Regular meeting of Village Council -- November 10, 1970
Councilman present: Ronald Schleif, Richard Martie, Franz Swanberg, Wm.
Sandberg. Staff present: Richard Hesley, Walter Mack, Ron Michaelis,
Gary Pringle, Thore- Meyer, Art McIntire.
Meeting called to order at 7:30 P. M.
Motion to approve the minutes of previous regular and special meetings
as mailed made by Franz Swanberg, seconded by Richard Martie. Carried.
Village Council goes on record to request all department heads to attend
all regular meetings.
Art McIntire presented monthly statistical report. No discussion.
Walter Mack had no report beyond routine operations from maintenance.
Richard Hesley had no report on Liquor Store.
Ron Michaelis again requested traffic control at highway 152 and South
Cedar Street on fire call if policeman is on duty. William Sandberg
made resolution that this action be implemented. Richard Martie
seconded. Carried.
Discussion regarding Zetterberg property being a public hazard. Fire chief
has inspected and determined it is a hazard. Clerk has contacted Wright
County Welfare Dept. case worker for the Zetterbergs. He has no direct
jurisdiction over property. Clerk to contact Health Officer, Dr. C.
Bentzin. J. Maus to contact Zetterberg daughter for action. Village
Clerk to follow up.
Ron Michaelis, as director of snow mobile instruction, requested that
fence and posts on ball field on East 4th be removed.
Gary Pringle presented sample ordinance on erratic driving. Police Chief
was in accord with this ordinance. Motion by Franz Swanberg and seconded
by Richard Martie that Monticello Village adopt an ordinance on erratic
driving. Request the copies be sent to the Drivers Ed. department at the
High school. Motion carried.
James Hanna and Mrs. F. E. Ellison reported on operations of Senior Citizens
Center. Monticello Center was one of first and model for other Wright
County centers -- now 14 centers in the County. Center has had federal
funding for 3 years. Not eligible for 1971 funding and request that
Village Council consider absorbing directors salary and heating costs.
No action taken at meeting pending checking legality through Governor's
Council on Aging.
Discussion with Richard Brooks regarding negotiations for employment. Many
areas not settled. Request special meeting with Village Council and Walt
Mack & Richard Brooks for November 16th at 4:30 P. M.
Request for building permit for Mid-America Dairymen's Assoc. for
12 x 28 and 70 x 72 additions to plant anproved on motion by James
Maus and seconded by Franz Swanberg. Carried.
James Foster request for building permit for addition to house and new
garage. Motion by James Maus to grant permit subject to building meeting
village ordinance of clearance to lot line. Richard Martie seconded.
In favor Martie, Maus, Swanberg, Schlief. Sandberg - abstained. Carried.
Request from Jerry DeLong to build 18 x 30 addition to existing garage.
Motion by Richard Martie to grant permit subject to assurance of meeting
village side lot line clearance. Seconded by James Maus. In favor --
Maus, Martie, Swanberg, Schlief. Abstained -- Sandberg. Carried.
Larry Krenz request permit to move Hollywood Motel from Clearwater to
Monticello on lots 1,20, Block 5. Council determines it cannot assure
permit now. Refer to Planning Commission for consideration.
Ken Peshia request for addition to existing garage. Motion to approve
by Bill Sandberg, seconded by James Maus. Carried.
Motion to approve Kopff and Schmidt bid of $740.00 to build roof over walk
on back of Liquor Store. Seconded by Richard Martie. Carried.
James Maus was appointed as representative of Monticello Village to State
Labor Survey meeting on Nov. 19th. Ron Schlief alternate representative.
William Sandberg appointed. to study and establish proposal for uniform
sewer rates.
Clerk directed to provide public outline of building ordinances to be printed
in the Monticello Times.
William Sandberg reported on status of delinouent tax property on Block 35.
Document dated April 9, 1897 dedicating property to Village presented.
Pringle to follow up with County Auditor if any subsequent changes.
Discussion on cost of blacktopping portion of South Elm Street not resolved
due to question of area covered. To be surveyed.
Discussion with Thore Meyer and Gene Fyle on costs to place sewer and water
lines on West 3rd Street, between Elm and Chestnut. Costs to be reevaluated
and agreed on before final approval.
Question to abolish office of constable tabled for later meeting.
Adoption of burning ordinance tabled pending study of relationship with
garbage disposal.
Motion by William Sandberg to adopt resolution for need to establish Housing
and Redevelopment Authority. Seconded by Richard Martie and unanimously
approved.
Specifications for new pickup truck presented by James Maus. Action tabled.

Certification of election to be completed after 10 days if not con-
tested. Clerk directed to compete.
Gene Wyle requested permission to dump sewage into sewer system to be
processed thru sewer plant. Action tabled pending study by Attorney and
Engineer.
Al Zahler requested information regarding proposed action on burning ban.
Action tabled pending study of relationship with burning ban and garbage
disposal.
Discussion regarding period inspection of sewage system. Thore Meyer
to determine method and frequency. State inspects plant at least once a
year or oftener.
Motion for adjournment by Bill Sandberg at 12:00 midnite. Seconded by
Richard Martie. Carried.
