Next meeting scheduled July 25, 2013. 11. Adjourn. 1 SPECIAL PARKS COMMISSION MINUTES I Mar 4, 2013 MINUTES SPECIAL PARKS COMMISSION MEETING THURSDAY MARCH 4, 2013 - 8 A.M. "To enhance community pride through developing and maintaining City parks with a high standard of quality. " Members Present: Larry Nolan, Nancy McCaffrey, Tim Stalpes Members Absent: Brian Stumpf, Council Liaison Others Present: Tom Pawelk, Park Superintendent Bob Paschke, Public Works Director Alan Heidemann, Parks Commission Applicant Jack Gregor, Parks Commission Applicant 1. Call to Order. Chair Larry Nolan called the meeting to order at 8 a.m. and declared a quorum present. 2. Approve Minutes of January 24, 2013 Parks Commission Meeting. NANCY MCCAFFREY MOVED TO APPROVE THE MINUTES OF THE JANUARY 24, 2013 PARKS COMMISSION MEETING. TIM STALPES SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. 3. Citizen requests and comments. None. 4. Consideration of accepting Gene Emmanuel's resignation from Parks Commission. Tom Pawelk informed the commission that Gene Emmanuel sent in his parks commission resignation via email. Gene indicated that he is resigning as his new job doesn't allow him the flexibility to attend meetings. Tom said that he will bring in a card for all to sign at the next meeting to thank Gene for his years of service as he was a great asset to the group. TIM STALPES MOVED TO ACCEPT THE RESIGNATION OF GENE EMMANUEL FROM THE PARKS COMMISSION. NANCY MCCAFFREY SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. Page 1 of 3 SPECIAL PARKS COMMISSION MINUTES I Mar 4, 2013 5. Recommendation of removing Beth Bigelow from Parks Commission in accordance with Citv Ordinance Chapter 6, Section 2-6-5. Tom Pawelk indicated that in accordance with the city ordinance it is necessary to replace Beth Bigelow's seat on the Parks Commission due to non-attendance in 2012. Nancy McCaffrey stated that she felt Beth was an asset to the commission and offered insights on the recreation needs of young families in the community. If things change for Beth in the future, Nancy said that she would like to see her return to the commission. TIM STALPES MOVED TO REPLACE BETH BIGELOW'S SEAT ON THE PARKS COMMISSION. NANCY MCCAFFREY SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. 6. Recommendation to appoint Alan Heidemann to fill the vacancv from Gene Emmanuel, completing his Parks Commission term until 12/2015. Alan Heidemann introduced himself to the commission. Alan said he is new to Monticello but that he grew up in the northern suburbs. He moved to Monticello in November with his fiance. He said he is interested in getting involved in the community and helping out where he can. His work is flexible so the meeting times are not a problem for him. Alan indicated that one of his main interests is trails and pathways. NANCY MCCAFFREY MOVED TO APPOINT ALAN HEIDEMANN TO FILL THE VACANCY FROM GENE EMMANUEL, COMPLETING HIS PARKS COMMISSION TERM UNTIL 12/2015. TIM STALPES SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. 7. Recommendation to appoint Jack Gregor to fill the vacancv from Beth Bigelow, completing her Parks Commission term until 12/2013. Jack Gregor introduced himself to the commission. He said that he and his wife have been in Monticello for five years and this is their forever home. Jack said that he wants to get more involved in the community and have the chance to utilize his park and rec degree as he has a passion for parks. Jack is a member of the Monticello Chamber and he is recently employed as the sales and marketing rep for River City Extreme. He said he's excited to be part of the community and to give back. Jack said that he hopes to be a part of this group for a long time. Jack indicated that one of his main interests are ball fields and sports complexes. Tom Pawelk indicated that every spring it's important for the parks commission members to get a tour of the city parks where projects may be occurring. Spring Park tour scheduled for Thursday, April 41h at 8 a.m. The tour will last for a couple hours and all members should meet at the Public Works Facility to start the tour. 9. Adiourn. So two years ago, Bol built a miniature model of a library, filled it with books for anyone to take, and placed it outside his home in Hudson, Wis. He says people loved it. "People just kept coming up to it, looking at it, patting it, saying 'oh, it's cute,' " Bol recalls. From that idea, hundreds of similar Little Free Libraries are popping up on lawns across the country. They're tiny — no bigger than a dollhouse. Some look like miniature homes or barns. After building the first library, Bol thought the idea had potential to spread. He contacted his friend Rick Brooks, who is an outreach program manager for the Division of Continuing Studies at the University of Wisconsin. He guesses there are 300 to 400 in existence. "We are estimating that for every one we know about, there are two or three others being built," Brooks says. Little Libraries can now be found on lawns from Oakland, Calif., to Yarmouth, Mass. Overseas, you can find them in places such as Berkamsted, England, Hamburg, Germany, and Accra, Ghana. In Wisconsin, Brooks says prison inmates recently started building the libraries, which will soon be posted in several Wisconsin communities. He says a project is in the works in New Orleans to create libraries out of Hurricane Katrina debris. People who use the libraries don't have to have a library card, or follow any formal checkout procedure. The libraries have signs that simply ask users to return a book there are no fines if they don't. I live in Hunters Crossing development. She said the park will not be built until the neighborhood is half built the problem is that what constitutes hunters crossing. She said two developments are not even being built on. Is Hunter's Crossing the open field that is technically farmland because at that point all the kids will be grown in this neighborhood before we ever get a park.
