Local Board of Appeal and Equalizatio The Local Board of Appeal and Equalization IS typically made up of city council members or township board members. They meet during late April and early May. Taxpayers can make their appeal in person or by letter The assessor is present to answer any questions and give evidence supporting thei value. In order to appeal to the County Board of Appeal and Equalization} a prope owner must first appeal to the Local Board of Appeal and Equalization. Summary of Duties . 1. The board isto make sure that all taxable pr perty in the township is properly assessed, valued and classified. . 2. If any property has been omitted, the board ust correct the assessment by adding it to the list of assessments along with its market value. 3. The board reviews the assessments of each escription of real property consisting of land and . buildings. 4. The assessments of personal property are al 0 within the board's jurisdiction. Personal property is limited to mobile homes, storage sheds, d cks or similar improvements located in a manufactured home park, structures on leas d public lands and railroad operating rights-of-way and leased buildings located on land owned y the occupant and used for purposes of a homestead. 5. The authority ofthe local board extends ove the individual assessments of real and personal property. The local board cannot increase 0 decrease a class of property by a percentage. (However, the county board can administer his type of change.) 6. The total of all individual assessment adjust ents made by the local board must not reduce the aggregate assessment made by the county assessor by more than 1%. If the total of such adjustments is greater than 1%, none of the adjustments will be allowed. 7. The Local Board of Appeal-and Equalization an only consider the assessments for the current year. It does not have the authority to reop n former assessments. 8. The local board can raise the value of a prop rty .if it believes it is undervalued. However, it must first notify the owner of the property of its in ent to raise the valuation. . 9. The local board must establish a quorum (th majority of the members must be in attendance) in order for any valid action to be taken. The I cal assessor, by law, is also required to attend and take part in the proceedings but has no vote The county assessor, or an assistant, is also required to be in attendance. 10. The board considers any complaints or objec ions by taxpayers. The complaints may be in the form of a letter or can be presented in perso . 11. The local board must complete its work and djourn within 20 daysfrom the time of convening. Before adjourning, the board must prepare a official list of changes made to the assessment. 12. The local board can elect to transfer its dutie to the county board if proper notice is given to the county board, county assessor and taxpayer. .
