Transportation Plan Adjourn. . NOTES TO PARK COMMISSION AGENDA July 28, 2005 5. MCC/Swan River Charter School Park Proposal. Representatives of the Swan River Charter School came before the Council at a previous meeting with a proposal for a playground on the school property. The proposal called for the City and School to split equally the approximately $121,000 cost for the 5,000 sq. ft. fenced in playground. In addition the City was to provide the liability insurance for the facility. The playground would be available for public use when school was not in session. Attached to the agenda are proposals from various vendors for the playground equipment. Representatives from the firms will be present at the meeting to make a presentation. The vendors arc Midwest Playscapes, Flanagan, EF A, Minnesota/Wisconsin Playground and Webber Recreational. The Council did not address: 1. If the City participates in this project where is the $60,500 for the City's share of the project coming from. If it is taken from Park Funds, is it coming out of this years budget or is it something to be budgeted in 2006. . 2. Insurance - Can the City provide insurance on equipment they partially own on land that the City doesn't own? If they can what is the cost of the insurance to the City? The Parks Commission may want to review the priorities they have for park development. The public will have limited access to the site (non-school hours) and if the Council determines that the $60,500 is to come Ji-OI11 park funds, is this money the Parks Commission feels can be put to better use somewhere else. It was noted at the Council meeting that there is no park/playground in this area. The Parks Commission may want to review this area to determine if this is the best location for a park/playground or if there arc other sites to be considered. 7. Mississipoi Park Update: At an earlier Council meeting the parking at the Mississippi Park was brought up. John Simola indicated that they had looked at various designs for parking but it had not proceeded any further and had submitted a sketch. I'm assuming that the Council would probably expect something to be done before the next viewing season fi)f the swans. Attached are Council minutes relating to the above items.. . . . . Council Minutes - 6/27/05 portion of the City, drive through the area noting any problems and report their findings back to the full Council. Clint 1 lerbst felt Brian Stumpf's suggestion was a good one. Jeff O'Neill stated that statl should prepare a list of violations since staff knows what the ordinances arc and the Council may not. Clint Herbst added that the Council may have to look at their ordinances as far as enforceability and, if necessary, the ordinances may have to be amended. Kevin Peters, 7382 County Road 39 asked about the status of the rezoning for the Hidden Forest development. He was not able to attend the public hearing conducted on this matter by the Planning Commission. Clint Herbst informed him that the rezoning had not come bef()fe the Council for approval yet. .lefT O'Neill stated that the item should come before the Council at their next meeting. Isabelle Olson from the Swan River Charter School came before the Council to discuss a playground for the children in the down town area. She stated there is no play area for the children in this location other than the MCC and membership is required for use of most of their facilities. The school is planning to install a playground at some point and Isabelle Olson suggested the City look at this as a shared project with the school. The school would be willing to have their land open f()r this type of use. Clint Herbst stated his first reaction was to question whether this collaboration was appropriate or not. .lefT 0' Neill stated that the area between County Road 39 and TH 25 has been identified as an area of need. Initially the only park site identified for this area was Outlot A of Country Manor. At one time a portion of the MeC site had been discussed as possible site but that space is now being Llsed by the National Guard fe)r storage of their equipment. Tom Perrault, will pass this proposal on to the Parks Commission at their next meeting. Glen Posusta asked what the school was looking for trom the City. Isabelle Olson stated they would look at this as SO-SO venture. Glen Posusta asked ifthe facility would be open to the public when school was in use. Isabelle Olson indicated that the playground would not be open during that time. Jeff O'Neill stated that the City has funds available in the park dedication fund. Isabelle Olson said their plan for the playground had an estimated cost 01'$121,000. Jeff O'Neill stated the City would have to define the playground area and then see how it impacts parking for the Community Center site. Isabelle Olson said the playground would be located next to the church. The play area would be fenced in because of liability issues with the parking lot nearby. The play area would be approximately 5,000 sq. ft. Isabelle Olson said the City would have to provide the liability insurance for the playground. 5. Consent a2enda. A. Consideration of new hires and departures. Recommendation: Ratify the hires and ~ ..J Council Minutes - 5/23/05 . John Simola stated the report from Bolton-Menk would not be available until late August. The City is very close to being out of capaeity so the City eannot delay too long. He felt the City should show the same diligence in studying the biosolids as they did when they studied SBR (Sequence Bateh Reactor).. Grass: Glen Posusta cited many places in the City where the grass exceeds 6" and asked whether blight notices were being sent out and the ordinance enforced. Jeff O'Neill said he would check to see if any sweeps were scheduled. Glen Posusta questioned the weeds growing in the open field across from Wal-Mart and whether anything could be done to control that. Liquor Store Sign: Glen Posusta asked about this since it was an issue when Vaughn Veit put up the Towne Centre. Jeff O'Neill said the MCC is proposing a reader board that could be combined with the liquor store. G-Icn Posusta felt the City should clean up its own act on signage. He felt the existing sign detracted from the liquor store. Clint Ilerbst felt this should be looked into and suggested staff get some cost estimates. Rick Wolfsteller noted the cost of the original sign was $10,000 and that the Towne Centre sign is on the liquor store property. Glen Posusta felt that Towne Centre would be agreeable to a monument sign.. . Chelsea Road Parking - Glen Posusta asked about parking on Chelsea Road by the high school balliields. Vehicles are parking on the north side and everyone is crossing the street which is a safety concern because Chclsea Road is busy street. Wayne Mayer observed that they are parking on that side to avoid the foul balls. John Simola stated that once Chelsea Road is upgraded there should not be any parking on Chelsea Road. * Parking Lot - Mississippi Drive: Glen Posusta asked if the proposal for parking at this area could be revisited. John Simola stated that they had prepared a number of sketches but the property owners did not want to be looking out the window at a parking lot. Clint Herbst suggested diagonal parking. Glen Posusta felt that diagonal parking on both sides of the road would not be as offensive as internal parking lot. Glen Posusta would like the Parks Department or Parks Commission to some up with some plan for utilizing the lots available for a passive park. DMV - Glen Posusta said he had talked to Kitty Baltos about creating space in the MCC f(Jr the DMV onice. Kitty Baltos thought it might be possible to put then in the area where the child care area is but there would have to be some rearranging done. He noted there are a lot of issues with the DMV such as people having to wait outside in line when they are busy, standing in lines and mold issues. Glen Posusta wanted to know who would make the determination in rearranging the space. Clint Herbst felt it was worth looking at. JeiTO'Neill said it was thought that the DMV would be a use that would not mix with the activity level of the MCC. . Monte Club Development - Wayne Mayer noted that the development plan for the Monte Club Villas I incorporated some City owned park land. Wayne Mayer said this is suppose to come before the Parks Commission this week and he questioned why the developer would be bringing it back. Steve Grittman said the developer's original proposal would wipe out all the trees and place as many townhomes on the site as possible. Using City park land was a way to design a residential development that would the leave the trees and more of the hill intaet. Staff had a couple of ideas that they felt were worthy of consideration. Steve Grittman felt the original design submitted to the Parks Commission poisoned the II . .1t . Council Minutes - 6/27/05 Added I terns: Gas Service Line Replacement: John Simola provided background information supplied by Center Point Energy on their project to replace non-standard couplings in service lines. There is approximately 1,000 household in the City and the Township together where Center Point Energy is proposing to replace the service lines. After researching the problem Center Point Energy determined it was more economical to replace the service lines. The service line replacement project will begin the first week in August and go through mid-October. Center Point Energy has requested to use the storage facility across from the Public Works facility to house their equipment while working in this area. They have also asked to put a link on the City's website so affected residents can access information on this matter. There will be a separate crew doing the restoration work and they want a city staff member to work with the restoration crew acting as a link between the residents and Center Point Energy. Glen Posusta asked if property owners would get compensated for loss of trees. Clint Herbst suggested that staff check into that. John Simola said he would bring that information back to the Council at their next meeting. There was some discussion on relaying the information to the residents. It was felt with the link on the website, copies of the packet handed out by Center Point being available to residents, and with Center Point contacting the residents prior to the work being done, the residents should be adequately informed. Glen Posusta suggested adding something in the City's newsletter. Parking Lot - Mississippi Drive: John Simola submitted a sketch showing proposed head-in parking for the swan viewing area along Mississippi drive. He noted that this design does not gain much in the way of parking stalls. On street parking: Scott Douglas, Fire Chief asked that the Council consider allowing on street parking on one side only where streets are less than 30 feet in width and that the street are signed accordingly. Brian Stumpf asked that the Council revisit the parking ordinance and make sure that the ordinance reflects this. Bret Weiss noted on cul-de-sacs the City has allowed 30 leet with parking on both sides. Brian Stumpf asked that the Council consider this requirement for private streets as well as public streets. Bret Weiss said on private streets the City has allowed as streets as narrow as 24 feet but have required ofT-street parking. Bret Weiss said the City need to look at townhome developments as f~H' as private streets because the private streets are not signed for"no parking". He added that on one way streets there is typically parking only on one side. WWTP biosolirl5'.. Brian Stumpf questioned whether the Council was going to follow up on scheduling a trip to gather information about the biosolids treatment options the City is considering. John Simola said Bob Brown from Bolton Menk would be providing the data on the belt dryer system. 'fhe feasibility report on the biosolids options should come bef()re the Council in August. John Simola stated he is looking at land sites for sludge spreading in an effort to identify site that might be suitable. He added that purchasing additional land would just be a stopgap measure. Nancy McCaffrey asked, relating to Item #9, page 2, whether Adam Hawkinson had talked to the Public Works Director about having the Public Works staff do the trail work by Riverside Cemetery. Adam Hawkinson stated his understanding was that he was to obtain another quote which he did but he has not talked to the Public Works Director about whether this project could be done by Public Works personnel. The dock would be galvanized steel similar to what exists at West Bridge Park. It comes in various lengths 34', 40' or 44'. She stated that the funding of the project will be the responsibility of her son and will not involve city funds. However, since the dock is proposed to be installed on city owned land, it did require approval by the city. RICK TRA VER MOVED TO AUTHORIZE PHIL SIMONDET TO PUT IN A DOCK UP TO 44' AT ELLISON PARK AND WITH THE PROJECT REQUIRING NO USE OF CITY FUNDS. NANCY MCCAFFREY SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. Adam Hawkinson will clear this with the City Administrator and the Public Works Director. It was also felt that it might be good publicity for the project to present it to the Council as well. 7. Poplar Hill Park Desie:n Questions. David Adkins and Troy Gamble representing Insignia Development were present at the meeting. In the review process for the development, they received comments relating to the park design that they felt needed clarification. The developer stated that their agreement with the City was to grade the park area out flat and turn it over to the City. The review comments implied there was additional work that they would need to do. . Jeff O'Neill stated that there was a meeting scheduled with the developer in the coming week to address those issues and wondered what additional input they expected from the Parks Commission that they didn't already have. David Adkins responded that they didn't ask to be at this meeting but were requested to attend. Jeff O'Neill reiterated that these issues would be worked out at the meeting with staff and did not need to come before the Parks Commission. Larry Nolan stated that the Parks Commission desire was to obtain properly sized fields with adequate parking and the Parks Commission was not as much concerned with the landscaping aspects of the field design. Troy Gamble indicated that the soccer fields were 225 feet wide with 50 feet between fields. Jeff O'Neill showed pictures of a soccer field complex in Rochester which had similar dimensions to what is proposed for the Poplar Hills development. Adam Hawkinson stated his concern was that the layout of the fields allows flexibility for rotating the fields for use. Adam Hawkinson stated that as far as the grades of the field, the flatter the better. Troy Gamble indicated because of the sandy soils the fields should drain well so the fields can be fairly flat. He stated there is a 1 % grade on the proposed fields. Adam Hawkinson asked if there was sandy loam soil available for the field area so that they had good topsoil for establishing turf. .. "WI" There was some discussion on the two fields located on the other side of the road and whether they were big enough to be regulation size soccer fields. Jeff O'Neill thought they could be used when there were tournaments. Portable goals could be brought in and the field could be extended into the power line area. Adam Hawkinson felt that because of the trees these fields could be designed to be the primary fields. The proposal is that there would be five fields in this area and the park development would be synchronized with the home building. The developer is planning to start development in early August. 2 Park Commission Minutes - 6/23/05 . 10. Updates: Jefferson at Monticello: This development at the west end ofthe City would contain 2600 housing units. The ballfield complex will be done as part ofthe Jefferson at Monticello development. It was noted that while there was a number of green spaces throughout the proposed development there was no neighborhood park. The park layout is going to be redrawn and brought back to the Parks Commission. It was pointed out that the developer may take out some of the housing units and expand the commercial area of the development and they may also change the phasing of the development in order to get more of the single family and upscale housing available in the initial stages of development. The Parks Commission felt the development should include some play area as well as basketball courts. Rick Traver stated that when the ballfields are laid out the City needs to make sure they are laid out to allow adequate parking. Jeff O'Neill indicated that perhaps some of the park dedication generated by this development would go toward the purchase of the YMCA property. . YMCA: The City has met with the YMCA regarding the YMCA's proposal to sell the property in order to fund other programs they provide. The YMCA site is approximately 1200 acres but in order for it to be sold for development it would need city utilities. A task force has been set up of city, township and county officials to work on preserving portions of the site for recreational and public uses. The Trust for Public Land may also be working with the task force and the YMCA on this effort. There was some discussion on the time frame for this area to develop and the capacity in the city's wastewater treatment plant to handle additional development. Monte Hill Villas: The Planning Commission directed the developer to work with staff and come up with another plan. The Parks Commission noted that Monticello means" Little Mountain" and they felt that the loss of this high point ofland in the city to development could be detrimental. 6. Transportation Study. Jeff O'Neill asked for a volunteer from the Parks Commission to go through the proposed update of the transportation plan to see how the pathway/trail system matches up with the roadway system. Rick Traver and Tom Perrault volunteered to work on this. Fran Fair suggested that they show the current subdivision names as some of the developments have gone through several name changes. 8. Groveland Park and Fourth Street Park hard courts. Adam Hawkinson was requesting the Parks Commission authorization to proceed with getting the hard courts in these parks. He noted that the residents in Groveland had requested at the time the park was being developed that hard courts be included. The hard court at the Fourth Street Park was promised when a portion of that park area was used for the City's well site. . Fran Fair asked if funds had been budgeted for this. Adam Hawkinson said he thought there was but if not they could use the funds that had been budgeted for the parking lot which was not going to be put in this year. Nancy McCaffrey stated that it was important to continue with the 3 . . . Park Commission Minutes - 6/23/05 improvements for the Groveland Park so that the residents know the park is going to be developed even though it may be at a slower pace. NANCY MCCAFFREY MOVED TO PROCEED WITH INSTALLING HARD COURTS AT THE GROVELAND PARK AND THE FOURTH STREET PARK. BEN HITTER SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. There was discussion on where in the Fourth Street Park to locate the hard court. It was suggested that the hard court be put inside the hockey rink. Adam Hawkinson indicated the price of doing the whole rink in concrete would be about $34,000. He suggested doing the center in concrete this year and later put asphalt in the rest of the rink. The Parks Commission felt this was a good idea. 9. Park Maintenance. Adam Hawkinson submitted a list of work that the Parks Department had completed. Fran Fair brought up the planters at East Bridge Park and the difficulty the gardeners are having trying to find pots that would work. She also suggested that the City get a few more tables for East Bridge Park. Adam Hawkinson stated since they have added parks to the system, the City needs to purchase additional tables. Added Items: Drinking Fountain: Adam Hawkins suggested that drinking fountains be installed at some of the parks such as Pioneer Park, etc. He estimated the cost of a drinking fountain at between $300-$500. The Parks Commission expressed some surprise that these public facilities did not have a drinking fountains and indicated if the funds were available the staff should proceed with installing the fountains. Park Signs: At earlier meetings the Parks Commission discussed signs for the East and West Bridge Park and Parwest Park but had not authorized the signs. The lowest price received was $650/sign. The Parks Commission felt instead of a design, they would prefer that the signs have the Monticello logo instead. FRAN FAIR MOVED TO HAVE STAFF PROCEED WITH PURCHASE AND INST ALLA TION OF THE SIGNS FOR EAST AND WEST BRIDGE PARK AND PARWEST PARK. BEN HITTER SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. Adam Hawkinson stated that when the signs are delivered a committee will be set up to decide where they should be placed. Fran Fair mentioned that the East Bridge Park Gardeners will be getting funds from Prudential that are specified to be used in East Bridge Park. Fran Fair stated they would use it for replacement plants. There was some discussion on how that type of grant or donation needed to be handled as far as financial recordkeeping. Staff will check with the Finance Department and Rick W olfsteller to see what they would recommend. 4 . . . Park Commission Minutes - 6/23/05 Wright County Anniversary: Tom Perrault noted that Saturday, June 25th Wright County was celebrating their 150th anniversary from 10 a.m.-4 p.m. at the Historical Society. Fran Fair informed the Parks Commission that East Bridge Park was not going to be included in the Horticultural Society Tour. 11. Adiourn. RICK TRAVER MOVED TO ADJOURN AT 6 P.M. Downtown children in adjacent housing developments and surrounding neighborhoods currently do no have a playground available to them other than the indoor playground equipment at the Monticello Community Center (for a fee). In addition, one of the criticisms of some of the citizens of Monticello has been that by selling the property now occupied by the Swan River School, downtown citizen would loose recreational land close to the Community Center. By utilizing the school's property as a community playground, part of the grounds would again become available to all citizens and children. The proposed community playground would be located on the east side of the "Little White Church" facing the Monticello Community Center Parking lot and Monticello Community Center. The entire playground area would be secured by a Commercial Grade Steel Ornamental fence (4 foot high), with a large 10 foot wide double gate leading to the playground and the entrance of the church. . The playground area would consist of a two large areas, divided by a concrete walkway leading up to the church. On the South Side, 3345 sq. feet would allow for the placement of a climbing rock formation, which allows for climbing and growth motor activities. On the North Side, a varied playground structure would be placed, incorporating such elements as slides, climbers, swings, and hanging bars. This design incorporates elements for age groups from 2 - 12 years to allow children of different ages and abilities (including children utilizing wheelchairs) to utilize the equipment. The playground would be designed to fit with the existing historic church building. Both the "rock formation" and the playground would be secured within a wood fiber surface, allowing for ADA approved wheel chair accessibility of the equipment. After the initial construction costs, Swan River would maintain and upkeep the equipment and grounds at the school's cost.
