SPECIAL MEETING - MONTICELLO CITY COUNCIL
August 16, 1979 - 8:00 P.M.
Oakwood Elementary School
Members Present: Arve Grimsmo, Dan Blonigen, Fran Fair, Ken Maus,
Phil White.
School Board Members Present: Sheldon Johnson, Bernard Kirscht,
Nancy Cassano, Donald Doran, Donald Maus, Art Reed,
James Herbst.
PURPOSE OF TlIIS SPECIAL JOINT MEETING WITH THE MONTICELLO SCHOOL DISTRICT
WAS TO REVIEW FUTURE PLANS FOR LIBRARY SERVICES IN MONTICELLO, SINCE THE
SCHOOL BOARD HAS DECIDED TO DISPOSE OF THE OAKWOOD PROPERTY WHICH
INCLUDES THE PRESENT LIBRARY.

It was indicated by the School Board that one of the reasons why they
were considering disposing of the Oakwood Property is that it would be
quite expensive to remodel the school to bring it up to present day
codes. It was estimated that to bring up the older section of the
school building would be approximately $1,013,000, and the section
that was built later would cost approximately $657,000 to bring it
up to present day codes, for a total renovation cost of $1,670,000
to bring up the 35,000 square foot structure to present day codes.
Currently, the Monticello School District is considering the block
immediately south of the Oakwood property for a new administration
building since the current Oakwood building now houses administrative
offices.
The School Board indicated that they would be willing to offer the
City some portion of the same bloCk, Block 17, for purposes of building
a library with the understanding that the City would take over the
responsibilities of library services.
There also was discussion about the City purchasing Block 32, which
is the block that the Oakwood School currently is situated on. There
was general discussion among School Board members and Council members
that it might be better for the City to own this parcel of land and
determine its ultimate fate since the final use of the land in terms
of proper zoning district would have to be determined ultimately by
the City Council anyway.

Mr. John Bondhus, of Bondhus Tool Company in Monticello, made a pre-
sentation and indicated that he would be willing to offer the School
Board $100,000 for the Oakwood site. At this point there was some
discussion whether industry would be the proper use of Block 32.
It was pointed out that currently Block 32 is zoned as R-2, which is
a residential zone, but this is primarily due to the fact that a

residential zone allows a school district as a permitted use, and as
a result, both Block 32 and Block 17 are zoned as R-2. However, all
the surrounding blocks of Block 32 are zoned as Commercial, or B-4,
which is Regional Business.
It was decided that the procedure to be taken at this point would be
for the City to review the possible purchases of either Block 17
or Block 32. At this point, the joint meeting between the School
District and the City Council of Monticello was adjourned.
