1. Call to order
Chair Larry Nolan called the meeting to order at 6:00PM and declared
a quorum present at the Monte Cl ub Parking lot.
2. Monte Hill Villas Development Site Visit.
The purpose of the special meeting was to visit the site of the
proposed Monte Hill Villas development. The Parks Commission has
discussed the proposed development at the past two regular meetings
but considered it very important to view this unique site.

Several sketches and aerial photographs of the area were provided by
city staff including the developer's May 16, 2005 Sketch Plat and a
marked up aerial photo of the area which gave the approximate
location of the Monte Hills Villas property, the Water Tower Park and
adjacent land.
The Commission walked to an area near to the top of the property to
view the land and get a sense of the scope of the project. It was noted
that there are a large number of very large oak trees on much of the
property. One can see a large part of Monticello and adjacent
property for several miles north and west. Some of the property is
very steep and probably will require considerable grading and/or
terracing to allow development. This would change the character of
the hillside.

The Commission then drove to the road near the north end of the
property to view it from that lower elevation. It was noted that the
Spirit Hills development has dedicated a parcel of their land for park
property that ties into the Northwest side of the existing Water Tower
Park. A paved pathway has been built on this land that goes to the
edge of Water Tower Park. This provides a great overview of
Monticello and adjacent area west and north of the city. About one-

half of the proposed Monte Hill Vil1as development is also adjacent to
the west end of Water Tower Park.
The Parks Commission discussed various options for the development
and the park land. This included a land swap of some of the existing
Water Tower Park for some of the Monte Hills Villa land, dedication
of a smal1 parcel ofland adjacent to the Water Tower Park, accepting
cash in lieu of land and purchasing a parcel of land adjacent to Water
Tower Park. Providing public access to at least some of the Monte
Hil1 Villas property was considered very important due to the
prominent location of this property in the City of Monticello. It was
noted that the city name, Monticello, was inspired by this "little
mountain" It is the dominant geographical feature of the City and the
adjacent area.

A motion was made by Rick Traver and seconded by Nancy
McCaffrey to recommend that the City obtain approximately the
northern ~ of the Monte Hills Villas property from Fenning Ave east
to the existing Water Tower Park by park land dedication and
purchase. This will preserve the wooded nature of at least part of the
Monte Hills Villas, tie it into the existing Water Tower Park and allow
a pathway to be eventually constructed from Fenning Ave to the top
of the Water Tower Park. This will also al10w this important
geographical feature of Monticello to be preserved in its present
undeveloped state for public use. The motion was approved
unanimousl y.
The meeting adjourned at 6:45PM.

1. Call to Order
Larry Nolan called the meeting to order at 4:30 p.m. and declared a quorum present.
2. Approve minutes of the Mav 27. 2004 re!!ular Parks Commission meetin!!
Nancy mentioned that on page 6 under Hillside Ball field Improvements it should read
Hillcrest Ball field Improvements, with that change she moved to approve the minutes ofthe
April 28.2005 Parks Commission meeting. Fran Fair seconded the motion. Motion carried
unanimously.
3. Consideration of addin!! items to the a!!enda
No new items added

Citizen comments and reauests
Butch Lindenfelser was present to discuss the Monti Villa project. He stated he had not seen
the new plans for the project and was interested in what the city engineers were proposing.
Since no one was available with the plans at the meeting until later Mr. Lindenfelser withheld
comment.
5. Review of Hidden Forest/Sunset Revised Park Plan - Mark Woolston.
No one was present to discuss the revised plan. Adam Hawkinson commented that he had
given them the playground equipment list and specifications for trails.
6. Ea!!le Scout Proiect Update - Phillip Simondet
No one was present to discuss this update.

Discussion ofTnformal Bike / Skate Park
.
Adam Hawkinson eXplained that during the city tour with the City Council they were curious
about the lack of equipment for the 12 to 16 yr old youth. They asked if something could be
done like the Bike park like the one in Maple Plain, which is a series of planned dirt mounds
for jumping bikes within a trail. There was some concern with creating something that may
compete with the Monticello Community Center, but Adam eXplained he had discussed this
with MCC staff and while they had some initial concerns, they felt it could compliment their
facility. Other concerns that were discussed were liability issues as well as the lack of
supervision and the concern it could become a "hang-out". It was decided to table this issue
and include on the park tour potential areas for such a park.

Discussion of establishin!! area for racin!! of electronic cars
Adam discussed some options for the development of areas for the use of electronic cars.
No conclusions were reached
9. Proposal for Public Works for Cost of trail work bv Riverside Cemetery
Adam presented a bid to asphalt the driveway into the cemetery and it would amount to $9950
from Omann Bros. lfthe city crew did the work themselves the asphalt and materials would
cost $7838. These numbers could change if more base would have to be added to existing
surface. Action was to have Adam look for another bid and ask John Simola about time for
Street Crew and if they would be available to lay the asphalt. Note: no money was budgeted
for this so it would have to go before council for approval.
10. Park Maintenance Items
Adam presented the work list for the Park Department staff for the month 4/20 - 5/26. Of
special attention was the tree-planting program. Most all trees have been planted.
Adam also presented a spreadsheet or checklist of items that need to be taken care of in the
parks. He stated that as he is asked to take care of items he would add them to the list and
date them as they become completed.
Nancy requested he add graffiti on the bridge between the bridge parks to his list. Also was a
request to replace the sign on the path describing the elevation drop at Bridge Park-East
.
11. Updates
. Walk & Roll
Larry reported that he and Nancy set up the booth under the shelter @ Pioneer Park.
The traffic was a bit slow because of the rain, but it picked up toward the end. Larry
noted that Pioneer Park "Looked Great". He also noted we need to prioritize the
paving of the parking lot. Adam stated it is budgeted for this year.
. Video Parks
Adam discussed putting video cameras in the parks in an effort to catch vandals. It
would cost $2 k -$3 k per park.
. Battle Rapids Area - Discussion on allowable work
Adam reported he continues to get complaints from a gentleman to clean up branches
in this park, primarily so he can see the river. Rick Traver reported that he has had a
gentleman complain that we had done some thinning of the branches already and he
would like to have it remain more natural. Commission Stance is that it is not a
developed park, and we should stay with our current maintenance plan of flail
mowing 2x per year, clean up dead branches and spray weeds.
. Update on Hunter's Crossin!!
. Park Tour
Park to date was set for Wed June 15th @ 3:30. Adam will get a van for the tour.
. Poplar Hill Update
Adam stated he was presented a letter from Jeff O'Neil regarding grading of the ball
fields and receiving park credit for the grading. It was understood that the grading
plan was part of the developers' responsibility and no extra credit was to be given.
Since the letter was a bit vague, Adam was going to talk with Jeff to clarify.

. Monti Hill Villas ulldate
Jeff O'Neil and Steve Grittman present a new plan for the Monti Hill Villas. This
new plan calls for the elimination of the southernmost 7 units, turning that property
into an addition to the park, while trading existing parkland to fill out the
development. The main purpose for the change would be to preserve the sight lines
of Monti Hill. Since it is difficult to envision the property from a map the Park
Commission decided to hold a special meeting on Tuesday 5/1 @ 6:00 p.m. to get a
visual layout of the property in an effort to make a more informed decision.

Rick Traver made a motion to adjourn the meeting at 6:00 p.m. Seconded by Ben Hitter.

Subject: Poplar Hill Park Design Questions
The following are review comments received pertaining to the park design for Poplar Hill, which
need more clarification. Is it possible to get a sketch of what the City has in mind for the park
design (ie. flat top berms along the soccer fields and field location/layout)? Also, can I get the
typical street section detail for School Boulevard?
1. Create flat top berms along the soccer fields outside of the swales for spectators.
2. Stagger the soccer fields. Shift the middle soccer field to the northeast. The remaining
area adjacent to the parking lot can be used as a warm-up area.
3. 150 spaces are required for the parking lot. Check with Steve Grittman. (I was told to
provide 150 spaces starting at the north where the parking lot is currently shown and then
eliminate the rest to the south and extend the parking lot entrance road.)
4 Make the field adjacent to School Blvd. as long and wide as possible.

Chuck forwarded me your message--we talked about it and asked me to
respond to you. It wllJ not be a pcoblem to get you a revised draft of
the Transportation Plan by noon on June 1 (however many copies you
need). The only thing that might not be possible would be Lo update the
sidewalk/trail figure (Figure 5.2) as we talked about at our meeting
last week. We are in the process of adding the proposed new roadways to
the base graphic to get to you to mark up; I think we can get that out
today or tomorrow at the latest. Would it be acceptable if the revised
Figure 5.2 is not included in the draft to be sent in the packet on 6/1?
alSO, I have a call into Steve Grittman to see if he has maJor comments
on the existing draft of the Transportation Plan (we sent him a copy as
a cc to you in February). Chuck and I assume that he wiLL not have
substant.ial jssues, but 1 suppose it is possible that he mo.y.
