SPECIAL MEETING - PARKS COMMISSION
Thursday October 13, 2005 - 4:30 p.m.
Members Present:
Fran Fair, Ben Hitter, Nancy McCaffrey, Larry Nolan, Rick Traver and
Council Liaison, Tom Perrault

1. Call to Order.
Chair Nolan called the meeting to order at 4:30 p.m. and declared a quorum present.
2. Review and discussion of proposed hardcourt for Groveland Park.
Park Superintendent, Adam Hawkinson submitted copies of the survey that was done by
the city in 2004, the petition submitted by residents of the Groveland development, the old G
Groveland Park layout and the revised layout and sketches ofthe parking lot plan.
The plan for the parking lot was prepared by WSB & Associates, Inc. the City's consulting
engineer. Larry Nolan questioned why they had gone with one entrance instead of two as was
shown originally. It was thought that was done to reduce the congestion and activity that two
accesses would create. Adam Hawkinson stated that he and the Mayor had met with
residents in the area and the Mayor indicated that while the City would take appropriate steps
to alleviate the noise and parking problems, the development of the park was going to
proceed. The City Council has stated that they do not want permanent bathrooms
constructed as part of the park development but they were open to having a shelter
constructed. The shelter is proposed to be 25' x 25' and would be located between the play
area and the hardcourt. The hard court was kept some distance away from the play area so that
there was a physical separation between the age levels of children using the park. Adam
Hawkinson stated he had the specifications for the hardcourt prepared and had gotten some
bids back. Although not all of the bids are in what has come in so far have been reasonable in
price. The dimensions of the hardcourt is 70' x 35'. It is proposed to be asphalt with a
concrete perimeter. The possibility of the hardcourt being flooded in the winter was
discussed.
The time frame for this project is to have the hardcourt started in October and completed yet
this year. The parking lot would be done in the spring of 2006. The Parks Commission noted
that the City requires other facilities to comply with parking lot requirements and they felt the
City should get the parking lot done as soon as possible.
Larry Nolan noted that the City had not received any written comments on the proposed
hardcourt for the Groveland area nor was there anyone in attendance at this meeting who
spoke for or against the proposed hardcourt.

Special Parks Commission Meeting Minutes ~ 10/13/05
FRAN FAIR MOVED TO PROCEED WITH THE CONSTRUCTION OF THE
HARDCOURT FOR THE GROVELAND PARK. RICK TRAVER SECONDED THE
MOTION. MOTION CARRIED UNANIMOUSLY.
Adam Hawkinson brought up an incident that had taken place with the rental of Ellison Park
where the people using the park facility would not clear out for the people who had rented the
park. Adam Hawkinson was having 5" x 10" signs made up stating when the facility was
rented, the facility would not be available for others to use. Adam Hawkinson provided the
Parks Commission with brief explanation of the park reservation process. He also noted that
they ordered some additional park regulation signs and had modified the sign to read in-line
skating instead of rollerblading.
Larry Nolan asked about the Club West development adjacent to Pinewood Elementary
School and wanted to make sure that the developer restored the pathway as soon as possible.
It was also suggested that a caution sign might be warranted where the entrance to the
development crossed the pathway. The Parks Commission directed Adam Hawkinson to
check into this.

5. Consideration of proposal for additional fields - Xed Fields.
Adam Hawkinson explained that if the Jefferson development continues, the exchange over
the freeway by the city ball fields will wipe out those fields, shorting the city of much needed
ball fields. Adam and Jeff O'Neill met to discuss options possibly tieing in some YMCA
property with the fields that are currently used to spread sludge from the sewage plants.
Rick Traver stated that ball fields arc a must and we have got to get a plan written in stone.
We have been trying to develop ball fields for many years and something always reverses the
process or certainly slows it down. It should be a priority for the City and the Parks
Commission.

lee Rinks
Adam Hawkinson was looking for direction from the Parks Commission regarding which
rinks to flood for the winter. With the added ice at the new arena, he wondered if we could
reduce the number of outside rinks. Adam stated it is difticult to get the rinks flooded at first
because the window to flood them is so small. After some discussion the commission asked
Adam to put some labor costs together to see if the city would save a substantial amount of
money. Rick Traver stated that while we will have a new arena with ice, the open ice times
will be limited, and if a persons schedule doesn't tit the open times it would be of no use to
that citizen.

Park Maintenance Items
Adam Hawkinson did not have a written list of the maintenance work completed, but
provided a verbal account of the activities of the parks department staff Some of these items
were: Weeding of Swan park and Fixing of Split Rail fence; Aerated Par West Park and
River Mill park; installation of swings at Ellison Park; Seeding of ball fields at Hill Crest Park
completed; letters were sent to residents around Balboul Park stating we were removing the
equipment from that park; Meadow Oaks culverts have been cleaned regularly as they are
prone to plugging.
Adam stated that with the lack of seasonal staff he had to spend a lot oftime working in the
field instead of on the administrative side of his job. He also mentioned that the street
department may not have time to pave the cemetery roads - Nancy McCaffrey stated this
would be terrible as we have not made many ifany of the improvements recommended by the
cemetery committee.
Adam presented several fountain options for West Bridge Park and Groveland Park. The
fountain would have to be a self standing unit at Groveland, the lowest bid being
approximately $800, and the fountain at West Bridge would be a wall mount unit with the
lowest bid being $655.
Adam presented the addition of a wall climber to Par West Park. Rick Traver asked if we had
the money in the budget to add to the park, and Adam stated that the money was available.
Hen Hitter motioned that we purchase the wall climber for Par West Park, 2nd Nancy
McCaffrey, motion carried unanimously.
Adam presented the bids for the Bolens Tractor, it was sold for $2626.26. Rick Traver asked
what was done with the money and Adam guessed that it went back into the general fund.
Rick Traver stated he hoped it went back into capital equipment purchases.

Pathwav at Cardinal Hills Park and alol1!! S. Side of School Blvd.
Adam Hawkinson stated that the city had a pedestrian traffic study done for traffic along
school blvd. The study showed that many of the children in the Cardinal Hills development
took a short cut through the city easement between two homes and two holding ponds. He
also stated that while the city will be putting a crosswalk at the easement, the city was looking
for support in adding a pathway through the easement and along the south side of School Blvd
along the Cardinal Hills Park up to the crosswalk. After some discussion we as a Park
Commission stated we are in favor of a pathway in these areas and asked Adam to proceed
with the construction of these paths.

Nancy McCaffrey made a motion to adjourn the meeting at 5:32 p.m. Seconded by Ben
Hitter. Motion approved unanimously.

Riverside Cemetery Weekend Burials
.
Recently we encountered a weekend burial which required a city employee to come in on a
Saturday, stake a grave, dig a grave, witness the burial and then backfill the grave. This took
approximately two hours and the employee was paid overtime. Currently, our fees do not include
the addition of overtime pay. Therefore, I am requesting that we add additional rates for (hand dug
burials) for weekends as follows:
PROPOSED
BURIAL TYPE CURRENT FEE WEEKEND FEE
Cremation Burial $80.00 $105.00
Infant Burial $100.00 $125.00
As you can see from the table above, this is an increase of$25.00 per burial. This fee would only
be charged ifthe burial would take place on a Saturday or Sunday; otherwise, the current fee would
apply.
Furthermore, it should be noted that we currently pay our contractor (Glunz) an additional fee of
$30 for weekend burials. We contract with Glunz for all of our burial excavations which require
heavy equipment such as a backhoe.
