1. Call to Order.
Chair Larry Nolan called the meeting to order at 4:30 p.m. and declared a quorum present.

3. Consideration of addine items to the aeenda.
Jeff O'Neill wanted to update the Parks Conlmission on I) Land area for additional fields; 2)
Insignia Development and 3) Pathway update. Adam Hawkinson added: 1) Increase in fees for
weekend burials; 2) Security system for park 3) Trash receptacles; 4) Climbing Wall and 5)
Costs for f100ding ice rinks.
Jeff O'Neill stated that with the continuing growth of the community the need for ballfields
increases however at the same the City will be losing ballfields when the interchange comes in.
The Parks Commission discussed the time frame needed to get new fields in place and in
playable condition. The dilemma the City f~lces is to acquire the fields needed because of
growth and to replace the ballfields that will be lost because of development.
The Insignia Development has been put on hold by the developer because they didn't feel the
mm-ket demand was there to support upscale townhomes. Instead they arc looking to build
single family detached homes in a small lot subdivision. This would account for approximately
~ of their total lots. The balance of the lots would be standard single family lots and some
upscale lots. The road alignment and park area in the development has not changed. The
development will not go in until spring of 2006. It is proposed to have three soccer lields and
two footballlields but the fields would not be playable until 2007 at the earliest.

Parks Commission Meeting - 10/27105
The Heritage Development has f()Ur fields which are proposed to be part of Phase 1. They also
plan on starting construction in the spring of 2006. It was noted that some grading has to be
done for the fields and the developer is responsible f()J- that work. JefT O'Neill suggested that
the commission memhers drive through the Heritage development area. Larry Nolan asked if
the Parks Commission will have an opportunity to look at the grading plan. Jeff O'Neill stated
at this point it is just a preliminary plan. The construction of the interchange depends on how
fast the Heritage development takes place.
Jeff O'Neill has talked to Brian Kirk regarding the YMCA property and they realize that the
majority ofthe area should be park land or green space. It is important f(}[ the City and other
parties involved to develop a park plan f()r the area. The idea is to develop the cornfield on the
north side of the lake for hallields. Brian Kirk will check in on the agreements the YMCA has
with farmers f()r use of the field and possihly negotiate an agreement where the City can take
over the lease of the land and develop it as a park. The site is approximately 60 acres and if
the interchange goes in it will provide easy access to the proposed hallfield area. At the
present time the YMCA is getting an appraisal on the property.
Jeff O'Neill also noted that Riverside Alliance Church across the river has a large area that
could possibly be used as field site. The area is sandy and the site is not irrigated but if there is
a shortage of fields that site could be an option.
The Comprehensive Pathway Plan is being updated and the consulting engineer is making
some changes on the plan. It is hoped that the plan can be submitted at the next Parks
Commission meeting.
The pathway plan for the Hidden forest development should be ready fl)[ Parks Commission
review at their next meeting. In addition there is 7+ acres of park land being dedicated as part
of the Emerald Heights (formerly Monti Villas) development. StaHwill be meeting with the
developer's engineer regarding the park site in the Emerald Heights development and how that
can be incorporated with the Water Tower Park. The Parks Commission indicated they would
like to see the final drawings for this development.

The meeting date f()r November was changed from the 24th to the I ih. The December meeting
date will remain on the 221ll1.

Park Maintenancc.
Adam Hawkinson suhmitted a list of the work completed by the Parks Department. He
reviewed the work that was done at Par West Park and the removal of the equipment from
Balboul Park. He noted they are done with the work acccpt to make the access comply with
ISTMA and ADA accessibility requirements.

Larry Nolan complimented the Parks Department on the condition of the Xcel baIlLields.
Adam I lawkinson stated that it was due in part because youth football had been very
cooperative with rotating the Lields and not playing games when the Lields were not in good
shape.
The Bridge Park gardeners indicated that they had removed all of their equipment and material
from the garage and it is temporarily being stored at Pam Campbell's. The Parks Department
will look to have some kind of storage facility avai lable to them use next spring.
Nancy McCaffrey asked about the Christmas tree at East Bridge Parle A tree lighting
ceremony is being planned which should take place the first part of December. The Parks
Commission and Adam Hawkinson complimented Phil Simodet on the good job he had done
on his Eagle Project which was to construct a fishing dock at Bridge Park.
Other Items:
Adam Hawkinson submitted information on the labor costs incurred when the city has a
weekend burial. The Parks Commission was being asked to consider increasing the rate so
that it covers the actual costs. Public Works staff docs cremation and infant burials and it is
proposed to add $25 to the current rate making the fee for a cremation burial on a weekend
$105.00 and an infant burial $125.00. The Council will also need to approve the fee increase.

Adam Hawkinson submitted labor costs for the operation of the ice rinks. It had earlier been
proposed that with the opening of the ice arena it may not be necessary to flood the rink at
West Bridge Park. The consensus of the Parks Commission was that because it is not certain
how the ice arena will aflect the outdoor rinks, the Park Department should continue flooding
the West Bridge Park rink for at least another year. Rick Traver asked if they would be
flooding the Groveland Park. Adam Hawkinson indicated that if they could get the asphalt
down and some grading done, it could be considered.
Adanl Ilawkinson stated he was ordering some additional trash receptacles and the low price he
was quoted was $151.00 He also supplied information about a possible security system from
Marco that he was considering for use at Pioneer Park. He indicated he was reluctant to have
the restrooms open without some kind of security systcm in place. Thc cost estimate for the
security system is $4,700. Adam Hawkinson will bc getting additional prices.

possibly be considered tl)r the 4th Street Park. lie also inf(Jrmed the Parks Commission that the
City Council rejected the bids for the parking lot improvemcnts for the Mississippi Drive Park
because they came in higher than engineer's estimate.
