Regular meeting of the Village Council - Mav 8, 1973 - Villap-e Hall.
The meeting was called to order by Mayor Bill Sandberg. Council members
present were: Blonigen, Martie and Rowan. Council member Markling was
absent.
The minutes for the special meeting of May 1, 1973 were approved as read.
A presentation was made by Tom Augustine, -'of the Engineering firm of
Meyer-Rohlin, in regard to improvement project 1973-1 (Thunderbird Mall
area). The engineering plans for this project were reviewed by the
village council. A motion was made by Dick Martie, seconded by Jeff Rowan,
approving plans and specifications and ordering advertisement for bids
for improvement project 1973-1. Voting in favor: Blonigen, Martie,
Rowan and Sandberg. Cbnosed: None. Absent: Markling. (Copy of resolution
approving plans and specifications and ordering advertisement for bids
attached as Enclosure 1).
A presentation was made by the Rev. John Farina and Gahart Decker of the
Assembly of God Church regarding problems that arise at the church from use
of the 4th St. ball nark. Rev. Farina stated the area is not large enough
for a ball park and cited several abuses that have occurred on church grounds.
The village council stated they would do everything possible to expedite
new facilities for the teams using this field. Mayor Bill Sandberg stated
he would be checking immediately for new facilities and would notify mem-
bers of the Monticello Slow Pitch League of action needed by them.
A presentation was made by Ralph Eichten, the villave Liquor Store manager.
Mr. Eichten expressed his desire for a new off -sale cash register which
would allow for more detailed reporting. After discussion, a motion was
made by Jeff Rowan, seconded by Dan Blonigen, to annrove the nurchase of
a TEC cash reTister for the off -sale portion of the Liquor Store. Voting
in favor: Blonigen, Martie, Rowan and Sandberg. Opposed: None. absent:
Markling.
A discussion was held concerning the Durchase of an ice machine for the
Liquor Store. Tt was estimated that the price of such a machine is
$1,100.00 and that a cooler bought with this would cost a proximately
$400.00 for a total of $1,500.00. Mr. Eichten was instructed to check
on prices and quality of various machines and to report his findings to the
council.
A discussion was led by Mr. Eichten concerning possible improvements of
the Liquor Store on -sale lounge. Estimates are to be obtained on possible
improvements and a report will be made to the council.
A motion to approve the payment of village and Liquor Store bills for the
month of April, 1973 was made by Jeff Rowan, seconded by Dick Martie.
Voting in favor: Blonigen, Martie, Rowan and Sandberg. Opposed: None.

A discussion was held concerning the Vi7.lage Blight Ordinance. The
administrator was instr?icted to write to the County Attorney for an
ouinion on enforcement procedures.
A motion to adjourn was made by Dick Martie, seconded by Dan Bloniffen.
Carried -- all in favor.

&IEREAS, pursuant to a resolution passed by the Village Council
on April 17, 1973, the village engineers (Mever-Rohlin, Inc.) have
prepared plans and specifications for the improvement of Locust
Street from Sixth Street to Seventh Street, Seventh Street from
Locust Street to Cedar Street, Cedar Street from Fourth Street to
Seventh Street for WATER R MAINS; ,and
Locust Street from Sixth Street to Seventh Street, Seventh Street
from Locust Street to Pine Street (Highway 25) for SANITPRY SEVIEi?g and
Seventh Street from Pine Street to Locust Street for STREET COPS_
STRUCTION; and
has presented such plans and specifications to the Council for ap-
proval.
NOW THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF
MONTICELL09 MINNESOTA:
1. Such plans and specifications, a copy of which is on file
in the village hall, are hereby approved.
2.
M. Villav,e Clerk shall prepare and cause to be inserted in
the official newspaper (and in The Construction Bulletin%,
an advertisement for bids upon the making of such imtirove,;,e„;
under such approved plans and specifications. The advertise-
ment shall be published for two additions of the official news-
paper (Mav 17 and 24, 1973)9 shall specify the work to be
done, shall state that bids will be opened at 2:00 P. M. on
May 29, 1973, in the Coiincil chambers of the village hall and
that no bids will be considered unless sealed and filed with
the clerk and accompanied by a cash deposit, cashier's check

bid bond or certified check savable to the clerk for FIVE (5i
PER CENT of the amount of such bid.
