MINUTES PARKS COMMISSION Thursday, August 25, 2005 - 4: 30 p.m. "To enhance community pride through developing and maintaining City parks with a standard of quality." Members Present: Ben Hitter, Fran Fair, Nancy McCaffrey, Larry Nolan, Rick Traver and Council Liaison, Torn Perrault. Members Absent: None Others Present: Adam Hawkinson, Park Superintendent and Councilmember Wayne Mayer. 1. Call to Order. Chair Nolan called the meeting to order at 4:30 p.m. and declared a quorum present. 2A. Approve minutes of July 28. 2005 relular Parks Commission meetin2:. NANCY MCAFFREY MOVED TO APPROVE THE MINUTES OF THE JULY 28, 2005 REGULAR PARKS COMMISSION MEETING. FRAN FAIR SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. 2B. Approve minutes of AUlust 4. 2005 special Parks Commission meetin2. FRAN FAIR MOVED TO APPROVE THE MINUTTES OF THE AUGUST 4, 2005 SPECIAL P ARKS COMMISSION MEETING. RICK TRAVER SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. 3. Consideration of addinl items to the ae;enda. Adam Hawkinson added an addition to the capital outlay budget for 2006 and an update on a meeting held with Mayor Herbst and Chad and Michelle Brandt. 4. Citizens comments and reauests. None. 5. Review of Hidden Forest/Sunset Ponds park proposal. This item was tabled because the developer was not present. 6. Review and consideration of proposal for pavin!!: of cemetery road and pathway. Adam Hawkinson indicated that the Street Department would be willing to do the paving of the cemetery driveways. Because of budget considerations, he suggested that the two driveways further to the west should be done now and the remainder of the roads and the pathway could be done next year when the street improvement project takes place. Since these . . . two driveways wash out the most it is proposed to pave them first. They would pave from the road to the top ofthe hill about 90'-100' for each driveway. The estimated cost is about $1500. RICK TRA VER MOVED TO HAVE THE STREET DEPARTMENT P AVE THE TWO MOST WESTERL Y DRIVEWAYS AT RIVERSIDE CEMETERY. NANCY MCCAFFREY SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. Added item: Michael Blackstone from the Monticello Baseball Association came before the Parks Commission to see if they would be interested in having a scoreboard and batting cage installed at the Hillcrest Park. The association would provide the scoreboard and batting cage and install them at no cost to the City. The City would have to pay the electric cost for operating the scoreboard. Mr. Blackstone stated that they have volunteers who are donating time to install and maintain the improvements and an electrician who would do the electrical work. The Monticello Baseball Association was requesting Parks Commission approval to place the improvements at the park. There was some discussion on the most appropriate place to install the equipment and whether Hillcrest was the best park to place it on. Mr. Blackstone said they preferred the Hillcrest Park because that was a little league park. If the equipment is placed on Hillcrest Park, it was felt the batting cage should be on the westerly side and the scoreboard would go closer to the play area by the large tree. The association also talked about constructing a shed to house extra equipment. Since there is an irrigation system at the park, the shed could also house the electrical and the irrigation system. The are considering an 8' x 10' or 8' x 12' wooden shed. Again the question was whether there was adequate room at the park for all of these facilities. Adam Hawkinson questioned who would be responsible for maintenance and added there may be some liability questions. RICK TRAVER MOVED TO ALLOW THE MONTICELLO BASEBALL ASSOCIATION TO INSTALL AND MAINTAIN A SCOREBOARD, BATTING CAGE AND THE SHED WHICH WOULD HOUSE THE ELECTRICAL/IRRIGATION SYSTEM CONTINGENT UPON ADAM HA WKINSON APPROVING THE LOCATIONS OF THESE FACILITIES AND REQUESTED THAT ADAM HAWKINSON PROVIDE UPDATES TO THE PARKS COMMISSION AS THE INST ALLA nON TAKES PLACE. FRAN FAIR SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. Wayne Mayer asked if they had to get buried conduit to the scoreboard. Michael Blackstone indicated they would be running a conduit with coaxial cable. Adam Hawkinson said it could run along the outside of the fence. Larry Nolan asked when they anticipated the work would be done. It was thought the work could be done yet this fall. 7. Consideration of proposal for addition fields - Xcel Fields. This item was tabled. Larry Nolan will contact Jeff O'Neill on this item. . . . 12. 8. Review of proposed 2006 Capital Improvements Buded for Parks Department. Adam Hawkinson explained when the capital improvements budget was submitted at the last meeting he was unaware that the Street Department had included the skid steer in their budget. A portion of the estimated cost of the skid steer is being charged to the Parks Department. The estimated amount for the skid steer is $12,000. 9. Groveland Park. Mayor Herbst and Adam Hawkinson met with Chad and Michelle Brandt regarding the Groveland Park. The Brandts were told there is little Council support for moving the playground so the purpose of the meeting was to look if there were other options. Mayor Herbst suggested a fence but the Brandts did not want that. The Parks Department will try to get some trees from the Dahlheimer site to serve as a buffer between the Brandts and the play area. The Mayor indicated that the city would be going ahead with a hard court for the Groveland Park. 10. Park Maintenance. Adam Hawkinson did not have written list of the maintenance work completed but provided a verbal account of the activities of the parks department staff. Some of the items were: hydroseeding the Meadow Oaks area; ADA accessibility at Ellison park; dock installation at Front Street; work at East Bridge Park. Fran Fair reminded Adam Hawkinson of the excess daylilies that were available. Adam Hawkinson felt they would be able to use the daylilies at the Meadow Oaks area. 11. Review of eauipment at Balboul Park Adam Hawkinson submitted a picture of the equipment at the Balboul Park which is older equipment. He estimated the cost to put timbers around it and make it ADA compliant would be $2800. Adam Hawkinson felt the equipment should be removed. It is possible that the slide could be reused and possibly two of the swings. It was his suggestion to remove the equipment entirely and just leave a green area. Since the Par West Park is only 1-2 blocks away it was felt that play area could be used. It was recommended that a letter be sent to the residents around the Balboul Park letting them know that the equipment will be removed and that Par West Park should be used. FRAN FAIR MOVED TO REMOVE THE PLAYGROUND EQUIPMENT FROM BALBOUL PARK FOR SAFETY CONCERNS AND TO NOTIFY THE ADJACENT RESIDENTS OF THE EQUIPMENT REMOVAL. NANCY MCCAFFREY SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. Par West park sie:n. Adam Hawkinson had not received a revised drawing of the sign. . . . 13. Updates. a. Mississippi Park - John Simola, Public Works Director and Phil Elkin from WSB and Associates are working on a plan for the parking. It is hoped that the work can be done yet this year. b. Park dedication fee commercial property - Tabled c. Pathway Transportation Plan ~ Rick Traver reported that he had met with Jeff O'Neill but the plan had not been updated. They will meet again when the updated plan has been received. d. Insignia - Tabled. e. Update on Monte Villas site - There was some discussion on the park area for this development. Tom Perrault thought that it was a cash dedication in lieu of land. The Parks Commission also talked about the development and expressed some concern about the impact of this development on Water Tower Park. f. Excess fill material - It was noted there is 90,000 yards of fill material available from the development of the Monte Villas site. The Parks Commission discussed possible areas where the material could be used including Country Club Manor Outlot, Sunset Ponds or Hunters Crossing. g. Ellison Park Fishing Pier - Phil Simondet came before the Council with his proposal for a dock at Ellison Park. The Council recommended some change in design as far as the railing but gave approval for the project. Ben Hitter asked if anything had ever come of the proposed pathway in front of Monticello Ford. The Parks Commission felt for safety reasons this should be considered. Adam Hawkinson will get an update from John Simola on this. 14. Adiourn. RICK TRAVER MOVED TO ADJOURN AT 5:40 P.M. Special Parks Commission Meeting June 15, 2005 Members Present: Ben Hitter, Larry Nolan, Fran Fair, Nancy McCaffrey Members Absent: Rick Traver Council Liaison: Tom Perrault Staff Present: Adam Hawkinson, Parks Superintendent: Others Present: None 1. Call to order Chair Larry Nolan called the meeting to order at 3:30PM and declared a quorum present at City Hall. The Commission boarded a van and proceeded to tour several Monticello parks to inspect and discuss possible plans. No decisions were made. The parks visited and comments are noted below 2. Sunset Ponds. It was noted that the parking lot has been completed. The gas pipe line is in progress of being raised in the area of the park. The site work should be done by this fall. . 3. Sunset Ridge Park. Work has not started. We looked over the area of the development from the road. The ditch 33 area of the proposed development will require a lot of work. 4. Pathway from Gillard Avenue. Adam noted that cars have been using this pathway as a short cut. A sign has been posted noting that cars are not allowed. We may need a barrier. 5. River Mill Park. The planting by the park sign have been redone. The area near the street needs work to establish good grass. It appears that at least one tree needs to be replaced. . 6. Water Tower Park. The view from this area is very impressive. We will need to develop this park as the housing in this area gets developed. The impact on this park from the Monticello Club development is uncertain at this time. Special Parks Commission Meeting June 15, 2005 . 7. Pioneer Park. It was noted that work on the parking lot has started with the curbing installed. The turf in the park is in excellent condition. 8. Hunters Crossing Park. The park area has been graded, but it appears that there are some low spots that may need to be filled in as water is not draining properly. 9. Gold Nugget Development. It was noted that a pathway through the middle of the development is planned in addition to the seven acre park. 10.Wal-Mart Area. It was noted that the landscaping on the Wal-Mart property is very professional with trees, shrubs, grass and brick& metal fencing. Part of the pathway will need to be replaced after the road work is completed. . lI.Welcome to Monticello sign. It was noted that the sign located on Highway 25 and School Blvd. has been installed, including the lighting. It looks very nice. I2.Groveland Park and Pathways. Adam noted that some trees have been planted along the pathway this spring. The parking lot area will not be paved this year, but we would like to get the hard court in for basketball. The grass that was seeded last year is doing well and looks good. It is planned on planting some willow trees near the wet land across from the park. 13.Undeveloped land along 7th Street and Highway 39. This area may be a good spot for a wheel park that we have discussed in the past. The freeway is on one side and no houses are close by at the present time. This is city land. 14.Country Club Park. New play equipment has been installed and a path paved to provide ADA access. The old base ball out field fencing has been removed. The park is much improved over last year. . 2 Special Parks Commission Meeting June 15,2005 . IS.Cemetery Tour. As the cemetery care has been assigned to the Parks Department, this was included as part of the tour. It was noted that the gravel roads have had the low spots fill in and graded. We have a long term goad to pave the roads in the cemetery. Some landscaping in the area of the flag pole is planned. 16.Fishing Pier on the Mississippi River off of Front Street extension of West Bridge Park. The new paved pathway to the fishing pier looks great and makes it more accessible. The whole area has been cleaned up with fallen trees and trash removed, grading completed and grass planted as needed since last year. A big improvement! 17.West Bridge Park. It was noted that the Highway 25 bank has been cleaned up with a lot of small brush and weeds removed and bark added to prevent weeds from growing. It is planned to plant some appropriate shrubs on the bank area in the near future. . The committee concluded it tour of the parks and adjourned at 5:30PM. Submitted by Larry Nolan . 3
