to be two 12 -unit family subsidized
housing wits. Mr. Tlornig indicated according to the Wright County
Assessor, the 36 -unit elderly and 12 -unit family subsidized

apartment building would approximately bring an additional $31,000 to the
city's tax base. Chairperson Richard Carlson then opened the public
hearing portion of this request. With no input from the public,
Mr. Carlson entertained for any discussion from the Planning Commission
members present. Mr. Carlson questioned as to what type of construction
these apartment buildings would be. Mr. Hornig indicated the apartment
building units would be approximately 80-856 brick with the balance being
cedar. Mr. Carlson also questioned a time table for phase two.
Mr. Hornig indicated it could possibly be one to two years after the
completion of the first phase of the project should funding be approved
for his project. The applicant, Mr. Hornig, would have to have another
certificate of needs study done to see if there is a need for additional
units to be constructed first of all. Mr. Carlson also questioned
whether the West Seventh Street extension would be done at the same time
as the completion of the phase two of this project. Zoning Administrator
Anderson indicated to Mr. Carlson that the extension of west Seventh
Street would more than likely be completed at the same time as the
completion of phase two of Mr. Hornig's project in that future
development would dictate as to when West Seventh Street would be
extended and completed.
Zoning Administrator Anderson indicated to Chairperson Richard Carlson
that he received a letter from one of the affected property owners, and
he would like it read aloud as public testimony in this conditional use
request. Chairperson Richard Carlson read the letter that was received
e from Mr. John Beattie representing his company, J.B. Properties, and all
of the owners and investors of the apartment buildings which his firm
manages for these investors. With no further input from Planning
Commission members, motion was made by Richard Martie, seconded by Cindy
Lemm, to approve the conditional use request to allow construction of
more than one building on an unplatted lot; and approve the conditional
use request to allow construction of an apartment building in excess of
the maximum number of units allowed with the following conditions:
A. The buildings be allowed to be constructed in two phases.
B. A portion of this unplatted property be dedicated as shown on the
enclosed site plan to the City for the public right-of-way needed for
the proposed extension of West Seventh Street.
Motion carried unanimously with Joyce Dowling absent.
8. Public Hearin- A rezoning p request to rezone part of an unplatted tract
of land from L3 (highway Dusinessi to PZM (Performance zone mixed)
zoning. If property is rezoned, a conditional use request to allow
construction of an arrtment building in excess or the maximum numner of
units allowed. Applicant, Metcalf R Larson.
Mr. Jim Metcalf was present to propose a rezoning request to rezone a
portion of an unplatted tract of land owned by Mc. Stuart Hoglund.

In review of the site plan which was submitted by the applicant, the
minimum lot square footage, building setbacks, open parking spaces, and
enclosed garage spaces have met or exceeded the minimum requirements of
our ordinance. one thing to note is that additional land area was
required to accommodate on-site holding area ponds for water run-off from
the building and the asphalt parking lot and driveways for this
particular project.
Chairperson Richard Carlson then opened it for any input from the
public. With no input from the public, he opened it for discussion that
the Planning Commission members may have with the applicant. Commission
members thought the project would be a good project for the area. They
were very uncomfortable with just rezoning a portion of this unplatted
land. ckmnission members felt -that if the entire area of land owned by
Mr. Hoglund would be proposed to be rezoned, they would look favorably at
rezoning of the entire area.
With no further input from the Planning Commission members, motion was
made by Richard Martie, seconded by Cindy Lemm, to approve the rezoning
request to rezone part of an unplatted tract of land from P-3 (highway
business) to PZM (performance zone mixed) zoning with the following
condition: That the entire unplatted tract of land be rezoned. Motion
carried unanimously with Joyce Dowling absent. Motion was made by
Richard Martie, seconded by Cindy Lemm, to approve the conditional use
request to allow construction of an apartment building in excess of the
maximum number of units allowed with the following condition: That the
entire area of this unplatted tract of land be rezoned. Motion carried
unanimously with Joyce Dowling absent.
9. Public Hearinq - A rezoning request to rezone{lotted lots from B-4
(reNlonal Duainess) to PZM (pertormance zone mixes) zoning. It property
is rezoned, a conditional use request to allow construction of an
apartment bulldin in excess or the maximum numDer or units allowed.
Applicant, Metcalf 6 Larson.
Mr. Jim Metcalf was present to propose rezoning of a portion of Block 51
from B-4 Iregional business) to PZM (performance zone mixed) to
accommodate construction of a proposed 28 -unit subsidized elderly
project. The site plan so presented met the minimum requirements of the
ordinance. Zoning Adminiotrator Anderson indicated there were three
additional properties with businesses currently operating that would have
to be purchased or obtained on an option prior to thio becoming a
proposed project. These properties could be acquired, relocation of
those three businesses could take place, demolition of their buildings,
and we would then have a cite that would be ready to sell to the
applicant, Mr. Jim Metcalf.

Mr. Ren Maus, President of the Monticello HRA, was present to update the
Planning Commission members on the progress they have accomplished in the
negotiations for the purchase of these three business buildings. With no
input from the public, Mr. Carlson opened it up for any discussion with
Planning Commission members. Chairperson Richard Carlson questioned as
to what would be happening within the alley. Currently as it exists,
there is no alley there even though it's being used as alley; it's all
private property. Zoning Administrator Anderson indicated it could be
negotiated for purchase of that as part of the tax increment district to
re-establish the alley -way through there with the City retaining the
ownership of that.
With no further input from the Planning Commission members, motion was
made by Richard Martie, seconded by Cindy Lemm, to approve the rezoning
request to rezone platted lots from B-4 (regional business) to PZM
(performance zone,mixed) zoning with the following conditions:
1. The rezoning request be approved for a period not to exceed
December 31, 1988, or sooner if the application for the proposed
subsidized elderly project is not approved.
2. A revised final site plan be submitted to the Planning Commission in
its entirety prior to the application for a building permit.
Motion carried unanimously with Joyce Dowling absent. Motion was made by
Cindy Lem, seconded by Richard Martie, to approve the conditional use
request to allow construction of an apartment building in excess of the
maximum number of units allowed. Motion carried unanimously with Joyce
Dowling absent.
ADDITIONAL INFORMATION ITEMS
1. Conditional use request to allow outdoor sales in a B-3 (highway
business) zone. Applicant, Monticello Housing and RV Center, Inc.
Council action: Approved with conditions.
2. Tabled request for a preliminary plat review of a proposed new
subdivision plat. Applicant, Charles Ritze. Council action: Table the
preliminary plat request. Inform Mr. Ritze he could apply for a variance
request.
3. City of Monticello Annexation Update. Zoning Administrator Anderson
asked Mr. Jim Metcalf, who wan present at the meeting, if he could
explain to Planning Commission members some of the action that was taken
by the Municipal Board at the annexation hearing hold this afternoon.
Mr. Metcalf indicated portion would be annexed into the city with the
new area proposed being part of Rent Rjellberg'o property consisting of
approximately 90 acres, and part of the area owned by Mr. John Sandberg
on what is known as the Halliger Tree Farm. The total acreage possible
to come into the city when he left the meeting wan approximately 160
acres.

A. REFERENCE AND BACKGROUND:
The applicants for the Monticello Planning Commission position will be
present at the meeting to field any questions you may have of any of
them. Mr. William Wiesbrod will not be present, as he has a meeting
conflict, but he would still like to have his name submitted for possible
appointment to this position. As you will note in the submitted agenda
supplement, copies of a little description about each of the applicants
is enclosed. City staff would suggest that you ask any questions of any
of the applicants present and make your decision with the enclosed
supplement sometime afer the completion of the meeting and submit it back
in the enclosed self-addressed, stamped envelope prior to the Monday,
March 14, City Council meeting.
B. ALTERNATIVE ACTIONS:
1. Make a recommendation to the City Council for a new member applicant
by unanimous vote at the Tuesday Planning Commission meeting.
2. Make the recommendation to the Monticello City Council for a new
Planning Commission member in the attached letter submitted with this
agenda supplement.
C. STAFF RECOM7ENDATION:
City staff recommends that the planning Commission members review with
each of the applicants that are present any questions which you may have
of them. we suggest that you use the enclosed letter on which each of
the Planning Commission member applicants names are listed and submit it
back to the Zoning Administrator by Friday, March 11, 1988. When all
lettere are received, the Zoning Administrator will tabulate the results
and send you a copy of the reoults prior to the City Council meeting on
March 14, 1988.

Planning and Zoning Committee position that will be available
soon, here Is a brief personal description.
My name is Candi Thilquist. I currently reside at
116 Hedmian Lane. Monticello. Minnesota.
I have lived and worked in Monticello 18 years. My current
position is with NSP at hte Monticello Training Center as an
Administrative Aid. My duties are to maintain all personnel
records for Monticello Nuclear Plant personnel, crater all
supplies, and general secretarial duties.
I have Sed several diverse positions locally, one of which
was with the City of Monticello es a cashier at Hi -Way Liquors
while under the management of Mark Irmiter.
I have three high school age daughters currently attending
Monticello Senior High.
I am interested In the Planning and Zoning Committee position
for at least two reasons, one being personal change.
The second, additional knowledge of perhaps state and certainly
local laws and ordinances. There also seems to be it caries of
issues in my neighborhood recently regarding everything from
pnto,to domestic arguamentb, to the care of one's home and
property. Hopefully thio experience will help all of us to
solve these problems In a evil manner.

Dear Mr. Anderson
I am very interested in becoming a member of the city planning
commission.
My family and I moved to Monticello last July. Currently we are
renting a home on Lake Ida, but we have purchased some land and
are planning to start home construction this spring.
My wife works at Little Mountain Dental Clinic, we have a daughter
in 8th grade, one boy in 5th and another in 2nd grade. I am
employed by Tennant Co., a manufacturing company in Golden Valley,
as Corporate Safety Manager. I have been with that company for
almost 17 years. I started as an Industrial Engineer, spent almost
5 years doing that, then moved in a supervisory position for 7
years. Currently, I am responsible for Safety, Security and Hazardous
Materials and Waste programs for the entire company.
Years ago my wife and I decided that if we ever would move from
our home in Afton we would move to the Monticello area. We felt
this way after I talked with a number of people at Tennant Company
who live in this area and after so many "drive throughs" on our
way home from the cabin up north.
Now that we are here, we like it even more than we thought we
would. We have been very impressed with the schools, both elemen-
tary and junior high. I like the "small town" feeling even though
the total population does not indicate that.
I am excited about the future hero. I fool that there is a lot
of potential for this area in terms of business, industry and
residential growth. I would like to take part in planning the
future.
Although I have no city planning experience to offer, I have a
groat deal of diversified busineac experience, considering 17
yoara at Tennant Co. and working for Control Data, Sperry, N.W.
Bell and Electric Machinery Mfg. Co. before that. I attended the
Univeraity of Minn000ta (night ochool) and got my Bacheloro Degree,
and last June received an Applied Science Degree in Occupational
Safety and Health from Inver Hillo Community College.

A. REFERENCE AND BACKGROUND:
Enclosed in your supplement you will find the final plat requirement for
a proposed new subdivision plat to be known as Oakwood Industrial Park
Second Addition. The City is now in the process of submitting bids for
the construction of the utilities to serve this proposed new subdivision
plat. Copies of these proposed plans are to be enclosed with your agenda
supplement or to be hand -delivered to you if they do not arrive in time
to be sent out with this agenda supplement.
B. ALTERNATIVE ACTIONS:

C. STAFF RECOMMENDATION:

A. REFERENCE AND BACKGROUND:
As part of the Municipal Board decision, approximately 160 acres of land,
including the Kjellberg East Trailer Park, is proposed to be allowed to
be annexed into the city of Monticello. The developers developed a
formal sketch plan to be presented before the Municipal Board with a
proposed layout of lots in blocks in this unplatted tract of land. We
have met with the developer only once, that being Friday, March 4, 1988.
Several of oui concerns were brought up to the developer, and he
indicated he would like to proceed with his plan as presented and work
out the details of some of our concerns prior to his developing the
preliminary plat should it meet Planning Commission and City Council
approvals. One of our biggest concerns is that because it is in the
Township now doesn't necessarily mean that the City will accept this as
part of the Municipal Board's decision. Second of all, the developer
engaged the services of Taylor Land Surveyors to do a layout of lots
within blocks in this unplatted tract of land. The developer is
proposing to be allowed to have it developed with the way he has it laid
out subject to some small revisions which he hopes to work out with the
City prior to developing it into a preliminary plat. We, the City staff,
feel that first of all zoning should be applied to this unplatted tract
of land, recognizing that there is nothing on the land right now and
apply some type of zoning to it. With the type of zoning that we would
apply to it subject to some possible revisions, the developer should
formulate his proposed sketch plan for the development of this land
around the zoning which we have attached to it and also around the
proposed accesses of proposed roadways to this property to or through
this property. The developer is seeking Planning Commission approval of
his plat as presented subject to some changes that he feels he can work
out with the City staff.
B. ALTERNATIVE ACTIONS:
1. Approve the sketch plan as presented.
2. Deny the sketch plan as presented.
3. Approve the sketch plan as presented subject to some conditions which
the Planning Commission may address.
4. Table the developer's sketch plan request and have him come back to
the next Planning Commission meeting with a revised plan that the
City staff has had sufficient time to work with the planning of this.

City staff recommends that the Planning Commission table the developer's
sketch plan request for this proposed new subdivision plat. we have met
formally only once with the developer looking at his proposed layout of
this unplatted tract of land into lots within blocks. By tabling this
request, it would allow the City staff to work with the developer to
better formulate a proposed sketch plan that could be formulated into a
preliminary plat. One of our concerns is the proposed expansion of the
mobile home park across the north side of the power line easement. we
feel that power line easement would be best served as a natural buffer
area to the existing trailer park and to allow expansion east and
possibly south with further annexation of additional lands needed for
this.
