City Council Minutes 10-23-1973VILLAGE OF MONTICELLO Monticello, Minnesota 55362 Phone (612) 295-2711 October 23, 1973 Regular meeting of the Village Council - October 2.3, 1973 - 7*30 P. M. The meeting was called to order at 7:10 P. M. in the village hall by Mayor Bill Sandberg. Council members present: Blonigen, Martie, Rowan. Absent: None. One council seat remained vacated. The minutes for the meetings of October R. October 9 and October 11 (Downtown Parking HF,kRING) were annroved as read. A presentation was made by Mr. Ixel Rasmussen, the village building inspector. Mr. Rasrm)ssen introduced Harry Gruesner to the village council who will substitute as the building inspector for the next several months. It was decided that Mr. Gruesner will conduct the actual bv_il dine site insnecti_on, blit the nerrnit will be issi.ied by the villaffe office with council annroval. Mr. Warren Tei�ren, of Securitv Federal Savin7s & Loan Co., made a re- quest for a building hermit for their Highwav 25 & Third Street location. Mr. Teigen presented a permit issued by the State of Minnesota authorizing access to their property by a Hi?hway 25 driveway. After a discussion on the permit presented, a motion was made by Dan Blonigen, seconded by Jeff Rowan, to issue a permit to security Federal to build at the afore- mentioned location in accordance with the plans presented. Voting in favor: Blonigen, Martie, Rowan, Sandberg. Opposed: None. Motion carried. A discussion was held concerning the village election to be held on Tues- day, November 6, 1973. A motion was made by Jeff Rowan, seconded by Dick Martie, to pay election judges and voter registration clerks at a rate of $2.50 Der hour. The polling place, the same as in previous elections, to be the village hall with polls to be open from 7:00=A. M. to 8:00 P. M. on election day. Voting in favor: Blonigen, Martie, Rowan, Sandberg. Opposed: None. Motion carried. A motion to approve the village budget, as presented, and the tax levy for calendar year, 1974, was made by Dick Martie, seconded by Dan Blonigen. Voting in favor: Blonigen, Martie, Rowan, Sandberg. Opnosed.: None. Motion carried. (Copy of "STATEMENT OF VILLAOF TA.XFS VOTFD" attached as Encl. 1). A short discussion was held concerning truck traffic in the v illape. The administrator was instructed to write Grevhound Cornoration and the Wright Coiznty Sheriff reciiestinq enforcement of the village ordinance. A presentation was made by Mr. Tom Aurrustin reua.rding the finalization of an assessment roll for Imnrovement Project, 1973-1. A motion was made by Dan Bloni7en, seconded by Dick Martie, to set an assessment hearing date of Tuesday, November 20, 1973, at 8:00 P. M. in the village hall. Regular meeting of villane council October 23, 1973 Page 2 A discussion was held concerning a general assessment policy in regard to local improvements. In this regard, a motion was made by Dan Blonigen, seconded by Jeff Rowan, for the village to adopt as a general policy the procedure of assessing at ' the rate for property on the long -side of a corner lot. Voting in favor: Blonigen, Martie, Rowan, Sandberg. Opposed: None. Motion carried. A motion to approve the bills presented for the period through October 239 1973, was made by Dick Martie, seconded by Dan Blonigen. Voting in favor: Blonigen, Martie, Rowan, Sandberg. Opposed: None. Motion carried. A presentation was made by Mr. Gary L. Pringle, the village attorney, in regard to the legality of turning off a resident's water supply. Mr. Pringle stilted that while the procedure is usually resorted to as a final alternative, a person's water supply can be turned off. A proper written notice, normally of two weeks, should be provided the delinouent individual. Mr. Pringle stated that significant nrogress has been made in the annex- ation discussions with Monticel.i.o To,,mship; the attorneys for the ToThm- shin and the Village are looking for a final settlement date of December 19 1973. Mr. Pringle suggested the village consider hiring a planner to work out annexation zoning problems. Bill Sandberg,, mentioned that Northern States Power Co. had offered the use of one of their men, how- ever, no further discussion was held rep-ardin7 this matter. Mr. Pringle stated that depositions would be held in re7ard to the Slurry. seal case on Thursday, P-ctober 25, 1.973, in the village hall. Council members were uiven the time they are sched»led to give testimony. Mr. Pringle stated there will probably be a hearing in rep►a.rd to the dis- missal of a Liouor Store emnloyee. Mr. Pringle stated he would contact the administrator in regard to this and a hearing date will be arranged with the village council. A presentation was made by Mr. John Poirier. Mr. Poirier stated he has a severe roof drainage problem at his business establishment and he needs a sewer line to extend from his business place to a village sthrm sewer. Tom Augustin stated he would research this problem and work toward a solution. A discussion was held with village employees in regard to a wage settle- ?ment for 1974. The council decided to stay with the tentative decision it had made at a previous meeting in regard to wages. The salaries of two village employees will be reviewed at a later meeting. Regular meeting of village council October 23, 1 073 Pa ;r,e 3 A discussion was held concerning the issuance of. a Conditional Use Permit to Mr. Leo (Lenore D.) Nelson for the construction of a 4- plex apartment building on Lots 4 & 5, Block 34, Lower Monticello. The administrator stated that the Planning Commission had approved this reouest at its meeting of October 17, 1973• In this regard, a motion was made by Dick Martie, seconded by Jeff Rowan, to issue a Conditional Use Permit to Mrs. Leo (Lenore D.) Nelson for the con+ struction of a 4 -plea apartment building in this R-2 district as des- cribed'above. Voting in favor: Blonigen,Martie, Rowan, Sandberg. Opposed: None. Motion carried. Mayor Bill Sandberg; mentioned that the village council should have a representative at the first meeting of the North Central Gas Rate Authority scheduled for October 30, 1Q73 at 7:30 P. M. in the City Council Chambers of the City Hall, Coon Rapids, Minnesota. Council member Dick Yartie stated he woikld attend this. A motion to adjourn was mare by Jeff Rowan, seconded by Dick Martie. October , . 19 Signed: , Village Clerk Enclosure 1 - To Village Council minutes of October 23, 1973. m RESOLUTION FOR HEARING ON PROPOSED ASSESSIENT ti'1;F,REAs, by a resolution passed by the council on September 12, 1972, the village engineer, Meyor-Rohlin, Inc., was directed to prepare a proposed assessment of the cost of im- proving Locust street from Sixth Street to Seventh Street, and Seventh street f`ro:n Locust Street to Cedar Street, and Cedar Street from Fourth Street to Seventh Street, with water mains, Locust Street from Sixth Street to Seventh Street, and Seventh Street from Locust Street to Pine Street, with sanitary sewer; Seventh Street from Pine Street to Locust Street, and Locust Street from Sixth Street to Seventh Street, for street construction; AND WHEREAS $ the villap-e enPineer has notified the council that such proposed assessment has been completed and filed in his office .for public inspection, NOW THERE F ORE , BE IT RESOLVED BY THE VILLA -YE COUNCIL OF THE VILLAGE Or MONTICELLO, MINNESOTA 1. The village clerk is hereby directed to cause a notice of the heari'p, on the proposed assessment to be pub. fished once in the official newspaper at least two weeks prior to the hearing, and he shall state in the notice the total cost of the improvement. He shall also cause mailed notice to be given to the owner of each parcel described in the assessment roll.
