JONI PAWELK SECONDED THE MOTION. MOTION CARRIED, 6-0. 3. Approve Minutes: a. December 5th, 2017 ANDREW TAPPER MOVED TO APPROVE THE IEDC REGULAR MEETING MINUTES FROM DECEMBER 5TH, 2017. JOE HAMMER SECONDED THE MOTION. MOTION CARRIED, 6-0. 4. Consideration of Adding Items to the Agenda None. 5. Consideration of 2018 Work -Plan Goal/Action Statements Jim Thares reviewed the proposed IEDC workplan. Discussion pursued about new actions to incorporate into the workplan. Steve Johnson suggested also adding a focus on housing. Jeff O'Neill summarized that workforce housing, executive level housing, and downtown housing would be important areas to study. Darek Vetsch stated interest in receiving quarterly updates on buildable residential lots. Vetsch also asked to include in the workplan the following action statement: "To support residential land development as it correlates to workforce development." The cost for development of lots was noted as a major concern. 6. Retorts (Verbal Retorts): a. Economic Development Jim Thares discussed the current prospective business list, which included: • MN DEED • Project Novus • Rustech • Project 6580 • Project Basil • Bondhus Corporation • Project Shepard • Project TED • Data Center • Project Cookie Thares also discussed progress on the implementation of the Small Area Study specifically in regards to the Landmark Square property. b. Planning Commission Agenda (attached) Jim Thares summarized the Planning Commission agenda and explained that three public hearings would be held. c. City Council Jeff O'Neill stated that the Highway 25 coalition is getting closer to revealing options during an open house. A preview of the options would possibly be available to the IEDC at a future meeting. An update was also provided for the I- 94 Interchange study. O'Neill also stated that the City would looking to hire a City Engineer/Public Works Director within the next six weeks. The annual Coalition of Utility Cities would be holding their meeting soon. O'Neill stated the importance of partnering with Xcel Energy as they are gearing towards completion of an integrated resource plan. d. Chamber of Commerce Marcy Anderson explained that they are working on having important topics at their monthly luncheons, business after-hours, and other Chamber sponsored events. She encouraged the IEDC to reach out to the Chamber if they had any ideas for future discussions. 2 7. Adiournment STEVE JOHNSON MOVED TO ADJOURN THE MEETING AT 8:05 AM. Consideration of the 2017-2018 EDA Marketing Plan (JT) A. REFERENCE AND BACKGROUND: This agenda item is an update of the EDA's adopted 2017-2018 marketing plan. The attached plan was crafted by the EDA Marketing Subcommittee appointed at the August 9th, 2017 meeting. The plan consists of a variety of media and methods for each of the EDA's priority areas and identifies a prospective budget amount with each item. Marketing the assets and opportunities that the City can offer existing and prospective businesses is an important goal of the EDA. Actualizing the marketing goal is accomplished via the budget and staff and consultant efforts. A variety of effective marketing activities will also support other EDA goals and objectives as well. Al. STAFF IMPACT: Staff impacts in considering the Marketing Plan are minimal. A2. BUDGET IMPACT: The expected budgetary impact from the proposed Marketing Plan is approximately $20,000 to $23,000. This is a significant increase over the 2017 ($5,000) budget. Staff proposes to bring any items that cost more than $1,000 to the EDA for further review. This threshold is consistent with the City Council policy for expenditures from the General Fund as well. B. ALTERNATIVE ACTIONS: 1. No motion required — informational only C. Consideration of the Employment/Employee Survey Marketing Plan (JT) A. REFERENCE AND BACKGROUND: This agenda item is to seek feedback from the IEDC regarding the proposed Employment/Employee Survey instrument. The goal is to gather additional information from employers and employees in the City of Monticello about various topics such as housing, day care services and other City amenities in an effort to direct policy and resources to address identified issues or needs. The two survey forms are attached for your review and comments. Al. STAFF IMPACT: Staff impacts in considering the Employment/Employee Survey form are minimal. The goal is to utilize in-house staff to administer and analyze the survey. A2. BUDGET IMPACT: The expected budgetary impact from the proposed Marketing Plan is minimal; the cost of paper thus far. It should be noted that the forms were created in house. To complete the survey project, it is expected that it will cost some funds for postage and additional paper; fairly minor expenses. B. To help the City develop projects or programs targeted at supporting business needs in these areas, the City is asking local manufacturers and industries to complete the following voluntary survey. The survey information will be aggregated for summary presentation and can be submitted confidentially via online survey. The survey is estimated to require 10-15 minutes to complete.
