SPECIAL MEETING. PARKS COMMISSION
Thursday, September 4, 1997 - 4:30 p.m.

1. Call meetin~ to order.
Meeting was called to order by Chairman Larry Nolan.
2. Add items to a2'enda.
The following items were added:
A. Purchase shade tree for East Bridge Park
B. Freeway Fields concession building and parking lot
C. Expansion ofNSP ball fields
D. Sumac along the pathway

Discussion of 1998 park budget items.
The Commissioners discussed each item in detail for the 1998 budget.
Because of the delays and canceled meetings caused by the July 1st storm,
the City Council had not had a budget meeting so the total amounts for parks
items have not been established. The Commissioners discussed the fact that
there will be adjustments to the preliminary budget amounts listed, however,
they did want to emphasize the reconstruction of the river parks before new
parks are constructed. The parks along the river were targeted as the point
of consideration for the 1998 budget. Bridge Park is a main entrance to
Monticello and even before the storm demolished most of the trees a task
force was studying a new design. The following items were discussed: SEE

Update on National Guard Traininf: Center:
Wanda Kraemer, Development Services Technician, gave a brief update on
the National Guard Training Center/Community Center. The task force is
meeting every week or two to keep the schedule requested by the National
Guards. A wheel park will be a basic component ofa community center.
Water and ice are being considered as options in addition to the basic
package. The financial and site plan options are under study by consultants.
This item will be on the City Council meeting September 22, 1997.

5. Added items:
A. Shade Trees for East Bridge Park - Fran Fair requested two shade
trees be purchased for East Bridge Park to shade the hasta beds. The
trees blew down in the storm and the entire hasta bed will be
destroyed if shade is not provided. Roger Mack, Park and Street
Superintendent, agreed to plant the trees this fall. EARL SMITH
MADE A MOTION TO PURCHASE TWO SHADE TREES FOR EAST
BRIDGE PARK, SECONDED BY ROBBIE SMITH. Motion passed
unanimously.
B. Freeway Fields Concession Stand and parking lot - Earl Smith was
inquiring if the Lions Club had been contacted to help building the
storage/concession building. Roger Mack stated that due to the added
work with storm the parking lot and concession building would not be
completed until spring of 1998.
C. NSP Ball Fields - Larry Nolan suggested Dave Winsted, manager of
NSP ground maintenance, be contacted to discuss the expansion of the
NSP ballfields.
D.
Pathway along the prairie grass area on west end of town - Earl Smith
was concerned that the sumac was not being cut. The area by the
park should be better groomed.
Roger Mack, Street and Park Superintendent, explained most of the
land along this section was railroad and private property not park
land. The final plat had not been filed so there is only a limited
amount of maintenance being completed at this time.

Vance Ellis, Monticello Youth Hockey Association ~ YHA, had requested to be on the
agenda to review the Agreement of Understanding for the 4th Street skating rink
and warming ho'use. Vance Ellis, Denny Taylor, and Ray Henningson carne to the
meeting to represent the YHA. Ellis reported that their equipment to keep the ice in
skating condition was in need of replacement. He inquired if the City would be able
to help in this area. Roger Mack, Street Superintendent, stated the City could not
leave equipment at the rink. for the YHA to use because of insurance restrictions.
The equipment would need to be operated by a City employee. Mack had the rink
attendants track the number of skaters using the rinks and found the use of the
rink has greatly increased since the agreement was executed. Mack stated that it is
probably time for the City to take the responsibility of clearing the snow at the rink
but the YHA would still need to have some type of equipment for clearing ice
shavings during practice. YHA agreed this could be accomplished. It was discussed
and agreed that the YHA would still be responsible for the flooding of the 4th Street
rinks.
Next the warming house was discussed, Mack had taken pictures of the facility to
demonstrate the needed repairs. The windows had been broken in the past and
replaced with blocks not glass 50 the inside of the building has no natural lighting.
This is also a safety concern because the attendant cannot see to supervise the rink
when inside the building and visa versa. Simola suggested a window be installed
where the window had once been. Staff will need to research what type of window
could be installed that would be stronger because of the possibility of being hit by a
hockey puck. Next O'Neill reported that the electric bills for the restroom area are
considerably higher than the electrical bills for the warming house at West Bridge
Park. This is because the restrooms are on the outside of the building and have a
separate electric heating system. O'Neill inquired if the warming house was
remodeled would the savings from the electrical bills eventually pay for the
changes? This was discussed and lead to the question, if this rink would be large
enough in a few years or if a new hockey rink and warming house should be in the
future plan? The Parks Commission would discuss this further at a later date to
decide if this item should be included in the long range planning goals.
The idea of hard surfacing the rink for summer roller blading use was also
discussed. This has been done in a number of communities with excellent results
because the rink. area in the park can then be used all year for skating. The Parks
Commission stated this was an item that had been discussed and will be reviewed
again during budget meetings.
The consensus of the meeting was to have O'Neill revise the Agreement of
Understanding and take the recommendation to the City Council. A copy would be
sent to Vance Ellis. Mack would research the possibly of installing a window and
improving the ventilation in the building for the next season. There will be two
meetings a year, in September and March, with the Y1IA and the Parks Commission
to discuss the operations of the rink. (The YEA will contact the Parks Commission
to be on the agenda the month prior to the meetings.) This will be added to the
budget meetings for discussion on contracting snow removal and review of the size
of the facility.
