Public Hearing - Consideration of a Variance Request from

Mr. Glen Nelson, who is the prospective new tenant in the now
existing Monticello Meats building on Cedar Street ~parts of ~ ( L

property is currently zoned B-4. ~
The applicant is proposing to change the business to a
TV Repair and Sales business, and would like a variance
to not be required to provide the ten (10) off-street parking
spaces as provided by City ordinance. Presently, there is
only one (1) off-street parking space on the property, and accord-
ing to ordinance data on required parking lot sizes, there
wouldn't be enough area to develop the spaces for nine more
cars as he would be required to provide. Presently, the
bare parts of the lot aren't large enough to allow a
parking lot.
In either case, as a meat market or a TV & Radio store, only
ten (10) parking spaces would be required.
Mr. Nelson indicated that in addition to the one off-street parking
space provided, he would be parking vehicles that belong to the
V business alongside the south side of the building.

J At their last meeting, the Planning Commission voted to recommend
approval of this variance request since it appeared that the proposed
use of the building would not demand much more parking than the
present use of the building.

2. Public Hearin - Consideration of a Variance Re uest to Provide
more than One Private Garage Structure for each Dwelling _ John Praught.
Mr. John Praught, who is presently bUilding a new home on Lot 29,
Block 2, Ritze Manor, would like a variance to build a 26' x 30'
garage in addition to the attached 24' x 30' garage being built
onto the home. Mr. Praught would need a variance to allow a
second garage because Monticello Ordinance Section 10-3-2-(D)-(S)
states that no permit shall be issued for more than one (1) private
garage structure for each dwelling.
Mr. Praught has indicated that the second garage would be used for
a travel trailer, boat, lawn equipment, etc., and would in no way
be used for repairing cars or any other commercial purpose.
Public hearings for variances are held at the Council level, but
at this time, there have been no objections received at the
Planning Commission meeting in regard to this request. The
Planning Commission voted unanimously to recommend approval of
this variance request.

3. Public Hearing"" Consideration of a Variance Request from the Maximtun
Height Requirement of a Pylon Sign.,.. Vance's Service Center.
Vance's Service Center in the 1-94 Tri-Plaza at the intersection of
1-94 and Highway 25 made application to extend their pylon sign
10'0" higher than it presently is.
Under the present Ordinances, this pylon sign may be 32'0" high
plus the difference between the business property elevation
and the height of the road abutting it, if the road is higher.
In this case, the Intersection of the 1-94 east approach and
Minnesota Highway 25 is approximately 10' higher than the property
where the Standard Station is location, thus the 10' difference
has been added to make the present pylon sign 42' high. Mr. Florell
is asking that he be allowed to raise his sign to 52'0" in height.
Members of the Planning Commission had viewed this sign from the
Freeway and other spots along Highway 25, and all felt that the
sign at its present height was visible, and as a result, recommended
denial of the variance request.

4. Consideration of Subdivision of Lots - Roy Lauring in River Terrace Addn.
Mr. Roy Lauring would like to alter lot lines between Lots 1, 2, 3,
16, 17 & 18, Block 3, River Terrace, and in effect, would make four
lots out of the present six lots, and would make the existing lots
conform with the present lot size requirement. presently, the Lots
range in size from 9,000 sq. ft. to 10,000 sq. ft. As per the
enclosed plat map, Mr. Lauring would like to create two (2) 16,000
square foot lots, and two (2) 13,000 square foot lots.
If these proposed lots were allowed, no forseeable variances would
be required, and the minimum front width would be provided.
Any action in the direction of approval should be contingent upon
receipt of a certificate of survey and proof of recording.
since the lots in effect were actually being made to conform with
the present City Ordinances, the Planning Commission voted
unanimously to recommend approval of this subdivision.
POSSIBLE ACTION: Consideration of approval or denial of subdivi~
sion contingent upon receipt of a Certificate
of Survey and proof of recording being provided.

5. Consideration of Final Payment to Burlington Northern Railroad on
Crossing on Walnut Street as part of the 1977-3 Street Improvement
Project.
A payment request is being made from Burlington Northern Railroad
relative to the final billing involving the installation of signals
and blacktopping of the crossing over Walnut Street as part of the
1977-3 Street Improvement Project.
Initially, the estimate for this project was $55,448, and the final
billing based upon a detailed invoice which is available for review
at City Hall is $59,476.16, or an increase of $4,028.16. The City
has previously paid $30,738, and the State of Minnesota is picking
up $12,577.28, leaving a balance due to the City of Monticello of
$16,160.88.

It should be pointed out, of the city's total payments of $46,898.88,
that the County will reimburse the City of Monticello for 50% of
this amount. In effect, the net cost of the Walnut Street crossing
to the City of Monticello is $23,449.44.
POSSIBLE ACTION: Consideration of approval of final billing to
Burlington Northern in the amount of $16,160.88.

Review of Liquor Store Financial statements for Period Ended June 30, 1979.
Enclosed, please find the financial statements for the Liquor store
for the period ended June 30, 1979.
Mark Irmiter, Liquor Store Manager, will be at Monday night's meeting
to review these statements with the City Council.

7. Consideration of Resolution Authorizing the Monticello Lion's Club
to be Sole Concessionaires within City Parks for July 4th Celebrations.
Pursuant to direction from the Council at our last meeting, a resolu-
tion is enclosed by which the City Council of Monticello would
authorize the Monticello Lion's Club to be the sole concessionaires
within City Parks for July 4th celebrations.
Purpose of this resolution is to give support to the Lion's Club
in their endeavor for their 4th of July celebration. Various
organizations and entities have apparently approached the Lion's
Club with the possibility of having concessions on the same day
within City Parks, and the Lion's were concerned that if this would
take place, it could detract from their revenue from this source.
Since the Lion's Club has been very instrumental in the promotion
and evolvement of the July 4th celebration, it was the concensus
of the Council at their last meeting to have a resolution of this
nature. It should be further pointed out that this resolution can
be amended, and of course, is not binding on future Councils if
the particular situation arises, but the Lion's Club did want some
assurance from the City Council of their intent.
POSSIBLE ACTION: Consideration of Adoption of Resolution enclosed.

Tuesday, July 17, 1979 - 7:30 P.M.

1. Approval of Minutes.
Motion was made by Ed Schaffer, seconded by Dick Martie and unanimously
carried to approve the Minutes of June 19, 1979, as presented.
2. Consideration of a Variance Request - Glen Nelson.
Mr. Glen Nelson, who is the prospective new tenant in the now existing
Monticello Meats building on Cedar Street (parts of Lots 14 & 15,
Block B, Upper Monticello) was requesting a variance from the City's
off-street parking requirements. Property is currently zoned B-4.

with Sandberg Realty, indicated that the new business would not likely

Gary Wieber, City Administrator, also pointed out that the property owner
who purchased Denton Erickson's home indicated he had no objection to
the variance request from the provision to provide hardsurfaced parking.
This individual property owner did have some concern if parking were to
be provided to have this parking effectively screened from his residence.
A motion was made by Ed Schaffer, seconded by Fred Topel and unanimously
carried to approve of the variance request.

Consideration of a Variance Request - John praught.

WHEREAS, the Monticello Lion's Club has been
primarily responsible for the regeneration of enthu~
siasm in celebrating of America's Independence Day,
July 4th, in Monticello; and
WHEREAS, Due to the efforts of the Monticello
Lion's Club in promotion of July 4th through various
events of celebration;
NOW THEREFORE, IT IS HEREBY RESOLVED by the
City Council of Monticello to authorize the Monticello
Lion's Club to be the sole concessionaire within

COUNCIL UPDATE
BROCHURE
Patti Peterson, a recent graduate of St. Benedict's College in
st. Joseph, Minnesota, has assisted the City of Monticello in
preparation of a brochure. Completed brochure should be
available in ten (10) days. Brochure will be available at
City Hall, Welcome Wagon and Information Center.
SEWER BACKUP - FRONT STREET
A representative of the insurance company met with citizens who
have filed a claim as a result of the lift station malfunctioning
which caused sewers to back up into basements along Front Street.
New larger capacity pumps and a control panel will be installed,
with installation work to start the week of July 23, 1979.
LABOR SURVEY
Administrative Intern, Cindy Holbrook, has been working with the
Chamber of Commerce Committee for Industrial Development on a labor
survey. Surveys will be sent to approximately 1,500 area homes
to gather information on people looking for jobs, job types and skills
and also what element of the existing labor force would work in
Monticello area rather than out-of-town if the right job were
available. Purpose would be to have information available for
prospective industries.
FEDERAL SURPLUS PROPERTY
For the first known time in its history, Monticello has made use of
the Federal Surplus Property Program. Items including a 4 by 4
truck have been purchased for $428. These items are estimated to
be worth approximately $1,800.
PINEWOOD SIDEWALK
Installation of sidewalk from Elm Street to the School sidewalk
on Third street has been completed.
OVERLAY ON WRIGHT COUNTY HIGHWAY 75 AND PROVIDING
SHOULDERS FOR WEST COUNTY ROAD 39
On July 17, 1979, John Simola, Arve Grimsmo and myself met with
Lowell Zachman and Larry Koenig relative to County Highway 75 and
West County Highway 39 in Monticello.

Mr. KOenig indicated that Wright County 75 was not being planned for
an overlay until 1983, since the State had OVerlaid this highway when
it was a State Highway in 1969, and the next scheduled improvement
of this kind would take place roughly in 1983. Mr. Koenig further
indicated that this could be expedited if the City would decide to
pick up a portion of the cost, otherwise the County would be picking
up 100% of this type of improvement.
Additionally, Mr. Koenig indicated that it would be hard for the County
to provide funds for shoulders on West County Highway 39 since the
procedure for an improvement of this nature would take approximately
five months. He further indicated that the best way to proceed
probably would be to have the City request such funds when the demand
in the area is greater, that is, the development of Country Club Manor
has taken place, and then request County participation for shoulders
of approximately la' on each side with a 24' mat. He indicated that
the County participation in this type of project would be approxi-
mately 70%.
